The information society has successively undergone the eras of computing, the internet, mobile internet, and cloud computing. In early 2023, the emergence of ChatGPT and a large number of similar large models marked the entry of the information society into a new stage dominated by large models. Large models are not merely pursuing technological innovation; rather, they are closely integrated with vertical industries to deliver efficient and precise solutions, thereby driving transformation and high-quality development across human society. In the healthcare sector, large models are poised to become scientific tools that reshape patient health management throughout the entire lifecycle. By covering a broader range of scenarios in prevention, diagnosis, and decision-making, they will help reduce costs, improve efficiency, enhance professional capabilities, continuously meet the public’s health needs, and promote green, intelligent, and sustainable economic and social development.
As the nation’s first demonstration zone for “Internet + Healthcare,” one of the first national health and medical big data centers, and one of the eight major hub nodes in China’s “East Data, West Computing” project, Ningxia is seizing the development opportunities presented by generative large models against the backdrop of rapid advancements in frontier science and technology, thereby promoting high-quality development in the digital healthcare industry. Guided by policies and strengthened by infrastructure development, Ningxia has continuously deepened the integration of digitalization with various industries. Initiatives such as the construction of the Zhongwei Cloud Base, the launch of the Smart Yinchuan project, and the implementation of “Internet + Healthcare” have laid a solid foundation for the development of both general-purpose and vertical large models in the region. Moving forward, Ningxia will focus on technological innovation and application of large models, accelerate the maturation and deployment of related technologies and products, and continually expand the breadth and depth of industry-specific large model applications. By fostering deep integration between technology and industry, Ningxia aims to advance digital industrialization and industrial digitalization, cultivating new business formats and economic growth drivers to promote high-quality economic and social development in the autonomous region.
On February 28, the Launch Ceremony for the Western Region Healthcare Industry Large Language Model and the Signing Ceremony for Its Application Projects will be held in Yinchuan. The event is hosted by Digital Ningxia Construction and Operation Co., Ltd. and China Unicom Ningxia Branch, co-organized by the Yinchuan “Internet + Medical Health” Association, China Telecom Ningxia Branch, China Mobile Ningxia Company, and China Broadcasting Network Ningxia Branch, and guided by the Development and Reform Commission of Ningxia Hui Autonomous Region, the Department of Industry and Information Technology of Ningxia Hui Autonomous Region, the Health Commission of Ningxia Hui Autonomous Region, the Data Bureau of Ningxia Hui Autonomous Region, the Committee on Education, Science, Health, and Sports of the Ningxia Hui Autonomous Region Committee of the Chinese People’s Political Consultative Conference, and the Yinchuan Municipal People’s Government. This event will invite leading domestic artificial intelligence enterprises and relevant departments of the autonomous region to share insights on the development of large language models in the healthcare industry, unveil innovative application achievements in this field, empower healthcare with technological innovation, jointly build a digital healthcare ecosystem, and contribute to the Healthy China initiative.

Event Highlights
Partnering with Five Major Ecosystem Partners to Explore Industry-Specific Large Model Application Scenarios
At this press conference, government departments including the Yinchuan Municipal Health Commission and the Zhongwei Municipal Health Commission will hold five signing ceremonies with technology and healthcare enterprises to jointly explore the implementation and empowerment of large healthcare models in various application scenarios. First, through hospital-enterprise collaboration, generative large models will be embedded into the entire patient journey, comprehensively improving the quality of medical services at each stage and promoting the intelligent and efficient development of the healthcare industry. Second, government and enterprises will join forces to create multi-disciplinary digital doctor avatars, addressing shortages in scarce medical resources such as oncology and mental health, enhancing medical service capabilities, and resolving issues of insufficient and uneven distribution of high-quality medical resources. Third, technology companies and healthcare enterprises will form strong partnerships to develop AI-powered general practitioner assistants, strengthening primary healthcare services and ensuring that everyone has access to equitable, accessible, and affordable family doctor management services. Through tripartite collaboration among government, hospitals, and enterprises, new paradigms will be explored in three key areas: improving the quality of medical services, enhancing medical service capabilities, and balancing the distribution of high-quality medical resources.
Launch of Two General-Purpose Large Models to Solidify the Technical and Data Foundation for Large Model Applications
A general-purpose large model with broad applicability and extensive data coverage will serve as the foundation for building industry-specific large models. In the healthcare sector, general-purpose large models can leverage medical big data to provide more comprehensive and in-depth health management and preventive care recommendations. The two newly released vertical-domain general-purpose large models—Baichuan Intelligence and Zhipu AI—are both new-generation ultra-large-scale pre-trained intelligent models, featuring strong interactive capabilities and high service efficiency.
Deployed four major industry-specific large models to accelerate the maturation and application of innovative technologies and services
General-purpose large models require stronger generalization capabilities, whereas vertical large models must maintain high accuracy in industry-specific applications. This launch event will introduce four major industry-specific large models: an Intelligent Healthcare Assistant, an AI-Assisted General Practitioner, an AI-Assisted Oncologist, and an AI Screening, Diagnosis, and Health Management Assistant. Built on large model technology and integrated with industry knowledge graphs, these models leverage the powerful learning and analytical capabilities of artificial intelligence to drive innovative efforts in specialized fields and application scenarios, including clinical decision support, oncology diagnosis and treatment, AI-assisted diagnosis, and health management.
Building specialized industry models on the foundation of general-purpose large language models (LLMs) and identifying practical application scenarios, Ningxia has established a robust LLM base for the healthcare sector by integrating three key elements: general-purpose LLMs, industry-specific LLMs, and ecosystem partnerships. This approach ensures that industry-specific LLMs have solid foundations, tangible outcomes, and a supportive environment. On February 28, you are cordially invited to witness Ningxia’s “model” strength at the launch ceremony of the Western China Healthcare Industry Large Language Model and the signing event for its application projects.
