On May 30, 2021, CCTV’s “Xinwen Lianbo” (News Broadcast) aired a news segment titled “Zhejiang Promotes High-Quality Sharing of Public Services,” which focused on the healthcare sector in Yueqing and reported on the achievements of the medical community consortium construction at the Second People’s Hospital of Yueqing City.

According to CCTV, with the aid of remote technology, a patient in Danxi Town, Yueqing City, who had just undergone an electrocardiogram (ECG), was receiving a consultation from physicians in the city. Within one minute, the analysis report was transmitted back to the patient’s attending physician. By connecting branch hospitals in various towns and townships to the health-specific private network via the big data center, seamless information exchange with the main hospital is enabled at any time, allowing local residents to access high-quality, convenient medical and healthcare services.

Zhao Xiaohai, Deputy Secretary of the Party Committee of Yueqing Second People’s Hospital, stated, “Our medical consortium has initially achieved integrated operations and standardized management, effectively bridging the gap between the main hospital and its branch facilities. This has enabled the sharing of medical resources, enhanced integration of clinical care and public health services, and improved patient satisfaction.”

In 2019, Yueqing City fully launched the construction of medical consortia, introduced a “1+11” supporting policy framework, and established three medical consortium entities. It advanced supply-side structural reform of county-level healthcare services, actively fostered a new order featuring tiered diagnosis and treatment, appropriate care, and orderly patient flow, promoted the sharing of healthcare resources, strengthened primary healthcare service capacity, and better met the public’s healthcare needs.

The Yueqing Second People's Hospital Medical Community was established in March 2019. Led by the Yueqing Second People's Hospital, it serves a population of approximately 400,000 in the central and eastern parts of Yueqing City and surrounding counties and cities, encompassing 10 township health centers, 19 community health service stations, and 72 village clinics.
Previously, Yueqing Second People's Hospital had already begun assembling an in-house team to independently develop its Hospital Information System (HIS). As a regional pilot, the Danxi Branch of Yueqing Second People’s Hospital Medical Community broke down barriers first and became the first primary healthcare institution within the medical community to launch the new Hospital Information System (HIS). The efficiency and public benefits brought by the Medical Community Cloud Platform have made local residents tangible beneficiaries. Through the Employee Assistant, family contract doctors receive instant notifications—signaled by a “ding”—regarding their contracted patients’ outpatient visits, hospital admissions, and discharges. The Medical Community Cloud Platform, jointly developed by Yueqing Second People's Hospital and Zhuojian Technology, centers on Yueqing Second People's Hospital.
