The health sector has been elevated to the level of national development strategy. The “Outline of the ‘Healthy China 2030’ Plan” explicitly states that the total scale of the health service industry will exceed RMB 8 trillion in 2020 and RMB 16 trillion in 2030. The “Healthy China” strategy is bound to become the most powerful driver promoting the domestic big health sector.


Data shows that in 2019, the number of outpatient visits at medical institutions of all levels across China exceeded 3.7 billion, with approximately 350 million consultations and treatments conducted online, accounting for nearly 10% of the national total. Driven by the pandemic, patients rapidly adapted to and developed a preference for completing services such as online consultations and prescription renewals via digital platforms, leading to a significant increase in the penetration of internet healthcare among the patient population. How to leverage regional advantages, guide development according to emerging trends, and strategically plan the layout of the internet healthcare industry to promote regional growth and better serve national livelihoods has become a key issue under the overarching theme of “Healthy China.”


Chengdu Xingu is actively advancing innovative technologies in internet healthcare and has planned an Internet Healthcare Innovation Technology Industrial Park within the Xingu Research and Innovation City, with a total gross floor area of 200,000 square meters. Dolphin Health has been introduced to manage the park’s operations. Leveraging Shuangliu District’s advantages in resources, geography, and talent, the industrial park provides comprehensive, end-to-end support services—including physical hospital affiliation, system development, warehousing and logistics, and operational platforms—for pharmaceutical companies and innovative medical institutions (such as those specializing in genetic testing, stem cell therapy, and health check-ups) that seek to develop internet healthcare solutions. This initiative helps these enterprises adopt the internet hospital model, facilitate online diagnosis and treatment, and establish new models for pharmaceutical distribution.

Since the planning and preparatory construction of the industrial park commenced, Shuangliu District has actively promoted and developed the innovative technology industry in internet healthcare, striving to build a leading innovation hub for internet healthcare technology in Western China. The park has already attracted enterprises such as Kingdee and Yaofang.cn to establish their presence; Aida, Livzon Pharmaceutical Group, and Harbin Pharmaceutical Group are planning to settle in the park to pursue collaborative development. Meanwhile, the district is closely engaging with leading Chinese internet companies, including Alibaba and Tencent, aiming to secure the establishment of their internet healthcare divisions within the industrial park.


To support the development of enterprises within the industrial park, the surrounding amenities have been comprehensively improved to precisely match the diverse lifestyle needs of high-net-worth, highly educated, and young sci-tech innovation professionals. The plan includes the construction of 1,388 talent apartments and 996 units in the “Guixin Valley.” Lanrun City, a 250,000-square-meter high-end commercial and residential complex, is scheduled for completion within the year. Five subway lines with eight stations are under accelerated construction, while a slow-traffic system connects the entire area, continuously enhancing the invigorating “commute to work” and the pleasant, relaxing “journey home.” High-quality education across all academic levels will be provided by the China Electronics Kindergarten, Xingu Middle School, and Tanghu Middle School. Premium medical services are readily available at the nearby West China Airport Hospital, a Grade A tertiary facility. The largest district-level library in Central and Western China operates 24/7, offering sci-tech professionals a convenient place to “recharge” after work. In the future, the Internet Healthcare Innovation Technology Industrial Park will aim to drive the integrated development of the “three medicals” industries (medical care, health insurance, and pharmaceuticals) by building a comprehensive platform that integrates pharmaceutical companies, talent, capital, innovation platforms, and collaborative networks to promote the internet healthcare innovation industry.
