In recent years, the medical AI and big data industry has experienced rapid development, advancing with remarkable momentum.

 

In 2018, the Chinese government introduced the “New Infrastructure” policy, subsequently establishing the status of “data as a new factor of production” and explicitly calling for strengthened development of new infrastructure such as big data and artificial intelligence. Driven by the data explosion, algorithmic advancements, and enhanced computing power, the integration of healthcare with AI and big data has become a highly sought-after sector in the capital markets.

 

Having progressed through the early stages of data storage and acquisition, China’s healthcare big data industry has entered a phase focused on data analytics and value extraction. The digital health sector, represented by big data technologies, is undergoing a revolutionary industrial leap.

 

Amid this transformation, how to leverage big data and intelligent applications to support hospital development and drive the creation of a new healthcare ecosystem has become a hot topic. This month, an industry forum centered on “The Development Trends of Digital Health” will kick off in Chengdu.

 

On October 20–21, the 2nd International Blockchain Industry Expo of the 2021 Chengdu Global Innovation and Entrepreneurship Fair will be grandly held at the Chengdu Tianfu International Convention Center. As one of the flagship events of the expo, the Digital Health Innovation Summit sub-forum, themed “Data Aggregation for Smart Healthcare, Innovating for a Healthy Future,” will convene on the morning of October 21. This sub-forum is jointly organized by the Chengdu Municipal Health Commission and China Electronics Data Service Co., Ltd. (hereinafter referred to as “CEC Data”).

Multi-party Collaboration in the Industry Is the Long-term Path to Development


To gain a competitive edge in this transformation, local governments are accelerating the development of healthcare industry clusters to foster the growth of innovative enterprises. Among these efforts, cluster advantages and deep collaborative capabilities will become critical factors in building regional ecosystems.

 

As a national-level base for R&D and innovation in the biopharmaceutical industry, the National (Chengdu) Biopharmaceutical Industry Innovation Incubation Base, and the largest distribution and trade hub for biopharmaceuticals in central and western China, Chengdu’s pivotal role as a healthcare industry hub in western China is becoming increasingly prominent.

 

In recent years, Chengdu has been making focused efforts across multiple dimensions—such as accelerating the development of carrier platforms, attracting major projects and talent, and strengthening the cultivation of key enterprises—to gradually establish a “city brand” for its digital health industry.

 

Chengdu recognizes that the long-term development of its industries requires greater synergy among all ecosystem stakeholders. The “Digital Health Innovation Summit,” jointly organized by the Chengdu Municipal Health Commission and CEC Data, represents a deep integration between the city and industry participants.

 

Guided by the National Health Commission, China Electronics Corporation (CEC) spearheaded the establishment of CEC Data, a health and medical big data industry development group. It serves as the “national team” providing integration, management, and application services for health and medical big data to key national industries and departments.

 

As the lead entity of the National Health and Medical Big Data Pilot Project, China Electronics Data has established systematic capabilities for secure and standardized health and medical big data services, along with a sustainable operational model for application-driven development. It can rapidly deploy technical, institutional, security, ecosystem, and innovation frameworks to support data application services.

 

CEC Data has always adhered to its corporate mission of “Making People Healthier and Happier.” Guided by the long-term development vision of “Data for the People, Proactive Health,” and leveraging the core strengths and organizational platform advantages of China Electronics Corporation (CEC) as a national leader in the cybersecurity and informatization industry, it has built robust capabilities in big data intelligence and security. It has pioneered a full-process system for health and medical big data encompassing “aggregation, governance, mining, analysis, and application,” while exploring a new model of health and medical services that integrates “data + technology + medicine.”

 

In recent years, China Electronics Data has actively participated in the planning, construction, and operation of national pilot projects for healthcare big data. The Fujian Healthcare Big Data Pilot Project, undertaken by the company, has achieved remarkable results after years of effort. It has established five core system capabilities for secure and standardized healthcare big data services, along with an operational model for sustainable application and development, known as the “Fuzhou Model.”

 

CEC Data’s engagement with Chengdu dates back three years. In January 2018, the Chengdu Municipal People’s Government and China Electronics Corporation (CEC) reached a cooperation agreement on the development of a health and medical big data project.

 

Under the agreement, CEC Data, as a platform company under China Electronics Corporation (CEC) specializing in the integration, management, and application services of health and medical big data, will develop a health and medical big data project in Chengdu. It will introduce and localize international advanced artificial intelligence solutions, applications, and technologies, and actively attract relevant enterprises in fields such as big data and AI technologies, medical services, health management, and industrial investment, thereby building an industrial ecosystem for health and medical big data.


On September 29, 2020, the Chengdu Health and Medical Big Data Platform, constructed by China Electronics Data, was successfully launched, serving as a significant driving force in Chengdu’s efforts to create a benchmark project for health and medical big data.

 

CEC Data is also inviting more innovative enterprises to participate in the construction of the digital health ecosystem, continuously promoting the flow of industrial resources.At this summit, China Electronics Data will also hold a signing ceremony with its healthcare innovation ecosystem partners to jointly promote and lead the development of the digital health ecosystem.

The Chengdu Municipal Health Commission and China Electronics Data have jointly established an Innovation Factory to foster a four-pronged industrial empowerment capability encompassing “infrastructure, policies, data, and funds.” This initiative aims to gradually attract digital health enterprises with significant data requirements—such as those in medical artificial intelligence, internet healthcare, insurtech, and biopharmaceuticals—ultimately driving the scaled development of a distinctive digital health innovation industry in Chengdu.

 

Innovation Works will fully leverage its advantages in converting data resource value, gradually building an industrial development support system comprising “one platform, one fund, and one market,” as well as an industrial IP system featuring “one exhibition hall, one alliance, and one competition,” ultimately forming a sustainable, closed-loop digital health industry ecosystem known as the “Six Ones.”

 

3: Digital Intelligence Unveiled: Inauguration of the Smart Healthcare Innovation Engineering Research Institute and Release of China Electronics’ “Blue Book on Data Governance for Smart Health and Healthcare”

 

To advance the implementation of the two major national strategies—Digital China and Healthy China—CEC Data, together with leading experts and scholars in the field of digital health, has jointly established the Digital Health–Smart Healthcare Innovation Research Institute. The institute is dedicated to studying development trends and planning for the digital health industry, providing top-level guidance for practical initiatives in digital health construction. At the conference, China Electronics Corporation will also release the Blue Book on Smart Healthcare Data Governance. This blue book systematically conducts theoretical research and practical exploration of smart healthcare data governance from the perspectives of industry background, current status, development pathways, and future trends. It proposes an overall framework and core principles for smart healthcare data governance, summarizes typical application scenarios and construction models, and offers policy recommendations to guide the next stage of development in smart healthcare.

 

4: Pioneering the Future · Expert Dialogue: Roundtable Salon on Building Multi-Center Specialized Disease Platforms Driven by Big Data
