Breaking Down Data Silos: This Competition Drives Innovation in Health Care Big Data

Electronic health records, point-of-care services, and “cloud-based” consultations... In recent years, the application of big data in health and medicine has gradually entered public view. To further leverage its innovative support for the health sector and its leading, empowering role in the health and medical industry, the “Innovation-Driven · Healthy Jiangsu” – 2022 Jiangsu Province Health and Medical Big Data Innovative Application Competition (hereinafter referred to as the “Competition”), jointly hosted by the Jiangsu Provincial Department of Industry and Information Technology, the Jiangsu Provincial Health Commission, and the Changzhou Municipal People’s Government, officially opened on September 26 at the National Health and Medical Big Data (Eastern) Center.

The competition will run from September 26, 2022, to early March 2023, and is divided into four stages: registration, preliminary round, final round, and awards ceremony. It is reported thatSince the registration opened, it has received an enthusiastic response, with a large number of teams from within and outside the province signing up to participate. The registration channel remains open and will close on November 30.


The competition is fully open to government authorities, enterprises and public institutions (including big data centers or information centers at all levels, medical institutions, and industry companies), as well as academic organizations such as research institutes and industry associations, with the aim of soliciting innovative solutions and applications centered on health and medical data.


Three Major Tracks, Each One Brilliant


To fully leverage advantages in specialized fields and encourage active participation from various industries, the competition features three tracks: Smart Healthcare, Clinical Decision Support, and Industry Services.


The Smart Healthcare track focuses on solutions and applications that serve medical institutions, encouraging participating teams to develop higher-quality, more comprehensive, and more efficient digital industry solutions with health and medical data at their core. The Decision Support track focuses on providing solutions and applications for government functional departments, particularly those overseeing the health and medical sector, encouraging participating teams to leverage health and medical data as their core asset and specialize in data analysis to provide an evidence base for enhancing refined management capabilities. The Industry Services track encourages participating teams to use health and medical data as their core asset to deliver data services to specific industries, such as AI product R&D enterprises, pharmaceutical and medical device R&D companies, and financial and insurance service providers. Furthermore, this competition has established two special categories—the Institution Category and the University Category—based on the participating entities’ strengths and primary focus areas. The Institution Category is open to government departments, enterprises and public institutions (including healthcare facilities), and academic groups such as industry associations, while the University Category is exclusively dedicated to higher education institutions (including medical schools) and specialized research institutes.


Massive Data, Robust Support


Another highlight of the competition is its massive data pool. It is reported that the resource pool provided for the competition covers data from more than 5 million individuals, including over 3.2 billion medical insurance records and more than 2.7 billion medical records. After de-identification, these datasets will be made available to participating teams within a closed environment at the Digital Health Laboratory of the Changzhou Public Data Open Innovation Center, with technical security measures ensured.


The competition’s data pool comprises two components: curated standard competition data and on-demand accessible data. The curated standard competition data includes Changzhou medical data from 2018 to 2021, covering registration, consultations, examinations, laboratory tests, prescriptions, admissions, discharges, physician orders, medical records, and billing; as well as Changzhou medical insurance data from 2015 to 2021, encompassing patient information, diagnostic and treatment items, service facilities, prescribed medications, medical expenses, and medical insurance consumption details. The on-demand accessible data consists of medical data from 16 hospitals affiliated with the Municipal Health Commission, spanning from 2018 to July 2022, and includes registration, consultations, examinations, laboratory tests, prescriptions, admissions, discharges, physician orders, medical records, and billing.

The total prize pool for this competition is RMB 720,000. Each track awards one First Prize (RMB 80,000), two Second Prizes (RMB 40,000 each), two Third Prizes (RMB 20,000 each), and three Excellence Awards (RMB 10,000 each). The total prize pool for the University Category is RMB 30,000.

In addition, winning teams will receive priority inclusion in the Jiangsu Provincial Health Cloud Ecosystem Partner Pool, gain eligibility for talent programs such as the “Longcheng Elite Plan,” and be given priority recommendation for settlement and development at entrepreneurial hubs like the Changzhou Digital Economy Industrial Park. They will also enjoy startup support funds, office rent subsidies, cloud computing resource rewards, and professional incubation services—ensuring that participation yields tangible rewards and is truly worthwhile.
