On July 28, the Quzhou Municipal Healthcare Security Administration signed a strategic cooperation agreement with WeDoctor Group. The two parties will carry out comprehensive innovative collaboration centered on “Internet+” healthcare insurance payment, providing the residents of Quzhou with a digitalized closed-loop service integrating “healthcare insurance, medical care, and pharmaceuticals.” On the same day, the first “Future Community: Healthcare Insurance at Your Doorstep” project in Quzhou, jointly developed by both parties, was officially launched in the Chunjiangyue Residential Community in Kecheng District, marking a key step in Quzhou’s efforts to bridge the “last mile” of community-based healthcare insurance services.

Quzhou’s “Future Community: Health Insurance Services at Your Doorstep” Project Officially Launched
In April this year, the “Zhejiang Provincial Medical Security Regulations” were released, explicitly requiring strengthened development of digital medical security, gradual advancement of provincial-level pooling of medical security funds, and guidance for insured individuals to seek diagnosis and treatment for common and chronic diseases at primary healthcare institutions, ultimately providing the public with integrated, closed-loop services encompassing medical care, pharmaceuticals, and medical insurance.
As a pioneer city actively exploring innovative “three-medical-linkage” reforms, Quzhou has been fully implementing major national and provincial policy requirements in recent years, promoting high-quality, coordinated development of medical insurance and pharmaceutical services to provide its residents with more accessible and higher-quality healthcare. Recently, Quzhou incorporated the Wuzhen Internet Hospital—the first internet hospital in China—into its roster of designated internet hospitals covered by municipal medical insurance, thereby “bringing” nationwide expert resources to Quzhou to serve local residents.
As the first implemented “Future Community: Medical Insurance at Home” project, Chunjiangyue “Future Community” leverages WeDoctor’s Wuzhen Internet Hospital to provide residents with a full-process, one-stop medical service experience—including appointment registration, online consultations, e-prescribing, payment via personal medical insurance accounts, and on-site medication pickup—through smart terminal devices such as intelligent clinics and smart medicine cabinets.

Ms. Hua, a resident of the Chunjiang Yueyuan residential complex, was among the first to benefit from innovative digital medical insurance services! After getting caught in the rain on her way home from work, Ms. Hua developed symptoms such as nasal congestion and sneezing. Upon learning that medical consultations were available at the “Future Community” hub within her residential area, she promptly visited the facility. An online physician patiently assessed Ms. Hua’s condition and guided an on-site health manager in performing examinations, including temperature, blood pressure, and oral checks. Once the examination data were uploaded, the doctor provided medication recommendations based on the results. “Being able to have a ‘face-to-face’ consultation with a doctor without leaving the community, receiving e-prescriptions, picking up medications on-site, and paying using my personal medical insurance account is truly convenient!” exclaimed Ms. Hua.
Residents can access end-to-end, closed-loop healthcare services right in their communities. This is made possible not only by physician resources connected through internet hospitals but also by WeDoctor’s accumulated capabilities in AI and big data. According to reports, the “Future Community: Health Insurance at Your Doorstep” project is a multi-party collaboration among the Quzhou Municipal Healthcare Security Administration, the People’s Government of Kecheng District, and WeDoctor Group. By leveraging digital technologies and intelligent applications, the project integrates community-based health insurance payment systems and establishes a new model of digital healthcare security services. This model enables: (1) community-based administrative services, including on-site handling of health insurance matters (“Community Handling”), local dissemination of health insurance policies (“Community Awareness”), and proactive service delivery (“Community Outreach”); (2) community-based medical care, featuring treatment for common illnesses at the community level (“Community Consultation”) and facilitated referrals for external medical visits (“Community Referral”); and (3) community-based health management, offering access to personal health records (“Community Access”) and chronic disease management services (“Community Support”).
