Changning District Introduces Policies to Boost Industrial Development, Attracting Over 1,300 Life and Health Enterprises

Shanghai’s Changning District has demonstrated strong momentum in the development of the medical and general health industry in recent years. To further promote high-quality growth in this sector, the Changning District Government has introduced a series of supportive policies aimed at building a distinctive and robust life and health industry system.

During the 14th Five-Year Plan period, in addition to fostering its three advantageous industries—aviation services, “Internet Plus” consumer services, and fashion and creative industries—Changning District has also focused its development efforts on the life and health industry. Currently, Changning District has gathered more than 1,300 life and health enterprises, with tax revenue growth exceeding 25% for four consecutive years. It has established a number of R&D and commercialization centers, such as the Sai’ao Biological Research Center, attracted leading companies in the medical device sector, including Sinopharm and Danaher, and hosted several functional platforms, such as the Shanghai Food and Drug Safety Research Association and the Shanghai Beauty and Health Industry Association.

To accelerate the layout of the upstream and downstream life and health industry chains in Changning District and promote the aggregation of innovation and industrial resources, Changning District has promoted the construction of the Greater Hongqiao Life Science Innovation Center. During the 2023 Shanghai International Biopharmaceutical Industry Week, Changning District hosted the Life Science Innovation Development Summit, which was attended by more than 200 domestic and overseas enterprises. The Phase I project of the Greater Hongqiao Life Science Innovation Center was officially unveiled at Shengming Yuanshan (Life Meta Mountain). Following the unveiling, Shengming Yuanshan introduced a batch of life and health enterprises.

Furthermore, the Changning District Commission of Commerce, the Market Regulation Administration, and the Donghong Office have joined forces to introduce the Shanghai Institute for Medical Device Testing’s Greater Hongqiao Service Station and the Shanghai Biomedical Product Registration Service Workstation into Life Yuanshan. By integrating the professional services of these stations with the dedicated support provided by the Linkong Park and supplementing them with public services from government departments, this initiative aims to enhance the comprehensive competitiveness of Life Yuanshan.

To drive the development of the life and health industry, Changning District has adopted a multi-dimensional approach by providing policy support and services, building infrastructure, vigorously attracting talent, optimizing the business environment, and facilitating corporate financing and market expansion. Through these measures, the district is committed to creating an ecosystem conducive to the growth and innovation of medical device enterprises.

How Do the Linkong Park and Life Yuanshan Boost the Development of the Medical Device Industry?

In driving the development of the life and health industry, the Linkong Park has shouldered the critical mission of facilitating industrial upgrading and economic growth in Changning District. One of the development goals of Linkong Park is to build an internationally advanced and domestically leading biopharmaceutical technology hub. As a key component in achieving this goal, Life Yuan Shan serves as a vital element in advancing the life and health industry.
