Ningbo Municipal Government and Lianren Health Sign Strategic Cooperation Agreement to Advance Health Medical Big Data Development and Utilization

On the morning of September 2, the Ningbo Municipal People's Government and Lianren Health Medical Big Data Technology Co., Ltd. (hereinafter referred to as "Lianren Health") signed a strategic cooperation agreement at the "2022 World Digital Economy Conference & The 12th Smart City and Intelligent Economy Expo." Hua Wei, Member of the Standing Committee of the Ningbo Municipal Party Committee and Executive Vice Mayor, and Gao Jing, Deputy Secretary of the Party Committee and General Manager (CEO) of Lianren Health, signed the project agreement as representatives of both parties.

Under the agreement, both parties will adhere to the principles of “being based in Ningbo, serving China, leveraging complementary strengths, pursuing common development, and ensuring safety and controllability.” They will seize the opportunities presented by reforms in the market-based allocation of data elements, focus on the authorized operation of public data in the health sector, iteratively upgrade Ningbo’s digital health service system, cultivate the market for health and medical data elements, promote the development and utilization of data and industrial growth in the health sector, and establish an industrial base and development model that is rooted in Ningbo and radiates across China.

Ningbo is one of the cities in Zhejiang Province selected to pilot the national comprehensive reform on market-based allocation of production factors, and it serves as a key city within Zhejiang for piloting reforms in the market-based allocation of data factors. Ningbo started early in the field of health and medical big data, becoming the first city nationwide to achieve standardized maturity certification for regional health and medical information interoperability across its entire administrative area. The city boasts a solid foundation of health and medical data resources and extensive experience in exploring the industrialization of such data.

As a market-oriented leader in the practical exploration of the digital economy, Lianren Health will adhere to a value proposition guided by serving the public’s health needs. It will fully leverage its influence and driving force across the entire industrial chain of healthcare big data, promote the integration of frontier technologies such as big data and artificial intelligence with local healthcare industries, and foster a more robust healthcare big data ecosystem.

This signing marks the opening of a new chapter in the strategic cooperation between the Ningbo Municipal People’s Government and Lianren Health. Both parties will leverage the compliant, authorized operation of Ningbo’s health and medical data to unlock its value and develop innovative, scalable, and replicable application scenarios. Focusing on key areas in the establishment of foundational data systems—including data property rights, trading and circulation, revenue distribution, and security governance—they will build upon Ningbo’s local initiatives to extend their impact nationwide, jointly delivering phased innovative achievements through market exploration and practical implementation.

Going forward, through the central–local cooperation model, both parties will continuously expand and deepen multi-faceted collaboration in the field of health and medical big data, drive the transition from old to new growth drivers for regional development, iteratively upgrade the digital new economy, unlock the commercial application value of data as a factor of production, create a “Ningbo Model” for market-based allocation of data elements, establish Ningbo as a benchmark for health and medical big data, and promote the development and utilization of public data and industrial prosperity in the health and medical sector.
