Shanghai Free Trade Zone No. 1 Life Science and Technology Industrial Park is located at No. 215 Fute South Road, Waigaoqiao Biopharmaceutical Park, in the core area of the Shanghai Free Trade Zone. Leveraging its resource advantages and talent pool, the Park has addressed key bottlenecks in the translation and commercialization of innovations by establishing the Biopharmaceutical Innovative Technology Industry Center. It actively collaborates with leading disciplines at prestigious universities to set up joint university-enterprise laboratories, such as the “Fudan University–Free Trade Zone No. 1 Joint Research Center” and the “Shanghai Jiao Tong University Life and Health Joint Research Center.” Focusing on the sources of innovation, the Park facilitates large-scale scientific collaboration and cross-regional research data exchange, while attracting high-end R&D talent and innovative projects. Meanwhile, recognizing clinical application as a critical link in biopharmaceutical translation, the Park has established a clinical elite training system in partnership with renowned institutions in the Yangtze River Delta, including the Shanghai Institute of Materia Medica (Chinese Academy of Sciences), the Shanghai Institute of Biochemistry and Cell Biology (Chinese Academy of Sciences), Shanghai Jiao Tong University, and Fudan University, thereby cultivating and incubating high-quality talent for industrialization.

Free Trade Zone No. 1 has also established an 8,000-square-meter innovation incubator specifically for start-up biopharmaceutical enterprises—the IDEA LAB. Focused on nurturing and incubating scientific research achievements in the medical industry, the IDEA LAB provides in-depth technical incubation tailored to the healthcare sector, serving as an accelerator for the commercialization of technological innovations by start-ups.

Focusing on the Last Mile of R&D Translation
The industrial park has established its own biomedical industry development fund. Over the next five years, it plans to invest RMB 2–4 billion in collaboration with professional investment institutions and medical entrepreneurs to identify future opportunities. Starting with an analysis of the industrial chain structure, Free Trade Zone No. 1 conducts multi-dimensional statistical assessments of companies within the chain—covering scale, profitability, and technology—to create an industry mapping and design diversified investment and financing solutions. These include unsecured customized renovation financing to reduce corporate cash flow risks; diverse financial loan platforms, interest subsidy policies, and financial leasing to help companies lower operational costs and improve efficiency; and access to multiple investment institutions, roadshow platforms, and entrepreneurship competitions to effectively address critical bottlenecks facing enterprises. Furthermore, by assembling a think tank comprising China’s top scientists, entrepreneurs, and investors, and by building project and capital pools, the initiative aims to accelerate the commercialization of scientific achievements, facilitate project implementation, and expand market reach.

Benefiting from the facilitative business environment and industrial resources of Waigaoqiao’s “Free Trade Zone + Bonded Zone,” Free Trade No. 1 has integrated advantageous resources in policy, talent, and industry during its development, with a pronounced agglomeration effect in the pharmaceutical industry chain.
Surrounding Free Trade Zone No. 1 are more than 700 biopharmaceutical companies, generating an economic impact of over RMB 180 billion. The zone accounts for 30% of China’s pharmaceutical market and 25% of its imported medical device market.
