1. Major Categories of Medical Consumables Begin to See Price Reductions

It is reported that the procurement method for the centralized procurement of hemostatic material consumables by the Beijing-Tianjin-Hebei “3+N” Alliance isVolume-Linked Coordination, Volume-Based Negotiation, Two-Way Selection, involving a total ofCategory 21 Consumables, as detailed below.

In this “Notice,” the Hunan Provincial Healthcare Security Administration announced the list of selected products for 21 categories of medical consumables,A total of 2,998 products were shortlisted, including 234 imported products., the applicant companies include international medical device giants such as Medtronic, Johnson & Johnson, and Stryker. Notably, among the selected imported products, the category with the highest number of entries was hemostatic sponges, which were predominantly dominated by Medtronic’s products.

Hemostatic materials will beUniform implementation of bid-winning results starting July 1, with a procurement cycle of two years. Currently, multiple provinces including Jiangsu and Heilongjiang have implemented the rollout of hemostatic material consumables. With Hunan Province officially announcing its participation, another category of medical consumables is sweeping across multiple provinces in China with significant price reductions.

6 Major Batches of Inter-Provincial Alliance Centralized Procurement Implemented

Recently, the Hubei Medical Insurance Service Platform released the “Notice on Implementing the Selection Results of the Sixth Batch of Inter-Provincial Alliance Centralized Volume-Based Procurement for Medical Consumables Including Structural Heart Disease Occluders” (hereinafter referred to as the “Notice”),6. Intensive Implementation of Inter-Provincial Alliance Procurement Projects。

Hubei is set to implement a number of projects soon. In addition to the centralized procurement of hemostatic material consumables under the Beijing-Tianjin-Hebei “3+N” Alliance mentioned above, there are five additional batches of procurement projects, as detailed below.

• Inter-Provincial Alliance Centralized Volume-Based Procurement of Medical Consumables for Structural Heart Disease Occluders

This procurement isNational Centralized Procurement Project Led by Fujian Province, the procured items are structural heart disease occluders and their delivery system consumables, specifically including left atrial appendage occluders, atrial septal defect occluders, ventricular septal defect occluders, patent ductus arteriosus occluders, and patent foramen ovale occluders, as well as the delivery systems for the aforementioned five types of occluders. Biodegradable occluders and their delivery systems are excluded.

According to the selection results, a total of 1,754 selected records were generated in this round,18 Companies ShortlistedNotably, due to the differences in the aforementioned procurement models, the announced award results are also categorized into two lists corresponding to these models: 16 companies were shortlisted under the bundled procurement model, while 2 companies were shortlisted under the single-item procurement model.

• Inter-Provincial Alliance Centralized Volume-Based Procurement of TCM Acupuncture Needle Medical Consumables

Guangxi-led centralized procurement of TCM acupuncture consumables covers 26 provinces, covering 11 categories of procured items under intradermal needles, acupuncture needles, blade needles, and skin needles.

According to the "Notice," this timeA total of 34 companies were shortlisted., Among product categories, acupuncture needles had the highest number of selected products; among selected enterprises, Suzhou Medical Appliance Factory Co., Ltd. had the largest number of selected categories, covering a total of five procurement varieties.

• Inter-Provincial Alliance Centralized Volume-Based Procurement of Five Categories of Medical Consumables Including Sutures

Sutures and Five Other Categories of Consumables: Liaoning-Led Procurement Covering 24 Provinces, the procurement items mainly involve five categories of consumables: sutures, syringes (with needles), infusion sets for pumps, oxygen inhalation tubes, and vacuum blood collection tubes (including venous blood sample collection needles).

Among the five categories of medical consumables, a total of 799 winning bid results were generated. Among the winning bidders,Most companies are domestic medical device enterprises, with a few foreign-invested medical device companies (such as Johnson & Johnson and Covidien) also included., with selected products mostly being high-end items, such as absorbable sutures.

• Volume-Linked Procurement of Intravenous Catheters and Related Medical Consumables

Centralized Procurement of Indwelling Needle Consumables under the Beijing-Tianjin-Hebei “3+N” Alliance, involving two categories of consumables: closed-system intravenous catheters and open-system intravenous catheters, as detailed below.

According to the published bid-winning results, a total of 287 items were selected, with winning prices ranging from 1.44 yuan to 35 yuan. Among these, closed intravenous indwelling needles accounted for the largest quantity, with 239 items. Furthermore, the majority of the selected products in this round are domestically produced, with only a small number being imported.

• Continued Procurement of Neurosurgical Medical Consumables

The follow-up procurement of neurosurgical consumables was led by Henan Province. Notably, in addition to neurosurgical consumables, Henan Province simultaneously announced the initiation of follow-up procurement for general interventional consumables and hemodialysis consumables. The provinces participating in the procurement varied by consumable category; in this instance, Hubei Province participated only in the follow-up procurement of neurosurgical consumables.

Neurosurgical consumables cover eight categories: cranial locks, cranial meshes, cranial connection plates, cranial burr hole covers, cranial screws, external cerebrospinal fluid (CSF) drainage systems, CSF shunt systems, and aneurysm clips. According to the selected results announced in the "Notice," a total of 5,681 products were shortlisted, including 1,469 imported products.

Notably, the procurement cycles for the six upcoming batches of centralized volume-based procurement in Hubei Province vary. The centralized volume-based procurement cycle for medical consumables such as structural heart disease occluders shall run from the date of implementation until December 31, 2028. The centralized volume-based procurement cycle for traditional Chinese medicine (TCM) acupuncture needles and the volume-linked procurement cycle for hemostatic materials are both two years. The centralized volume-based procurement cycle for five categories of medical consumables, including sutures, and the volume-linked procurement cycle for indwelling needle catheters are both three years. The follow-up procurement cycle for neurosurgical medical consumables is one year.

Conclusion

Amid the trend of accelerating and expanding centralized procurement of medical consumables, the process of inter-provincial alliance-based centralized procurement continues to gain momentum. Starting in July, multiple alliance procurement initiatives will be intensively implemented in Hunan, Hubei, and other regions, triggering a new round of price reductions for various types of medical consumables.
