More than a decade after graduating from the Clinical Medicine program at Shandong University, Li Dong founded XinYiLu in 2016 (Shandong XinYiLu Information Technology Co., Ltd., hereinafter referred to as “XinYiLu”).
Prior to founding XinYiLu, he held key management positions, including Regional Manager and Provincial Manager, at prominent domestic healthcare software companies such as Yinjiang Co., Ltd., Yonyou Medical, and Zhiye Software.
“When I first entered the field of healthcare IT, I believed it might change the course of my life,” Li Dong said to us with some emotion.
This is also the case.In 2016, XinYiLu was officially established.
Years of industry observation have sharpened Li Dong’s awareness that leading companies in the sector have predominantly focused on providing medical informatization services to secondary and tertiary hospitals, while overlooking the vast market for informatization in primary healthcare institutions.
Also in 2016, coinciding with the issuance of the Guiding Opinions on Promoting Family Doctor Contract Services, the national government, from the perspective of deepening healthcare system reform, mandated a transformation in the service model of primary healthcare institutions, implemented family doctor contract services, and strengthened the functions of the primary healthcare service network.
This has also enabled Xin Yi Lu to seize growth opportunities as a startup. The company has successfully entered the arena of building information technology platforms for primary healthcare, launching a suite of products that includes hospital public health management systems and family doctor contracting and service platforms.
Nowadays,Seven years after its founding, the company is embarking on a new strategic transformation—shifting its focus from providing hospitals with healthcare informatization solutions to delivering disease-specific management services for patients.
Behind the transformation from a provider of medical informatics systems to a specialized disease management service provider lies Li Dong’s genuine insight into patient needs.
Constrained by the current imbalance in medical resources, a large number of patients, including those with chronic diseases, often seek treatment at hospitals only during acute episodes. While they typically receive effective management during hospitalization, they frequently lack adequate follow-up care after discharge. Coupled with poor patient adherence, this often leads to prolonged recovery times or disease relapse.
“Previous hospital information systems focused on optimizing internal management, including physician performance evaluations. However, such assessments were limited to in-hospital activities and did not evaluate physicians’ effectiveness in managing patients after discharge. Nevertheless, there is a genuine need for out-of-hospital disease management among patients. XinYiLu aims to deliver high-quality specialized disease management by providing professional guidelines covering four key areas: exercise, diet, nutrition, and medication."Li Dong mentioned that, taking into account the service directions that previously reached general practitioners could offer, they ultimately chose to focus on specialized disease management services leveraging resources such as family doctors."
The efforts made by Xin Yi Lu over the past seven years may also allow us to see their “commitment” to truly delivering high-quality specialized disease management services, rather than merely providing healthcare IT systems.
Taking the contracted management services of family doctors as an example, a frequent criticism in the past was the phenomenon of “signed but not serviced,” where patients signed contracts with family doctors but did not receive actual care. As early as 2016, New Medical Road addressed this issue through digital solutions—not only integrating the family doctor contract service platform with public health systems, primary healthcare systems, and regional health information platforms, but also ensuring that family doctor services were effectively implemented at the community level. In 2017, Wangdao Hospital of Dongying Second People’s Hospital was recognized as an exemplary model for outstanding family doctor services from 2017 to 2019, and its family doctor team was honored as an advanced model for outstanding family doctor contract services in 2017. Behind these achievements was the contribution of New Medical Road.

During the initial implementation of family doctor follow-up services, family doctors often recorded residents’ blood pressure, blood glucose, and other data by hand before transcribing them into computer systems. This process was prone to a high rate of errors and omissions. Furthermore, due to the lack of effective supervision and management tools, instances of falsified records also occurred. XinYiLu has effectively freed up family doctors’ hands and ensured the authentic delivery of services by providing intelligent follow-up devices that upload data to the system via Bluetooth.

Subsequently, Xin Yi Lu has further empowered primary healthcare by incorporating wearable devices and remote video consultations. In 2020, it won the first prize in the inaugural Smart Healthcare Innovation Competition of Shandong Province. In 2021, its project, the “Dongying City Hekou District 5G + Family Doctor Medical and Elderly Care Service Platform,” was selected as a pilot project for “5G + Medical Health” applications, jointly organized by the Ministry of Industry and Information Technology and the National Health Commission.
It is also the experience accumulated in the process of implementing family doctor services that has enabled Xin Yi Lu to achieve a rapid strategic transformation—
In 2023, New Medical Road also leveraged its self-developed disease-specific management platform to deliver integrated services combining digital therapeutics with family physician-led disease management.
Among numerous chronic diseases, New Yilu has chosen to take the lead in specializing in diabetes management. The reasons are none other than the following two points:
On one hand, China has a vast population of diabetic patients and significant market demand. The latest epidemiological data from 2021 indicate that the prevalence of diabetes among Chinese adults is 12.8%, with the total number of diabetic patients reaching 129.8 million. The prevalence of diabetes is not only rising year by year but also showing a trend toward affecting younger populations. Due to complications such as diabetic retinopathy and diabetic foot, diabetic patients are placing greater emphasis on managing their own disease and health. The market for diabetes management is estimated to have reached a scale of hundreds of billions of yuan.
On the other hand, some patients with type 2 diabetes can achieve "remission." While diabetes itself is incurable and theoretically cannot be "reversed," effective measures can delay the onset of the disease in high-risk individuals, potentially preventing it altogether throughout their lifetime. For patients already diagnosed with diabetes, these measures can also delay the onset of complications, potentially allowing them to remain complication-free for life. In particular, for patients with early-stage, overweight or obese type 2 diabetes, interventions can restore metabolic indicators (including blood glucose) to normal levels, achieving clinical remission and even enabling some patients to discontinue glucose-lowering medications.

Recognizing market demand and the potential for “reversal” of type 2 diabetes through effective interventions, Li Dong chose to prioritize entry into the diabetes management market. He further added that New Medical Road is also addressing chronic diseases such as hypertension by leveraging patient genetic testing to help identify more effective medications for blood pressure control. In addition, the company is exploring disease-specific management for certain special chronic conditions, including cancer.
Capable of exploring and achieving certain results in the management of specific diseases, withInherent Advantages of New Medical PathRegarding—
First, Xin Yi Lu boasts a strong R&D and management team.In addition to Li Dong himself, the company invited Academician Liu Yipeng, a Fellow of the British Academy of Social Sciences and UNESCO Chair Professor, to join as a Senior Partner in 2022. Liu Bin, co-founder of New Medical Road, previously worked at a listed internet healthcare company and possesses extensive experience in medical services. Furthermore, New Medical Road operates two R&D centers in Jinan and Dezhou, Shandong Province. With a robust team of academician-level medical advisors and a professional information technology team, the company demonstrates strong specialized service capabilities within its core business areas.
Secondly, New Medical Road has accumulated a substantial base of physician resources over the past seven years.Currently, New Medical Road has accumulated a pool of over 9,000 general practitioners, along with nearly 200 specialist resources from secondary and tertiary hospitals.
Third, XinYiLu provides patients with a simple and highly operable digital therapeutic solution,It is possible to provide a highly targeted guidance plan covering exercise prescriptions, diet, nutrition, and lifestyle habits based on the patient’s age and disease condition.
IV., New Medical Road upgrades grassroots general practitioners to "career partners,"forGrassroots Medical Institutions Create Benefits and Generate Revenue, Truly Achieving a Win-Win Model, while simultaneously establishing a "pyramid" structure for general practitioner training to genuinely enhance the professional competence and capabilities of primary care physicians.
Fifth, it established the proprietary brand “Yilu Youpin” and the Yilu Youpin e-commerce platform., integrating market-related medical devices and meal replacement foods,Strictly Control the “Entry” for Patients with Specific Diseases.
Li Dong also emphasized that their digital therapy was jointly developed by Professor Li Hongjun, a committee member of the Chinese Medical Association and affiliated with Shandong Provincial Hospital; Professor Xing Yijun, Professor of Health Management at Brunel University London, a research-intensive university in the UK, and Fellow of the Royal Society for Public Health; and Professor Dong Guijun, Master’s Supervisor at Shandong Sport University. The solution integrates functional modules such as an AI nutritionist, intelligent risk assessment, motion sensing, and a patient behavior analysis and feedback system.
Unlike most current vendors that attempt to achieve profitability by relying solely on digital therapeutics, New Yi Lu highlights the role of family doctors in its delivery of digital therapeutics. By leveraging 24-hour continuous glucose monitoring, it provides patients with home visits, remote management, and reminders. Currently, many vendors opt to offer digital therapeutics as a standalone solution to reduce labor costs. However, Li Dong stated,Integrating family physicians with digital therapeutics facilitates the effective implementation of disease-specific management protocols, encompassing both online and offline healthcare service delivery.
Currently, its disease-specific service packages integrating digital therapeutics have driven substantial revenue growth. Reportedly, Xinyilu’s digital therapeutics for diabetes and hypertension are also actively seeking medical device certification.
To ensure service quality and enhance the level of primary healthcare services, New Medical Road is also building a tiered medical service system.
On one hand, it has established a pyramid of medical services. By providing foundational solutions that integrate sports and medicine, supplemented by online nutritionists and health managers for patients’ daily dietary planning, as well as general practitioners’ routine chronic disease management services, specialist consultations, and remote diagnosis and treatment, XinYiLu has achieved the provision of targeted services for patients.
On the other hand, it has established a medical education pyramid. Through online and offline expert exchanges and hands-on practical training, New Medical Path helps improve the clinical skills of grassroots healthcare providers.
Notably, XinYiLu is currently collaborating with hospitals to co-establish disease-specific management centers, thereby assisting hospitals in improving patient management. To date, XinYiLu has accumulated a user base of tens of millions of patients with key diseases, and leverages its disease-specific management services—centered on digital therapeutics—to help patients achieve more effective disease management.
In addition to continuously expanding its patient coverage and services, New Medical Road is also recruiting more outstanding general practitioners and specialists to provide patients with more accessible disease-specific management services.
andCurrently, Xin Yi Lu is planning to raise funds.
Li Dong introduced that the financing raised by Xinyilu would be used to build and expand its technical and operational teams. While gradually developing prefecture-level markets in Shandong Province to create model cases, the company aims to rapidly replicate this success and expand into markets outside the province.
For him, although the current internet healthcare market still contains a certain degree of bubble, internet healthcare will ultimately return to its essence—the provision of medical services. “The vision of New Medical Path is simple: what we aim to do is enable people to truly access highly accessible medical services, and genuinely shift the focus of disease management from ‘treatment’ to ‘prevention.’”
