The Origins and Evolution of the Rise of the West Taihu Industry


Years ago, West Taihu Lake was merely an isolated farm with poor transportation access. It was not until 2006, when the Jiangsu Wujin Export-Oriented Agricultural Comprehensive Development Zone was renamed the “Jiangsu Wujin Economic Development Zone,” that the prologue to West Taihu Lake’s economic development was drawn.

During the investment promotion process, the team discovered that the healthcare industry is subject to stringent regulatory mechanisms, requiring regulatory approval and policy support for all stages from product manufacturing to sales. Consequently, the team began conducting research and analysis on the healthcare industry to identify the key factors for breaking through these barriers.

 

2013 was a pivotal year for the West Taihu Lake area in its exploration and development of the medical sector. The West Taihu Lake International Medical Industrial Park Management Office was officially established through formal documentation, providing specialized support services tailored to the medical segment and directly facilitating the clustering of medical enterprises within the park. Subsequently, the park entered into relevant agreements with the Jiangsu Provincial Medical Products Administration, establishing smooth communication channels with regulatory authorities.


“On one hand, it has created a channel for face-to-face consultations between park enterprises and regulatory authorities; on the other hand, it has significantly enhanced the professionalism of the medical enterprise investment promotion team within the park,” said Li Xiaojun. “Subsequently, we have expanded upon this mechanism, turning it into a core competitive advantage of the park and attracting more than 20 medical device manufacturers to settle in the park each year.”

I. Policy Support: The government actively provides guidance and has introduced multiple key policies to proactively support industrial development.Since its inception, the industrial park has implemented a series of supportive policies, including tax incentives, talent programs, and platform-based rewards. Regarding startup funding, grants of RMB 1 million or RMB 2 million are provided, with an initial disbursement of no less than RMB 300,000. In terms of premises and accommodation, startups receive rent-free office and residential spaces of no less than 100 square meters for the first two years. Under the talent initiatives, financial products such as “Talent Loans,” “Interest-Subsidized Loans,” and “Su Ke Dai” (Jiangsu Science and Technology Loans) are available, ranging from RMB 5 million to RMB 15 million. Special rewards are also granted based on the amount of financing secured. II. Location Advantage: With a well-connected transportation network, it opens up vital arteries for industrial development.West Taihu Lake covers an area of 164 square kilometers and serves as a natural transport port. The industrial park is located at the geometric center of the Yangtze River Delta region, constituting a key area where the lakeside development belt, the Shanghai–Nanjing development belt, and the Yangtze River development belt converge, making it an important “node” in the modern logistics network. Major highways such as the Yanjiang Expressway, the Shanghai–Nanjing Expressway, and the Changzhou–Taizhou Expressway extend their reach to core cities in the Yangtze River Delta, including northern Jiangsu, Nanjing, Suzhou, Wuxi, and Hangzhou. To address the challenges faced by enterprises in product research and development, the Changzhou Medical Device Industry Research Institute was established within the industrial park.
