Currently, the overall incidence of COVID-19 infections in Heilongjiang Province remains at a high level. Monitoring and analysis indicate that the peak of infections in rural areas will arrive one to two weeks later than in urban areas, at which point rural medical services will face severe challenges. To support the classified service management for key populations—including the elderly, women, children, and individuals with disabilities or chronic diseases—under the new framework of managing COVID-19 as a Class B infectious disease with Class B measures, WeDoctor has donated 20 mobile COVID-19 medical service vehicles to Heilongjiang Province.

This mobile clinic vehicle can be equipped with diagnostic devices for biochemistry, electrocardiography (ECG), B-mode ultrasound, blood glucose, blood pressure, blood oxygen saturation, height, and weight. By leveraging advanced technologies such as the Internet and the Internet of Things (IoT), it provides corresponding laboratory and diagnostic services through onboard equipment including biochemical analyzers, color Doppler ultrasound machines, ECG machines, pulse oximeters, and sphygmomanometers. Each mobile clinic functions as a “hospital on wheels,” enabling “consultations at the village entrance, remote diagnosis via the cloud, and on-site medication dispensing.” For residents in remote areas, special priority groups such as the elderly and children with underlying conditions, and individuals with limited mobility, the vehicle can reach patients’ doorsteps, bringing diagnostic equipment directly to their bedside. This facilitates home-based medical consultations for long-term bedridden and mobility-impaired individuals, truly resolving the “last 100 meters” challenge in healthcare access. The mobile clinic is also equipped with health education facilities to conduct on-site public education on disease prevention and control.

Subsequently, the mobile clinic will carry out COVID-19 medical services and routine basic public health programs in relevant counties and districts of Heilongjiang Province, effectively alleviating the shortage of medical service capacity in rural areas and further enhancing the healthcare service guarantee capabilities in these regions.

Vice Governor Sun Dongsheng delivered an important speech at the vehicle departure ceremony. Vice Governor Sun pointed out that the WeDoctor-supported mobile COVID-19 medical service clinics would provide significant assistance to Heilongjiang in achieving a decisive victory in the epidemic containment campaign. It is essential to leverage the role of these mobile COVID-19 medical service clinics to maximize the fulfillment of healthcare needs among residents in remote rural and forested areas, ensuring enhanced capacity for managing COVID-19 cases at the grassroots level during this critical period. Resources across various regions should be integrated, with adequate staffing of medical and health personnel and sufficient pharmaceutical supplies to meet the demands of frontline diagnosis and treatment. Furthermore, it is hoped that such initiatives will encourage society-wide attention to public health undertakings in rural, remote, and border areas.

WeDoctor is China’s largest digital healthcare service platform. To date, the WeDoctor platform has connected more than 8,000 hospitals across China, operates 32 internet hospitals, and links over 300,000 registered physicians with 278 million registered users. Furthermore, WeDoctor has implemented Digital Health Communities in provinces and municipalities such as Shandong, Fujian, and Tianjin, establishing a Chinese-style Health Maintenance Organization (HMO) system to provide comprehensive, lifecycle-spanning healthcare services to the public.

In Heilongjiang Province, WeDoctor has also been deeply engaged in service delivery for many years. For instance, WeDoctor undertook the construction of digital health service platforms, including the Heilongjiang Provincial Population Health Information Platform, the Basic Public Health Performance Evaluation Platform, the Internet Hospital Supervision Platform, and the “Healthy Longjiang” Public Benefit Service Platform. It also supported Kedong County—a national pilot county for the development of close-knit medical consortia—in building its “Digital Medical Consortium.” Since the outbreak of the COVID-19 pandemic, WeDoctor has fully committed to the province’s COVID-19 treatment efforts. In response to the recent evolving epidemic situation and following the call to action from the Heilongjiang Provincial Party Committee, the Provincial Government, and the Provincial Epidemic Prevention and Control Command Center, and under the unified deployment of the Heilongjiang Provincial Health Commission, WeDoctor helped launch the “Healthy Longjiang COVID-19 Medical Services” platform. This platform provides grid-based, precise medical care and health management services to COVID-19 patients.

Liao Jieyuan, Founder, Chairman, and CEO of WeDoctor, stated that as pandemic prevention and control enters a new phase, the healthcare needs of rural populations have become increasingly prominent. He expressed hope that by integrating the capabilities of COVID-19 medical service mobile clinics with those of healthcare professionals at primary care institutions in Heilongjiang Province, services such as village-level testing, home delivery of medications, and door-to-door medical consultations can be realized. This initiative aims to establish a county-level pandemic prevention and control network centered on “mobile hospitals,” thereby safeguarding the life and health of residents in grassroots communities.
