Wenzhou Municipal People's Government and Lianren Health Sign Strategic Cooperation Agreement to Jointly Build a Benchmark Industrial Park for Health Medical Big Data

On August 9, the signing ceremony of the strategic cooperation framework agreement between the Wenzhou Municipal People’s Government and Lianren Health Medical Big Data Technology Co., Ltd. (hereinafter referred to as “Lianren Health”) was successfully held in Wenzhou. Yang Shengjie, Member of the Standing Committee of the Wenzhou Municipal Party Committee, Deputy Secretary of the Leading Party Members’ Group of the Municipal People’s Government, and Executive Vice Mayor, presided over the ceremony. Yang Shengjie stated that the Outline Plan for Building Digital Zhejiang proposes achieving a leap in data value over the next five years and exploring new systems to activate data as a factor of production. The Wenzhou Municipal Party Committee and Municipal People’s Government regard data as the core of digital reform, continuously promote market-oriented allocation reforms for factors of production—including data elements—strive vigorously to secure the implementation of national-level pilot programs, and actively plan the establishment of a digital economy agglomeration zone. With data security and application as the entry point, Wenzhou is systematically building the “Nine Ones” architecture of China (Wenzhou) Data Security Port, aiming to create an innovative platform for data element development that achieves significant scale within three years and surpasses RMB 100 billion in value within five years.

This strategic partnership with Lianren Health aims, on one hand, to enhance the quality of Wenzhou’s new digital infrastructure for health and hygiene, comprehensively advance public health and wellness initiatives, and establish the foundational operational environment for Wenzhou’s health and medical big data industry. On the other hand, it focuses on leveraging specialized data resources in the health and medical sector and promoting the productization and development of data assets, thereby facilitating the transformation of data elements into resources, assets, and capital. This effort will foster commercial business models centered on application scenarios for health and medical big data, driving the integrated development of the life sciences and digital economy industries.

As a market-oriented pioneer in practical exploration, Lianren Health will adhere to a value proposition guided by the public’s health needs. It will fully leverage its influence and driving force across the entire industrial chain of the health sector, promote the integration of cutting-edge technologies—such as big data and artificial intelligence—with local health industry applications, and facilitate data resource and capital collaborations through its healthcare big data platform. By assisting in attracting outstanding upstream and downstream enterprises in the big data field to establish operations in Wenzhou, Lianren Health aims to further refine the healthcare big data industrial system and jointly create with the Wenzhou Municipal People’s Government an influential national-level model cluster for healthcare big data.

This signing marks the beginning of a new chapter in the strategic cooperation between the Wenzhou Municipal People's Government and Lianren Health. Both parties will continuously expand and deepen multi-faceted collaboration in the health sector. Leveraging the China (Wenzhou) Data Security Port, they will explore practical pathways for market-oriented allocation reform of data elements in Wenzhou’s healthcare field. With the goal of promoting the development and utilization of public healthcare data and industrial growth in Wenzhou, and focusing on the authorized operation of public healthcare data, they aim to unlock the potential of data elements and create a replicable and scalable model for the application and development of public healthcare data.

In the future, through a central-local cooperation model, Lianren Health will jointly establish market operation entities with state-owned enterprises and high-quality private enterprises in Wenzhou to promote the authorized operation of public data in Wenzhou’s health and medical sector, thereby fostering the development, utilization, and industrial prosperity of public data in this field.
