Dr. Chen holds a Ph.D. in Biomedical Sciences from the University of Macau and an MBA from Fudan University. With extensive experience spanning many years in innovative drug research and development, enterprise management operations, business cooperation, and capital markets, Dr. Chen successfully led and completed biopharmaceutical equity financing and business cooperation projects totaling over 800 million yuan to advance China's rare international first-in-class new drug research and development efforts. Under his leadership, the company earned accolades such as the 2018 "Forbes China Top 50 NEEQ Companies for Financing." Dr. Chen’s research focuses on R&D/quality/operations/management in innovative biopharmaceutical enterprises, market and value assessment of innovative drug technologies, rights transactions, and capital market operations. He has published numerous research papers in internationally peer-reviewed journals like JCA and JPBA and was awarded the Second Shanghai "Zhangjiang Innovation and Entrepreneurship Talent Award (Team)."

Master's degree from Jiaotong University School of Medicine; EMBA from China Europe International Business School (CEIBS); Former cardiologist at Ruijin Hospital, affiliated with Shanghai Jiaotong University; 20 years of clinical and R&D experience, participated in hundreds of interventional heart valve surgeries; Founded HuiHe Healthcare in 2019, which was named a "Shanghai Unicorn Enterprise" in 2024; Holds 29 authorized Chinese invention patents, 2 authorized U.S. invention patents, 1 Canadian patent, 1 European patent, and 4 PCT pathways; Won second prize in the National Innovation and Entrepreneurship Competition organized by the Torch Program of the Ministry of Science and Technology of the State Council in 2021, and ranked first in the medical device division of the National Innovation and Entrepreneurship Competition in 2022; Ranked first in the biomedical industry support project by the Shanghai Municipal Commission of Economy and Informatization in 2023.

Currently serving as a member of the Management Committee of the Yangtze River Delta National Technology Innovation Center, Assistant to the President of the Jiangsu Industrial Technology Research Institute and Director of the Biotechnology and Medicine Division, Director of Jiangsu Industrial Technology Research Institute Co., Ltd., and a specially appointed expert in innovation and transformation at the Chinese Research Hospital Association.

The main builder of the innovation system and ecosystem of the Yangtze River Delta National Innovation Center, leading the design of an innovative support model combining funding and investment for the transformation of early scientific and technological achievements, and establishing a corresponding institutional system. Has extensive experience in the operation and management of science and technology innovation companies. Has successfully facilitated the transformation of over 50 original achievements from universities, research institutes, hospitals, and large state-owned enterprises, with related innovative models already extended to multiple regions in China.

Ph.D., Researcher. Responsible for industry analysis and investment in biopharmaceuticals and biomanufacturing. As the project leader, completed multiple key soft science research projects in the biopharmaceutical field for the Municipal Science and Technology Commission; led research on investments and exits of representative early-stage projects in areas such as core raw materials upstream of biopharmaceuticals, cell and gene therapy, and synthetic biology.
