Hutao Tech Collaborates on National Health Commission's High-Quality Health Statistics Innovation Project

Recently, the General Office of the National Health Commission announced the shortlist for the first batch of “Jiebang Gongguan” (open competition) projects aimed at promoting high-quality development in health statistics work. Beijing Ditan Hospital, Capital Medical University (hereinafter referred to as “Beijing Ditan Hospital”) was successfully included in the list.

The task title for which Beijing Ditan Hospital was shortlisted is “High-Quality Hospital Management Decision Support System Based on Statistical Analysis of Infectious Disease Data.” Beijing Walnut Computer Technology Co., Ltd. serves as one of the collaborative partners in this joint research effort. Its primary responsibilities include guiding decision support through statistical analysis, standardizing data sets, integrating data resources to build a shared platform, constructing an infectious disease knowledge graph, and leveraging big data and emerging information technologies to realize “data empowerment.” By providing generalized statistical information to stakeholders across government, industry, academia, research, application, and services, the initiative aims to promote high-quality development in hospital management.

As the affiliated institution of the National Center for Infectious Diseases Medicine, Beijing Ditan Hospital possesses a solid foundation for undertaking key research initiatives through the “open competition” mechanism. Beijing Walnut Computer Technology Co., Ltd. (hereinafter referred to as “Walnut Tech”), with years of experience in the development and construction of medical information systems, has established a comprehensive and efficient medical big data governance platform and application service system. It will assist in the design and validation of metadata models, explore full-chain data governance for medical services, and support the hospital’s health statistics work.

Hutao Technology will collaborate to establish data and statistical standards, leverage statistical data analysis to support decision-making, and realize the value enhancement of data along the pathway of “statistical analysis of medical outcomes → expansion into innovative applications → driving high-quality hospital development.”

Health statistics serve as the data foundation for hospital operational decision-making, and the quality of health statistical data determines the effectiveness of hospital management. The National Health Commission issued the "Notice on Organizing and Implementing a Call for High-Quality Development in Health Statistics," which specifies eight key areas for initiative and sixteen critical tasks. It emphasizes strengthening data governance capabilities and building a data-enabled management decision-making system, aiming to overcome key challenges in health statistics and establish typical practices for digitalized health statistics.

A total of 59 projects were shortlisted for the “Open Competition” initiative, with hospitals accounting for 35.6%. The National Health Commission has required all participating units to develop typical experiences and practices that are replicable and scalable. The Commission will organize experts to conduct periodic assessments of the progress made in tackling the designated challenges, promote the translation of research outcomes into practical applications, and selectively announce successful units across the industry. A range of measures will be implemented to provide focused publicity, promotion, and support, thereby fostering a favorable environment for the implementation of the Action Plan for Promoting High-Quality Development of Public Hospitals (2021–2025) and ensuring the steady advancement of the Healthy China strategy.
