Recently, to meet the public’s healthcare needs following the reclassification of COVID-19 as a Class B infectious disease under Class B management, WeDoctor responded to the call for epidemic prevention and control issued by the Heilongjiang Provincial Committee of the Communist Party of China, the Provincial People’s Government, and the Provincial Epidemic Prevention and Control Command Center. Under the unified deployment of the Heilongjiang Provincial Health Commission, WeDoctor supported the launch of the “Healthy Longjiang COVID-19 Medical Services” platform. This initiative leverages the role of family doctors as health “gatekeepers” and primary healthcare institutions as the “foundation” of the medical network, providing comprehensive, full-cycle medical and health services to COVID-19 patients.


Supports rapid platform launch, providing convenient services to over 30 million residents of Heilongjiang Province.


As China’s largest digital healthcare service platform, WeDoctor has been deeply engaged in providing services in Heilongjiang Province for many years. For instance, WeDoctor undertook the development of multiple digital health platforms, including the Heilongjiang Provincial Population Health Information Platform, the Basic Public Health Performance Evaluation Platform, the Internet Hospital Supervision Platform, and the “Healthy Longjiang” Public Benefit Service Platform. Additionally, it supported Kedong County—a national pilot county for building close-knit county-level medical consortia—in advancing its “Digital Medical Consortium” initiative.


Recently, as COVID-19 prevention and control measures have been adjusted and optimized, the number of COVID-19 cases has been on the rise in many regions across China, including Heilongjiang Province. Leveraging its extensive experience accumulated over the years in combating the pandemic and the advantages of its digital healthcare platform, WeDoctor has fully committed itself to supporting epidemic prevention and control efforts in Heilongjiang Province.


In December 2022, in accordance with relevant documents issued by the State Council’s Joint Prevention and Control Mechanism and the requirements of the Heilongjiang Provincial Party Committee and Provincial People’s Government, the Heilongjiang Provincial Health Commission took the lead in organizing the development and launch of the “Healthy Longjiang COVID-19 Medical Services” platform, with WeDoctor providing the primary technical support and service assurance for the platform.


Under the unified coordination and arrangement of the Heilongjiang Provincial Health Commission, WeDoctor rapidly mobilized its platform’s technical capabilities and operational service resources to fully support the platform’s launch and operation. Through multi-faceted technological innovations, the platform achieved convenient, accessible, and user-friendly services for over 30 million residents of Heilongjiang Province. In this process, the platform comprehensively integrated medical and pharmaceutical resources, including internet hospitals, online fever clinics, online pharmacies, as well as offline medical institutions and retail pharmacies. It swiftly onboarded more than 16,000 primary care physicians in a standardized manner, extending service coverage to residents across tens of thousands of community grids.


To ensure the platform could better support COVID-19 treatment, WeDoctor assisted government authorities in conducting several large-scale training sessions for heads of medical institutions and primary healthcare workers, enabling them to proficiently use the platform for health management and medical services. Meanwhile, a specialized customer service team was established to provide hotline support to doctors and patients through various channels, including telephone and WeChat. Furthermore, relying on WeDoctor’s professional operations and maintenance team, the stable and efficient operation of the platform was ensured.


After successfully passing the trial operation phase, the platform was officially launched on January 8. By January 10, it had recorded nearly 900,000 visits, served over 150,000 users, and achieved a patient satisfaction rate of 89%. WeDoctor’s efficient technical support and services for the platform have been highly recognized by the Heilongjiang Provincial Health Commission.

Three Major Sections and 12 Features of the Platform


Build a Grid-Based COVID-19 Medical Service System to Secure the Foundation of Primary Healthcare


Currently, convenient access to the “Healthy Longjiang COVID-19 Medical Services” has been fully launched on platforms including the Heilongjiang Provincial People’s Government website, its official client app, mini-programs, and the official WeChat public account. Residents can also access the platform by searching for “Healthy Longjiang COVID-19 Medical Services” on WeChat.


Upon accessing the platform, users will find three major sections comprising 12 core functions. When residents upload antigen test results or seek assistance via phone calls or messages, they are connected with their local community-based family doctor teams in accordance with the grid-based management principle. These teams provide guidance on home-based treatment and medical care, including medication use. Under the supervision of family doctors, residents can independently choose online or offline channels for medical consultations and medication purchases, enjoying corresponding convenient services. This approach primarily addresses urgent public concerns such as “what to do if infected with COVID-19” and “how to access medical care and use medications.”


Recently, to further address the healthcare needs of residents in remote rural areas, WeDoctor has donated 20 “Healthy Longjiang COVID-19 Medical Service Mobile Clinic Vehicles” to Heilongjiang Province. As an offline extension of the platform, each mobile clinic functions as a “mobile hospital,” enabling “on-site consultation at village entrances, cloud-based diagnosis and treatment, and immediate medication dispensing.” For residents in remote areas, elderly and pediatric patients with underlying conditions, and other special priority groups with limited mobility, these mobile clinics can reach patients’ doorsteps, bringing diagnostic equipment right to their bedside. This initiative provides home-based diagnosis and treatment services for individuals who are bedridden or have difficulty moving, effectively resolving the “last 100 meters” challenge in accessing healthcare services.


A representative from the Heilongjiang Provincial Health Commission stated that, supported by digital medical technologies and leveraging family doctor contract services as a key mechanism, the platform has established a truly three-dimensional, grid-based healthcare service system for COVID-19. Particularly for priority populations, family doctors can monitor their health status in real time via digital platforms and intelligent tools, enabling effective tiered and categorized management. This approach significantly enhances efficiency in both COVID-19 prevention and control and routine health management.

 Mobile Clinic Brings Care to Residents' Doorsteps: Medical Staff Provide In-Home Diagnosis and Treatment Services


Next, under the guidance of the Heilongjiang Provincial Health Commission, WeDoctor will fully advance the iterative upgrade of platform services, strengthen the supply and orderly integration of pharmaceutical resources, and enhance the convenience and effectiveness of platform services. In particular, by implementing the concept of “combining routine operations with emergency response,” we will continuously accumulate a specialized knowledge base for COVID-19 and big data health profiling capabilities for key populations. We will continue to build an integrated medical and health service platform for contracted services, service delivery, and supervision targeting key populations affected by COVID-19, and leverage this opportunity to accelerate the establishment of a responsibility-based healthcare service system for these key populations.
