As domestic medical device companies continue to invest in and advance their technological R&D and innovation, international awareness and recognition of Chinese medical device products are rising, with early overseas expansion beginning to yield results. On June 30, byTianjin Economic-Technological Development Area Administrative Committee and VCBeat VB100The “Medical Device Government-Enterprise Exchange Closed-Door Meeting,” co-hosted by the organizers, was successfully held in Binhai New Area, Tianjin.
Leaders from the Tianjin Economic-Technological Development Area (TEDA) Bureau for the Promotion of the Pharmaceutical and Health Industries, the TEDA Free Trade Zone Bureau, the General Customs Division of the Tianjin Entry-Exit Inspection and Quarantine Association, the Tianjin Haihe Biopharmaceutical Science and Technology Group, and the Binhai New Area Healthcare Security Administration, along with representatives from eight enterprises—Fangrun Medical, Genetron International, Peixin Technology, Runmaide, Tongyi Medical, Yaoli Technology, WeGene, and Zuodian Strategy—attended the meeting. The session was moderated by Fu Hairong, General Manager of the Danhuang Tech Industry Innovation Center. The meeting aimed to facilitate collaboration between TEDA and medical device companies, jointly explore the opportunities and challenges faced by Chinese medical device enterprises in expanding overseas, and promote resource sharing as well as innovative cooperation opportunities among these enterprises.

At the meeting, Li Ying, Director of the Pharmaceutical and Health Industry Promotion Bureau of Tianjin Economic-Technological Development Area (TEDA), introduced the basic profile of TEDA, the current status of biomedical industry development, and the prospective advantages of TEDA (the abbreviation for Tianjin Economic-Technological Development Area).

Tianjin Economic-Technological Development Area
Tianjin Economic-Technological Development Area (TEDA) is the national-level development zone in China with the largest economic scale, the highest degree of export orientation, and the most comprehensive investment environment. It ranked first nationwide in the comprehensive evaluation of the investment environment among national-level development zones for 16 consecutive years. TEDA has initially established a modern industrial system dominated by advanced manufacturing and supported by modern services. The district’s total industrial output value ranges from RMB 400 billion to RMB 500 billion, with over 6,000 foreign-funded enterprises and more than 10,000 domestic-funded enterprises.
The biomedical industry is a strategic emerging sector receiving key national support and constitutes a focal point of Tianjin’s efforts to build its “1+3+4” modern industrial system. The biomedical industry in the Tianjin Economic-Technological Development Area (TEDA) has developed into an industrial cluster encompassing six major segments—chemical pharmaceuticals, biological products, medical devices, modernization of traditional Chinese medicine, contract research organizations (CROs), and internet-based smart healthcare—covering more than ten subsectors.

Beijing-Tianjin-Hebei Intelligent Pharmaceutical Industrial Park
Currently, TEDA has leveraged its regional industrial advantages by establishing the Tianjin International Joint Academy of Biomedicine, the Beijing-Tianjin-Hebei Intelligent Pharmaceutical Industrial Park, a Medical Device CDMO Platform, and the National Supercomputing Center in Tianjin, along with comprehensive logistics support. Highlighting its strengths in industrial ecosystem, TEDA has introduced corresponding policies on review and approval, free trade zone initiatives, comprehensive bonded zone regulations, and pilot programs such as facilitated customs clearance, thereby forming a robust policy framework.


On-site Exchange
During the interactive session, representatives from various companies analyzed the current challenges and opportunities in light of their innovation-driven development needs, exploring pathways for medical device enterprises to expand into overseas markets through dialogue and exchange.

During the interactive session, Hong Xiaoming, Founder and Chairman of Tianjin Haihe Biopharmaceutical Technology Group, emphasized that Tianjin has consistently been at the forefront of the biopharmaceutical industry, boasting abundant resources for industry-academia-research collaboration, supportive policies for project implementation, and an open medical device registration system. He noted that Haihe Group serves as an excellent platform to help enterprises expand into overseas markets and encouraged attendees to consider launching their initiatives in Tianjin.

At the conclusion of the meeting, Director Li Ying stated that the medical device sector is a highly promising niche worth exploring. This closed-door government-enterprise exchange session on medical devices serves as a starting point to facilitate dialogue between government and enterprises, address feedback, outline next steps, and identify channels, overseas platforms, and resources for international expansion. She also expressed hope that more concrete progress would be achieved at the next International Expansion Conference.
