Chongqing International BioCity Enters Beauty Industry, Capitalizing on the 'Beauty Economy'

On May 6, hosted by the Chongqing Municipal Commission of Economy and Information Technology and the Banan District People’s Government, and organized by Chongqing International Bio-City and Meiyeyunduan Supply Chain Management (Chongqing) Co., Ltd.“China (Western) Beauty Industry Sci-Tech Innovation Conference”Grandly held at the Chongqing International Expo Center.


More than 150 attendees, including industry authorities, institutional leaders, and professionals from China’s beauty and personal care technology innovation sector, participated in the conference. Centered on the theme “Beauty Through Cosmetics, Urban Elegance,” the event focused on industrial growth, technological advancement, and innovation. Participants jointly explored new traffic drivers in the industry, discussed emerging trends in beauty and personal care, and worked together to establish the China (Western) Beauty Tech Innovation Trading Platform, thereby paving the way and empowering the upgrading and innovative development of Chongqing’s consumer goods industry.

In recent years, the “appearance economy” has rapidly risen in China. New consumer groups have emerged at an accelerating pace, and the development space and growth potential of the beauty industry in China are increasingly optimistic. New manufacturing models, new product categories, new marketing strategies, and new channels have sprung up like mushrooms after rain. According to incomplete statistics, from 2016 to 2021, the main business revenue of China's cosmetics industry increased from RMB 284 billion to RMB 415 billion, with a compound annual growth rate (CAGR) of approximately 7.69%, which is higher than the growth rate of total retail sales of consumer goods during the same period. China has also leapfrogged to become the world’s second-largest national market for cosmetics consumption. It is expected that in the next five years, the industry’s CAGR will approach 10%.China's Beauty Industry Is Expected to Reach a Scale of $100 Billion in 2025. The continuous expansion of the industry pie signals that a new track for high-quality living is rapidly taking shape, with resources from all parties accelerating their entry.


“The cosmetics industry is a sunrise sector closely tied to the people’s pursuit of a better life and constitutes an important component of the beauty economy and fashion economy. It is hoped that Chongqing Municipality will leverage its existing advantages to launch innovative pilot initiatives in areas such as top-level design for industrial clusters, approaches to cultivating industry brands, and production models for enterprises within the sector, thereby establishing new-type cosmetics industry clusters and promoting the high-end, intelligent, and green development of the beauty and cosmetics industry.”Yan Jiangying, Chairman of the China Fragrance and Cosmetic Industry Association, former Deputy Director and Party Group Member of the former State Food and Drug Administrationstated in the address.

It is understood that the consumer goods industry is one of Chongqing’s traditional pillar industries, playing a significant role in stabilizing the economy, promoting employment, and improving people’s livelihoods. To implement the strategy of building a strong manufacturing city and establish a distinctive consumer goods industrial cluster, the Chongqing Municipal Commission of Economy and Information Technology has formulated the “14th Five-Year Plan for High-Quality Development of Chongqing’s Consumer Goods Industry.” According to the plan, by 2025, the output value of industrial enterprises above designated size in Chongqing’s consumer goods sector will reach RMB 500 billion, basically establishing an advanced manufacturing base and an innovation and creativity center for the consumer goods industry in western China, characterized by fashion and ecological sustainability. As an important livelihood-oriented consumer industry, the personal care and cosmetics sector features a large market scale, high brand added value, and strong online-offline interaction, serving as a key driver of Chongqing’s “beauty economy.”

As the flagship industrial park for Chongqing’s biopharmaceutical sector, Chongqing International Bio-City, located in Banan District, has demonstrated keen market insight and rapid execution. As early as 2019, the park introduced Chongqing Kelan Health Management Group Co., Ltd. (hereinafter referred to as “Kelan Group”), a leading domestic enterprise in the spot-removal and skin-whitening industry, to establish a leading cosmetics industrialization base in western China. Covering an area of 100 mu with a total investment of RMB 500 million, the base features a 5,000-square-meter R&D center and a 20,000-square-meter Class 100,000 GMPC-compliant sterile production workshop. It is poised to become a domestically leading one-stop intelligent manufacturing enterprise, with a daily production capacity of 300,000 sets of beauty and related products.

Hosting the China (Western) Beauty Industry Sci-Tech Innovation Conference signals Chongqing International Bio-City’s further aggregation of high-quality domestic and international sci-tech innovation and corporate resources, as well as its accelerated entry into the beauty industry.Going forward, the park will continue to intensify efforts to attract high-quality domestic and international beauty projects, build a leading national sci-tech innovation and trading platform for the beauty industry, continuously optimize the industrial ecosystem, accelerate cluster-based industrial development, and empower the growth of Chongqing’s beauty industry.

At the conference, the Chongqing Municipal Commission of Economy and Information Technology, the Banan District People’s Government, and the China Anti-Aging Promotion Association signed the Strategic Cooperation Agreement on Jointly Creating, Building, and Sharing a Scientific and Technological Innovation Ecosystem for Chongqing’s Personal Care and Cosmetics Industry, aiming to jointly establish a comprehensive industrial service system, promote integration across the industry chain, and build an internationally influential sci-tech innovation ecosystem for the personal care and cosmetics sector. Meiyeyunduan Supply Chain Management (Chongqing) Co., Ltd., one of the event organizers, launched the China (Western Region) Cosmetics Sci-Tech Innovation Trading Platform. Entities including Chongqing International Bio-City, Shandong Beifang Meigu Research Institute, Beijing Guozhuang Sci-Tech Innovation Natural Science Research Institute, the Cosmetics Industry Branch of the China Anti-Aging Promotion Association, Beijing Daily Chemical Association, Guangdong Provincial Cosmetics Quality Management Association, and Chongqing Tianchi Group signed the Strategic Framework Cooperation Agreement on Supporting the Establishment of the China (Western Region) Cosmetics Sci-Tech Innovation Trading Platform, jointly supporting the development of a cosmetics sci-tech innovation trading platform in western China with nationwide influence.

Signing Ceremony


The conference also held unveiling, plaque-awarding, and signing ceremonies for the establishment of the China (Chongqing) Cosmetics Brand Headquarters Base, the Western Center of the China Cosmetics Industry-Academia-Research Collaborative Innovation Platform, and the China (Western) Cosmetics Brand Launch Platform at Chongqing International Biological City. Among these, the Western Center of the China Cosmetics Industry-Academia-Research Collaborative Innovation Platform will serve as a national-level platform for collaborative innovation in the cosmetics sector, providing robust technical and R&D support for the innovative development of the cosmetics industry in International Biological City.
