2022 was a slow year for pharmaceutical financing, but a turning point for business development (BD). In 2022, the number of License-in deals in China dropped from 126 in 2021 to 60. Meanwhile, the window for License-out transactions opened up. While the number of such deals remained comparable to previous years, the total value of overseas transactions reached a historic high of $26 billion, with a significant improvement in deal quality, as upfront payments surpassed the $1 billion mark.


From the first half of 2023, this momentum has continued, with the total value of the top 10 license-out deals reaching nearly $11.8 billion, six of which exceeded $1 billion. An increasing number of biotech companies are seeking partnerships, particularly through out-licensing. “It is too late to start business development (BD) only when you urgently need it.” So, when should BD awareness be established? When should initial contacts with potential partners begin? And how can one ensure they are well-prepared?

Dr. Xiao Liang has served as the Company’s Chief Operating Officer since March 2021. Dr. Xiao is primarily responsible for preclinical development of antibody-drug conjugates (ADCs) and the Company’s external business development (BD) collaborations. With 16 years of experience in biopharmaceutical research across both academia and industry, Dr. Xiao has led the research and development of multiple innovative biologics, including monoclonal antibodies (mAbs), bispecific antibodies (BsAbs), and ADCs. Among these, the most advanced candidate has submitted a Biologics License Application (BLA) in China; two ADC projects are in Phase III clinical trials, and two ADC projects are in Phase I clinical trials. Several of these ADC programs have secured global licensing agreements with multinational corporations. Dr. Xiao earned his Bachelor of Science degree in Life Sciences from the University of Science and Technology of China in 2007 and his Ph.D. in Chemical Engineering from the University of Southern California in 2013.

Dr. Yinghui Yu holds a Ph.D. from the China National Pharmaceutical Industry Institute and has over 15 years of experience in the biopharmaceutical sector, with a primary focus on cross-border and domestic new drug licensing transactions and strategic investments. She currently oversees external collaboration for oncology therapeutics at Johnson & Johnson.
