To date, the digital transformation of enterprises, the “Internet Plus” development of industries, and the intelligent advancement of society have become new global characteristics that exhibit both diversity and unity across various sectors: the digital economy is emerging as the strategic high ground in the new round of global industrial competition. On February 27, the Central Committee of the Communist Party of China and the State Council issued the Overall Layout Plan for Building a Digital China, which clarifies the “2522” overall framework for Digital China construction and sets forth requirements in four aspects: strengthening foundations, promoting comprehensive development, enhancing capabilities, and optimizing the environment. The plan explicitly calls for developing digital health and regulating the development of internet-based diagnosis and treatment as well as internet hospitals.
Digital health has long held immense potential, with a wide range of application scenarios and the capacity to address critical pain points in healthcare delivery. Coupled with the ongoing COVID-19 pandemic, the digital health sector—particularly the “Internet + Healthcare” segment—has witnessed vigorous growth. According to statistics from the Department of Planning and Information of the National Health Commission (NHC), during the epidemic prevention and control period, the number of internet-based consultations at hospitals under the NHC’s administration increased 17-fold compared to the same period in 2019, while some third-party platforms saw their online consultation volumes surge by more than 20 times. In the capital markets, digital health has also demonstrated strong performance: in 2021, there were 1,222 financing events, with total funding exceeding $41.1 billion, reaching a five-year high.
On the other hand, this “wild growth” has led to uneven industry development, unclear profitability paths, and homogeneous integration models that have gradually sparked skepticism and dampened enthusiasm. Particularly after the release of the Detailed Rules for the Supervision of Internet Diagnosis and Treatment (Trial), rationality began to return: in 2022, the amount of financing in the digital medical health sector dropped by nearly 55% compared to the previous year.
After experiencing the industry’s “rollercoaster” ride, the entire sector has come to realize that digital health is entering a new era of development. This new era brings with it fresh challenges: How can the industry achieve innovative breakthroughs while adhering to regulatory standards? On March 18, the inaugural Digital Health Yinchuan Summit, themed “Originating in Yinchuan, Co-creating the Future,” will attempt to answer this pressing question of the new era.

How to Achieve Standardized Development?
Policy and industry development are often interactive. The introduction of national policies such as the “Opinions on Promoting the Development of ‘Internet + Healthcare’,” the “Detailed Rules for the Supervision and Administration of Internet Diagnosis and Treatment (Trial),” and the “Management Specifications for Telemedicine Services (Trial)” has effectively put the brakes on the industry’s “rapid surge.” Steady development and a return to core values have become the main themes in the evolution of digital healthcare. Following national policy directives, Yinchuan, as a pioneer in domestic internet healthcare development, has established a three-dimensional policy framework covering guidance, supervision, and payment through 19 supporting measures. This framework lays the policy foundation, provides regulatory basis, clarifies development boundaries, and ensures medical safety.
At the First Digital Health and Healthcare Yinchuan Summit,National Health Commission, the Communist Party of China Ningxia Hui Autonomous Region Committee, Yinchuan Municipal People’s Government, Jiusan Society, academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering, Chinese Academy of Social Sciences, Tsinghua University, Peking University, Tianjin University, Shandong University, The Chinese University of Hong Kong (Shenzhen), National Institute of Healthcare Big Data, China International Exchange and Promotive Association for Medical and Health Care, Yinchuan Internet + Healthcare Association, China Academy of Information and Communications Technology, Yinchuan First People’s Hospital, etc.Relevant leaders and guests will provide forward-looking insights into trends and interpret policies from perspectives such as national top-level design, regional system development, and technology-driven industrial growth. From a macro perspective, they will guide and clarify the path toward standardized development in digital healthcare.
How to Achieve Breakthrough Innovations in the Industry?
From a technical perspective, digital infrastructure and the data resource system constitute the two foundational pillars of digital healthcare. Only by unblocking the main arteries of digital infrastructure and facilitating the large-scale circulation of data resources can we solidify a robust foundation for development.China Telecom Group Corporation, Huawei, etc.Leading technology enterprises will convene at the inaugural Digital Health Yinchuan Summit to discuss how cutting-edge digital technologies empower healthcare and to explore the deep, innovative integration of technology with the industry.
From an industry perspective, how can digital tools be leveraged to build comprehensive patient management across the entire care continuum? How can we link the digitized and intelligent closed-loop ecosystem of “healthcare, wellness, and insurance”? How can localized digital innovation be achieved? What are the latest upgrades and new applications in smart diagnostics and intelligent testing? What innovations and developments are emerging in digital therapeutics? How can healthcare enterprises skillfully utilize digital tools to enhance service quality, expand product portfolios, and tap into untapped market opportunities? Returning to the essence of healthcare services, let us examineSiemens Healthineers, Haodf Online, B-Soft, Zhiyun Health, Beijing Zuoyi Technology, U+ Health, Chunyu Doctors, Nature, Winning Health, Dian Diagnostics, Hikvision, Shangyi Information, Likang Group, Tongxin Smart Medicine, Xushui Internet Technology, Yuanyi Capital, etc.Leading enterprises and innovative companies strive for self-breakthroughs and industry transformation through unique insights and innovative practices.
In addition, VCBeat will also release at this summit“Quality and Quantity in Tandem: Accelerating the Standardized Development of Internet Hospitals” and “2022 Digital Therapeutics Industry Research Report”, helping industry participants sort out and understand the industry through objective and rational observation and analysis.
