

In recent years, Tianjin Binhai New Area has actively developed its biopharmaceutical industry, with medical devices emerging as one of the sector’s distinctive highlights. As the region with the largest scale of export-oriented economic activity within Binhai New Area, Tianjin Economic-Technological Development Area (TEDA) has witnessed robust growth in its biopharmaceutical industry, benefiting from the convergence of multiple national strategies, including the Belt and Road Initiative, coordinated development of the Beijing-Tianjin-Hebei region, the establishment of pilot free trade zones, and the construction of national independent innovation demonstration zones. This has endowed TEDA with significant regional advantages. Supported by various stakeholders and driven by their own efforts, enterprises in TEDA have effectively mitigated pandemic-related risks, contributing to global anti-pandemic efforts while seizing new development opportunities.
To promote the transformation and upgrading of medical device trade and closely align with the development trends of the medical device industry in the post-pandemic era, the Tianjin Binhai-Zhongguancun Science Park Office and VCBeat VB100 will convene the “Closed-Door Meeting on Innovative Collaboration for Medical Device Enterprises”, centered on the core mission of “leveraging industrial foundations to empower enterprises in going global,” to conduct authoritative and forward-looking pioneer dialogues. Accelerate the replication and implementation of existing innovation policies from the Tianjin Binhai-Zhongguancun Science Park, empowering enterprise development through advancements in the commercialization of scientific and technological achievements, talent aggregation, industrial promotion, and the leveraging of free trade zone policy advantages. The Tianjin Binhai-Zhongguancun Science and Technology Park leverages the policy advantages of the “Free Trade Zone, Comprehensive Bonded Zone, and Expanded Opening-up Pilot Zone for the Service Sector.” Enterprises expanding overseas can benefit from streamlined customs clearance, access to shipping routes and cost-effective warehousing and freight services via Tianjin Port, the largest port in Northern China. For medical device companies, the park provides foundational support including strategic location advantages, a favorable industrial ecosystem, office facilities, and access to university and clinical resources. It further offers platform support through drug testing and review sub-centers with direct channels to the National Medical Products Administration (NMPA), assisting in the enhancement of technical services. National-level key laboratories and platforms, such as the Tianjin International Joint Academy of Biomedicine and the National Supercomputing Center, will leverage their service capabilities to facilitate the translation of scientific and technological achievements into innovations and foster open collaboration for enterprises.
Focusing on Medical Device Companies Going Global: In-Depth Answers to Two Key Questions
This closed-door meeting focuses on key issues such as the global expansion of medical device companies and product review and approval processes. From the perspective of empowering corporate development, we will conduct an in-depth discussion on the challenges faced by medical device companies in their overseas layout, help them identify partners, and facilitate rapid international expansion. We will analyze trade opportunities and provide strategic recommendations based on regulatory policies for the export of innovative technologies. Additionally, for new products entering overseas markets, we will interpret critical aspects of the review and approval process and engage in deep exchanges on the challenges associated with obtaining product approvals.

Relevant leaders from the Tianjin Municipal Commission of Commerce, the Tianjin Medical Products Administration, and the Office of the Binhai–Zhongguancun Science Park jointly attended the event. They engaged in face-to-face discussions on regulatory safeguard measures to address enterprises’ needs for overseas trade, thereby supporting the development of innovative technologies. On-site presentations highlighted the policies of the China (Tianjin) Pilot Free Trade Zone, the Comprehensive Bonded Zone, and the Demonstration Zone for Expanded Opening-up of the Service Sector, as well as the policy advantages of Tianjin Municipality for medical devices and those of the Binhai–Zhongguancun Science Park.

Tianjin Binhai–Zhongguancun Science and Technology Park is a major strategic initiative undertaken by Beijing and Tianjin to thoroughly implement the national strategy for coordinated development of the Beijing-Tianjin-Hebei region and to carry out the "Outline of the Plan for Coordinated Development of the Beijing-Tianjin-Hebei Region." It serves as a key instrument for building a collaborative innovation community. Located along the extension of the Beijing-Tianjin Expressway, the park acts as a bridgehead linking Beijing and the Binhai New Area. With a planned area of 10.3 square kilometers, it is situated 150 kilometers from Beijing, 45 kilometers from downtown Tianjin, and 35 kilometers from Binhai International Airport. Two metro lines under construction, Z2 and Z4, intersect at the Tianjin Binhai–Zhongguancun Science and Technology Park, providing direct access to Binhai Railway Station, Binhai West Railway Station, and Binhai International Airport.

On November 22, 2016, the Tianjin Binhai–Zhongguancun Science and Technology Park was officially inaugurated. In 2019The General Secretary inspected the Binhai-Zhongguancun Science and Technology Park and issued important instructions, establishing the park as a model demonstration for Beijing-Tianjin cooperation. To date, the number of registered enterprises in the park has exceeded 3,000, with sustained growth in technological momentum. In 2021, the park was home to 152 national technology-based small and medium-sized enterprises (SMEs), 98 national high-tech enterprises, 101 Tianjin "Eagle" enterprises, and three "Gazelle" enterprises. Key projects are accelerating their agglomeration. Leading domestic pharmaceutical R&D outsourcing companies, such as WuXi AppTec, Pharmaron, and Asymchem, along with a cohort of medical device enterprises including CanSino Biologics, Genetron Health, Bonna-Agela Technologies, Sinomed, and Bondsun Medical, have established operations in the park and its host location, the Tianjin Economic-Technological Development Area (TEDA). These developments will help propel the park to become a new landmark for the medical device industry.
