Shenzhen High-Tech Investment Group Co., Ltd. was established in 1994 as a specialized financial services institution founded by the Shenzhen Municipal Committee of the Communist Party of China and the Shenzhen Municipal People’s Government to address financing difficulties faced by small and medium-sized technology enterprises. Holding the highest AAA credit rating for market entities in the capital markets, the Group has supported over 360 companies in achieving public listings on domestic and overseas exchanges over the past two decades. It stands as one of the most renowned and influential financial services institutions in its industry across China.

Ms. Ding Qiushi, Vice President of Shenzhen High-Tech Investment Group (Shenzhen HTI), noted that Qiyun Health is an innovative enterprise empowered by Shenzhen HTI through its “investment-insurance linkage” model. Adhering to the philosophy of “customer-centricity and empowering innovators,” Shenzhen HTI will persist in its dual-wheel drive strategy, leverage the advantages of its “investment-insurance linkage” business, and inject substantial financial resources to support Qiyun Health’s development, thereby helping to fulfill its mission of “Healthy Cities, Accessible to All.”

Ginkgo Angels is an angel investment fund under Tsinghua Holdings Ginkgo, focusing on the Chinese market and dedicated to serving entrepreneurs with STEM backgrounds from prestigious universities who are engaged in technology and product development. The Tsinghua Holdings Ginkgo team has been involved in early-stage technology investment since 1999, currently managing assets exceeding RMB 10 billion and having invested in more than 200 companies.

Mr. Lv Zhi, Partner at Beijing Ginkgo Angel Investment Center, believes that Qiyun Health is highly competitive in both its sector and team, and is poised to drive interoperability across China’s healthcare industry, standardization of healthcare big data, and the commercialization and operation of medical data in the future.

Mr. Huang Deqiang, Chairman of Shenzhen Dashi Qiyun Intelligent Medical Co., Ltd., stated that Qiyun Health will drive forward with the three technological pillars of product development, R&D, and testing. The company will focus on market expansion, establishing Shenzhen as the center for building a highland of smart healthcare big data, while consolidating its presence in the South China, North China, and East China regions to form a nationwide market competitiveness. Finally, staying true to its original mission and aspirations, Qiyun Health will strive tirelessly to realize its vision of “bringing digital health services to every organization, every household, and every individual, and building a healthy city accessible to all.”

Qiyun Health, formerly the Smart Healthcare Division of Das Intellitech (Stock Code: 002421), is committed to its mission of “Healthy Cities, Accessible to All.” It provides big data services in health and medical care to government regulatory authorities, healthcare institutions, residents, and other relevant organizations.

As a leading domestic provider of health and medical big data services, Qiyun Health officially announced this month that it had won the bid for the Shenzhen Bao’an District Smart Health Integration Project as part of a consortium. The winning bid amount was RMB 149 million, making it the largest single regional healthcare informatization project in terms of contract value in recent years.

Unlike the model where enterprises build and governments operate, “Qiyun Health” began adopting the public-private partnership (PPP) model as early as 2016 when it was responsible for the smart healthcare project in Huainan City, Anhui Province. With the goal of developing big data in health and medical care as well as application development and operational services, it jointly invested in construction and operation with government-affiliated investment entities. Currently, representative projects implemented by “Qiyun Health” include the Huainan Health and Medical Big Data Project, a PPP demonstration project approved by the Ministry of Finance, as well as regional health and medical big data platforms deployed in cities such as Baoding, Suzhou, Hengshui, and Chongqing, serving over 30 million residents.

Middle-Platform Architecture: Building a Future-Oriented Digital Foundation for Healthy Cities

Qiyun Health’s new-generation healthcare big data platform integrates business, technology, and data middle platforms to build an integrated smart health platform, comprehensively enhancing the business and data service capabilities of regional information platforms and establishing a future-ready foundation for healthy cities.

During the data acquisition phase, Qiyun Health independently developed edge cloud products to reduce response latency and improve quality control efficiency by shifting quality control checkpoints upstream and implementing multi-point quality control at data sources. Leveraging data lineage traceability technology, it enables end-to-end tracking across the entire data lifecycle, thereby enhancing data quality. In the data governance phase, unified data standards are established, and intelligent data completion and error correction technologies are adopted to fully enhance the capability of “promoting acquisition through utilization, improving governance through utilization, and facilitating sharing through utilization.”

Digital Intelligence for Public Benefit: Establishing a Comprehensive Operational System for Health and Medical Big Data

To achieve the goal of developing big data in health and medical care, as well as application development and operational services, jointly investing in construction and operation with government-affiliated investment entities is the inevitable path for Qiyun Health to build urban health and medical big data assets.

Leveraging the loosely coupled and scalable characteristics of its middle-platform architecture, Qiyun Health has achieved faster and more flexible response to requirements through a healthcare big data application development platform built on this middle platform. Through continuous exploration and practice, Qiyun Health has established mature operational models encompassing commercial insurance, bank-hospital collaborations, and cloud imaging, with implementations already launched in cities such as Huainan, Baoding, and Shenzhen.

In the future, leveraging its big data application development platform for healthcare, Qiyun Health will collaborate with cities to create more big data operational scenarios, fully unlock the value of urban big data assets, and build multi-layered, diverse application scenarios for residents, governments, medical institutions, and industries, thereby fostering a new ecosystem for the life and health industry in urban development.

Proactive Health: Building a Dynamic, Real-Time Visual Map of Healthy Cities

As urbanization advances, defining cities by physical boundaries is becoming increasingly difficult. Digital approaches can empower the formation of digital connectivity in “Future Cities.” In line with the strategic theme of “Co-construction and Sharing, Health for All” outlined in Healthy China 2030, Qiyun Health facilitates comprehensive data collection and flexible governance while leveraging a big data application and operation platform to promote the healthy development of the healthcare industry. It provides residents in local regions with health services such as health reminders and family doctor programs, establishing convenient models that feature population-wide care, end-to-end emergency response, and integrated medical and health services, thereby supporting residents in achieving whole-lifecycle health management.

Meanwhile, Qiyun Health integrates regional medical and health resources to create a digital health map, providing a digital tool for urban health management. By leveraging technologies such as digital twins, data visualization, and big data analytics, it dynamically and scientifically analyzes the distribution and strain levels of urban medical resources, addressing the limitations of single-dimensional statistical analysis. This strengthens the city’s governance capacity over its health resource service system and establishes a new paradigm for universal health that is based on the integration of prevention and treatment, centered on families and communities, and built on co-construction and shared benefits.
