"Riding the Wind, Seizing the Momentum: Source Innovation Leads the Future of Medical Technology."

It is widely recognized that technology serves as the engine of economic growth and the primary driver for enhancing comprehensive national strength. In recent years, with the implementation of the national innovation-driven development strategy and the rollout of related policies, medical innovation has garnered significant attention. Research and development institutions at all levels, along with higher education institutions, have seen increasingly active efforts in translating health-related scientific and technological achievements into practical applications, yielding remarkable results in the commercialization and clinical adoption of these innovations.

To further understand the current status of domestic technological innovation achievement transformation, and on the basis of summarizing and promoting advanced experiences in innovation achievement transformation, to explore key directions for the transformation of medical technology achievements and investigate the effectiveness of transforming medical research outcomes.Beijing Yulisheng Intellectual Property Agency Co., Ltd.Preparatory Committee of the 100-Person Forum on the Management of Medical Technology Transfer (T100 Forum)JointVCBeat VB100Shanghai Chuangrui Investment Management Co., Ltd.Launch“Ranking of Medical Technology Achievement Transformation” Series, with the aim of selecting an annual list for ChinaHospitalHighSchoolResearch Institutesto provide reference support for the innovative development of key institutions driving the transformation of scientific and technological achievements.

Earlier this year, the revised"Law of the People's Republic of China on Progress in Science and Technology"Unveiling a new chapter in China’s translation of scientific achievements, promoting the translation of research findings and accelerating their industrialization have become new trends in China’s science and technology policy. In the field of healthcare,Medical InstitutionsNot only is it the source of technological innovation, but also the forefront of application, serving as a key leader in the commercialization of research achievements. Based on this, for the inaugural installment of our series of rankings, we have chosen to start fromMedical Institution"Set Sail, Selection Results Announced"“Ranking of Medical Technology Achievement Transformation (Medical Institutions)”(hereinafter referred to as the “Ranking”).

This ranking includes medical institutions across China (including general hospitals, traditional Chinese medicine hospitals, and specialized hospitals, but excluding military hospitals). The ranking team, based on patents as a core indicator for measuring the translation of scientific and technological achievements in medical institutions, after conducting extensiveLiterature ReviewExpert InterviewData Screening and Data AnalysisAfterward, an analysis and review of patent-related data from public medical institutions in 2021 were conducted, ultimately selecting4 DimensionsTotal8 Effective IndicatorsDesign an evaluation model and apply machine learning algorithms to build a ranking list.

Rankings Released

December 14–15, 2022: The 2022 World Summit on Medical Technology was held in Suzhou. At this grand gathering for innovation in medical technology, the organizer of the rankings is scheduled to officially release them at the opening ceremony of the summit on December 14.“Ranking of Medical Technology Achievement Transformation (Medical Institutions)”Mr. Meng Xiangbin, General Manager of Beijing Yulisheng Intellectual Property Agency Co., Ltd.; Mr. Liu Huiguang, CEO of Danhuang Technology; and Mr. Tang Haofu, Chairman of Chuangrui Investment Group and General Manager of Chongqing Dianshi Chuangjian Fund, attended the ranking release ceremony and jointly unveiled and released the list.

The selection for this ranking began fromResource Reserve for TranslationQuality of Innovative AchievementsAnnual Conversion VolumeInnovation Translation AtmosphereBased on four major evaluation dimensions, eight data indicators were selected for modeling, scoring, and ranking: the number of valid invention patent applications, the number of granted valid invention patents, the number of claims (for granted valid inventions), the number of years valid patents have been maintained (for granted valid inventions), the number of patent families (for valid invention applications), the number of transfers in 2021 (including both inventions and utility models), the number of patents jointly applied for by hospitals and enterprises (including applications for both inventions and utility models), and the average number of invention patents per top 100 inventors (for valid invention applications).

Ranking Analysis

At the launch ceremony, Mr. Meng Xiangbin, General Manager of Beijing Yuli Shengke Intellectual Property Agency Co., Ltd., the initiator of the ranking, introduced the background and design methodology of the list. Mr. Meng stated that the translation of medical patents is a systematic engineering endeavor, involving not merely the transfer of rights but also multi-dimensional efforts to reduce the difficulties in project implementation. This requires hospitals engaged in technology transfer to have clear positioning, mature translation policies, a favorable innovation atmosphere, and smooth integration between medicine and engineering. In recent years, the number of patent translations in the biomedical field has grown rapidly, with invention patents constituting the majority. The 10-year compound annual growth rate (CAGR) for patent translations in the biomedical sector reached 19.63%, with an even higher growth rate observed after 2016. As hospitals serve as the primary frontier for biomedical technology translation, rankings based on hospital achievements in scientific and technological outcome translation help the industry gain insights into exemplary cases from leading hospitals.

Furthermore, as one of the co-initiators of this ranking, Mr. Tang Haofu, Chairman of Chuangrui Investment Group and General Manager of Chongqing Dianshi Chuangjian Fund, shared with us the value and significance that the list conveys to the cause of translating scientific and technological achievements into practical applications and to the investment industry. Mr. Tang stated that in all medical practices, hospitals are the primary practitioners, and physicians are the primary practitioners. Innovations in medical devices and pharmaceuticals stem from clinical needs; therefore, during the investment process, it is essential to engage in frequent communication with scientists and physicians at the forefront of innovation. However, there are multiple obstacles in the process of transforming scientific and technological achievements within hospitals. Successful transformation by hospitals is not easy; not all patents need to be commercialized into companies, making the analysis of transformation pathways particularly important. Within the evaluation system for the translation of scientific and technological achievements, an independent ranking focused on hospital-based transformations may help advance this cause. It is hoped that this ranking will play a modest role in facilitating China’s medical technology sector as it progresses from clinical improvements to product development and application, ultimately benefiting patients.
