On February 2, “Dalian Binhui Bao,” an inclusive supplementary medical insurance product, was officially launched. The initiative received joint support from the Dalian Municipal Financial Bureau and the Administrative Committee of Dalian High-Tech Industrial Zone. It is jointly underwritten by Taikang Online Property & Casualty Insurance, China Pacific Property Insurance, and China Life Property & Casualty Insurance, with technical services provided by Xinyi International, Asia-Pacific Insurance Brokers, and Tencent WeSure.

 

At the event, Chi Yuan, former Deputy Director of the High-Tech Zone Administrative Committee, stated, “As an inclusive supplementary medical insurance product designed for Dalian residents under policy guidance, ‘Bin Hui Bao’ closely aligns with basic social medical insurance. It fully integrates the convenience, accessibility, and broad coverage of online platforms with the inclusiveness, protection, and service orientation of insurance, thereby providing fundamental health services to the citizens of Dalian.”

Binhuibao: Affordable Prices Leverage High-Coverage Protection, Boosting Residents’ Happiness Index


“Bin Hui Bao” is an innovative initiative undertaken by Dalian in active response to the “Healthy China” strategy. Driven by institutional and mechanistic reforms, it focuses on promoting healthy lifestyles, optimizing health services, strengthening health security, and developing the health industry, thereby contributing to the comprehensive establishment of a multi-tiered medical security system.

 

In terms of integration with basic medical insurance, “Bin Hui Bao” can fill the coverage gap for out-of-pocket expenses within the medical insurance catalog that citizens face when confronted with high medical costs. Meanwhile, it extends commercial insurance coverage to vulnerable groups, including the elderly, persons with disabilities, migrant populations, and low-income individuals. All participants in Dalian’s Basic Medical Insurance are eligible for coverage, regardless of age, occupation, household registration (hukou), or health status. For a uniform annual premium of RMB 79, insured individuals can obtain up to RMB 3 million in insurance coverage, thereby achieving the public-benefit goal of "low premiums and comprehensive protection."

 

Meanwhile, promoting Dalian’s city-specific customized commercial medical insurance also facilitates the widespread dissemination of insurance awareness and knowledge.
