Amid the pandemic, public access to medical care and medications has become a pressing concern. Ms. Pan, an elderly resident of Yangpu District in Shanghai who suffers from hyperlipidemia, faced difficulties in visiting hospitals to renew her prescription during the lockdown, with her continuously required medication nearly running out. A few days ago, she completed an online follow-up consultation covered by medical insurance through the Shanghai WeDoctor Internet Hospital (hereinafter referred to as “Shanghai WeDoctor Internet Hospital”). Within just four hours of placing her order, she received the urgently needed medication, becoming the first beneficiary of the platform’s integration with the medical insurance system.


Recently, Shanghai WeDoctor Internet Hospital officially enabled citywide medical insurance payment services. This marks the full integration of end-to-end services—including online follow-up consultations, medical insurance payment, prescription renewal and medication purchase, and home delivery—on the “Shanghai Medical Insurance and Medication Emergency Platform,” which leverages this internet hospital as its service carrier. These developments will further safeguard access to medical care and medications for residents in Shanghai.


The “Shanghai Emergency Platform for Medical Insurance Medications” was jointly initiated by the Shanghai Digital Medicine Innovation Center, WeDoctor, Ruijin Hospital, and other medical institutions and pharmaceutical companies. Since its full launch on April 15, the platform has mobilized experts from Shanghai and across China to provide aerial support to Shanghai, and rapidly established volunteer-based medication supply guarantee teams and Community Health Ambassadors. It focuses on providing medical and pharmaceutical assurance services to patients with severe chronic diseases in Shanghai.Ning Guang, President of Shanghai Ruijin Hospital and Academician of the Chinese Academy of Engineering, serves as Chairman of the Medical Advisory Committee and Head of the Medical Treatment Expert Group for this platform.

“Shanghai WeDoctor Internet Hospital” Issues Its First Medical Insurance E-Prescription


Bridging the 'Air Rescue Channel' Between Doctors and Patients


As a key service platform for the “Shanghai Emergency Platform for Medical Care, Medication, and Medical Insurance,” Shanghai WeDoctor Internet Hospital integrated resources across medical care, pharmaceuticals, medical insurance, and digital technologies during the pandemic. It rapidly addressed bottlenecks and barriers in accessing medical services and medications, effectively alleviating difficulties faced by Shanghai residents in obtaining healthcare and prescription drugs during lockdown periods.


Mr. Ye’s mother, aged 90, requires regular treatment and prescription refills at Ruijin Hospital. Following the outbreak of the epidemic, lockdown measures were imposed in their residential community, leading to an interruption in the elderly woman’s medication supply. “My mother has run out of her medicine. I was deeply worried but felt powerless!” Mr. Ye suffered from anxiety and insomnia throughout the night as he witnessed his mother’s symptoms recur due to the medication gap. With active coordination from Ruijin Hospital, Mr. Ye assisted his mother in conducting an online follow-up consultation and renewing her prescription through the “Shanghai Medical Insurance and Emergency Medication Platform.” As the emergency platform shares the internet hospital’s drug formulary with Ruijin Hospital, the required medications were rapidly allocated for the elderly patient, and expedited delivery was arranged. The day after placing the order, a volunteer delivered the medications directly to her. Deeply moved by this experience, Mr. Ye decided to become a “Community Health Ambassador” to help more individuals in situations similar to his mother’s.


Like Mr. Ye’s mother, Ms. Li also encountered difficulties during the pandemic. As a cancer patient who was scheduled to receive her third chemotherapy session, she needed to adjust her treatment and medication regimen due to factors such as hospital bed shortages. Upon a physician’s recommendation, Ms. Li obtained the urgently needed Thymopentin Injection through the “Shanghai Medical Insurance and Emergency Drug Platform.” Ms. Li felt both relieved and concerned; she was relieved to have received the medication in a timely manner but worried about potential conflicts between the drug and her chemotherapy regimen. Upon learning of this situation, platform volunteers coordinated with experts from Shanghai WeDoctor Internet Hospital to provide Ms. Li with detailed explanations, thereby alleviating her concerns.


Data shows that since the launch of the “Shanghai Medical Insurance and Emergency Drug Platform,” a cumulative total of over 1.1 million service instances have been recorded as of May 7, with approximately 100,000 diagnostic and treatment services provided. Notably, more than 4,300 follow-up consultation, medication purchase, and home delivery services were delivered to patients with chronic and severe conditions.

“Integration of Healthcare, Pharmaceuticals, and Insurance” to Deliver Precision Services to Patients in Shanghai and Across China


“Shanghai Medical Insurance and Emergency Drug Platform” has been fully operational for less than a month, yet it has already attracted a large number of Shanghai residents seeking medical consultations and prescriptions, becoming one of the key channels for locals to access healthcare services. This success is not only due to the support from top-tier tertiary hospitals such as Ruijin Hospital, but also because WeDoctor, a digital health platform that originated in Shanghai, has accumulated abundant high-quality medical resources both in Shanghai and across China over the years. The platform’s major hospitals, leading departments, and renowned experts are based in Shanghai, serving patients in need not only locally but also throughout the country.


It is reported that over 20,000 medical experts from Shanghai have joined the WeDoctor platform, with more than 70% holding the title of Associate Chief Physician or higher, and over 68% affiliated with Grade 3A hospitals. The platform has connected 156 hospitals in Shanghai, covering more than 90% of the city’s tertiary hospitals. As China’s largest digital healthcare service platform, WeDoctor has accumulated 260 million real-name registered users. It operates more than 30 internet hospitals, 19 of which have integrated with the national medical insurance payment system. Users currently located in Shanghai can quickly access the “Shanghai Outpatient Hall” by opening the “WeDoctor” app. By selecting “Medical Insurance Follow-up Consultation and Medication Purchase,” they can clearly view physicians’ online availability and consult with them in real time. After activating their electronic medical insurance certificate, users can complete follow-up consultation details and upload a valid prescription issued within the past two months to proceed with online medical insurance-covered follow-up consultations and medication purchases.
