Central-Local Collaboration with Lianren Health Leading the Investment: Guoshu Lianren (Zhejiang) Medical & Health Management Co., Ltd. Successfully Holds Inaugural Meeting

On April 18, 2023, Guoshu Lianren (Zhejiang) Medical Health Management Co., Ltd. (hereinafter referred to as “Guoshu Lianren”) held its inaugural meeting and first shareholders’ general meeting in the Ouhai Economic Development Zone of Wenzhou City. Leaders from various sectors, shareholder representatives, and industry partners attended the event in person to celebrate this significant occasion. As a subsidiary controlled by Lianren Health Medical Big Data Technology Co., Ltd. (hereinafter referred to as “Lianren Health”), the establishment of Guoshu Lianren marks the full implementation of the strategic cooperation between Lianren Health and the Wenzhou Municipal People’s Government. This milestone opens a new chapter in the authorized application of regional public health and medical data, thereby advancing the national strategy of Digital China.

At the inaugural meeting, Chen Sixiong, Chief Engineer of the Wenzhou Municipal Big Data Development Administration, delivered a speech and extended warm congratulations on the establishment of Guoshu Lianren. He pointed out that Wenzhou is a pilot city for the comprehensive reform of market-based allocation of production factors nationwide and a pilot city for data openness in Zhejiang Province, boasting unique advantages in data resources and openness. The Wenzhou Municipal Big Data Development Administration will actively support the development of Guoshu Lianren, focus closely on the health and medical industry, engage in multiple collaborations with Guoshu Lianren, promote the authorized use of public data, and contribute to the economic growth of Wenzhou.

Shou Yufei, Deputy District Mayor of the People’s Government of Ouhai District, Wenzhou City; Hu Yipao, Director of the Information Center of the Wenzhou Municipal Health Commission; and Hu Chengzhong, Chairman of the Board and President of Delixi Group, all expressed their commitment to providing robust policy guidance and resource support for Guoshu Lianren’s initiatives. They pledged to work alongside Guoshu Lianren to explore market-oriented reforms in the allocation of healthcare data elements in Wenzhou.

Gao Jing, Deputy Secretary of the Party Committee and General Manager (CEO) of Lianren Health, stated that the Central Committee of the Communist Party of China and the State Council attach great importance to the development of the digital economy. They have successively issued documents such as the "Opinions on Building a Basic Data System to Better Leverage the Role of Data Elements" (hereinafter referred to as the "Twenty Data Measures") and the "Overall Layout Plan for Building a Digital China." These documents clarify the overall thinking, strategic objectives, major tasks, and key measures for the development of China's digital economy from a top-level design perspective, injecting greater vitality and momentum into the health and medical big data industry. Lianren Health closely follows national strategies, seizes development opportunities, and creates a model for market-oriented allocation reform of data elements through central-local co-construction. As the industrial carrier for the company’s strategic layout in regional healthcare big data, Guoshu Lianren is expected to deepen data applications, achieve strategic transformation breakthroughs through business focus, enhance innovative data technology capabilities, unlock the potential value of data, and ultimately support the development of Wenzhou’s health and medical big data industry, establishing a foothold in Zhejiang while radiating its influence across China.

In August 2022, Lianren Health signed a strategic cooperation framework agreement with the Wenzhou Municipal People's Government to promote the establishment and development of a joint venture for authorized operation of public data through central-local government collaboration. With strong support and guidance from the Wenzhou Municipal Committee of the Communist Party of China and the municipal government, Lianren Health, together with Wenzhou Big Data Operation Co., Ltd. (a municipal state-owned enterprise), Wenzhou Rail Transit Asset Management Co., Ltd., Wenzhou Pharmaceutical Industrial Development Co., Ltd., as well as strategically synergistic leading private listed enterprises in Zhejiang—Delixi Group Co., Ltd., Semir Group Co., Ltd., and Hangzhou Jiuzhou Grand Pharmacy Chain Co., Ltd.—jointly established Guoshu Lianren with a registered capital of RMB 200 million. Dominated by state-owned capital while incorporating market-oriented operational mechanisms, Guoshu Lianren will leverage the data openness advantages of China (Wenzhou) Data Security Port, Lianren Health’s data technology capabilities, and the resource strengths of other shareholders. Focusing on the aggregation, governance, and utilization of public health and medical data in regions such as Wenzhou, it aims to build a full-lifecycle, comprehensive digital health service platform for operational management, thereby creating a replicable and scalable model for the development of public data in the healthcare sector.
