Foshan Jianfa Industrial Park Development Co., Ltd.
Foshan Jianfa Industrial Park Development Co., Ltd. (hereinafter referred to as the “Industrial Company”) was established in April 2017. It is a wholly-owned second-tier subsidiary of Foshan Construction and Development Group Co., Ltd., a first-tier municipal state-owned enterprise under the administration of the State-owned Assets Supervision and Administration Commission of Foshan Municipality (Foshan SASAC). Foshan Construction and Development Group Co., Ltd., also a first-tier municipal state-owned enterprise managed by Foshan SASAC, focuses on four core businesses: industrial park construction and operation, urban renewal, building materials and construction, and smart city services. The Group innovates investment and development models for urban construction, collaboratively builds an urban development platform with full industry chain capabilities, and contributes to the creation of better cities.
Starting with the redevelopment of “old towns, old factories, and old villages,” the industrial company has actively explored models for urban construction investment and development, achieving remarkable success in the construction and operation of industrial parks, the development of characteristic towns, and the upgrading of village-level industrial parks, thereby fully supporting Foshan’s urban transformation.
The industrial company firmly adheres to its strategic positioning as a “driver of industrial upgrading, practitioner of industrial development, and pioneer in industry-city integration.” Anchored to the Municipal Party Committee’s “515” strategic objectives, it actively fulfills its responsibilities as a state-owned enterprise. With the construction and operation of industrial parks as its core business, the company leverages a combined strategy of industrial park development and operation alongside primary land consolidation and development. It provides a comprehensive suite of high-quality services spanning planning, investment, construction, and operation to support the city’s sustainable development. Currently, twelve projects are being advanced with high quality, including the Science and Innovation Center of the Foshan Yundonghai Medical and Health Industrial Park, the Public Service Center of the Foshan Yundonghai Medical and Health Industrial Park, the Neighborhood Center of the Foshan Yundonghai Medical and Health Industrial Park, the Taogu Chuangzhi Park, and the Jiantou Xingzhongchuang “Fengmeiling” Intelligent Manufacturing Technology Industrial Park.
Foshan Yundonghai Pharmaceutical and Health Industrial Park
Foshan Yundonghai Medical and Health Industrial Park is located in the core area of Sanshui District, Foshan City, Guangdong Province. With a total planned area of approximately 26 square kilometers and a planned contiguous construction land area of about 11.1 square kilometers (16,650 mu), it is the only biopharmaceutical specialty zone in the Guangdong-Hong Kong-Macao Greater Bay Area with more than 10,000 mu of developable land.

The industrial park has pioneered a “government + state-owned enterprise” model for the investment and development of large-scale industrial parks. Through various approaches, including investment and construction, joint development, and operational management, Foshan Construction and Development Group has established joint ventures and partnerships with district-level state-owned enterprises to co-develop major industrial parks in Foshan with high quality, thereby providing clustered space for the landing of investment attraction projects.
Supported by provincial and municipal resources, the industrial park, as a pilot zone for comprehensive reform of drug regulation in Guangdong Province, has introduced provincial-level public service platforms such as drug testing, medical device quality supervision and inspection, and drug review and certification, providing professional public service support to the park. In parallel, it is collaborating with the Provincial Health Commission to plan and establish the Guangdong Public Medical Center, creating a one-stop platform for biomedical innovation and translation. At the municipal level, tailored high-quality development support measures have been formulated specifically for the park to promote its high-quality growth.
Precise investment promotion has served as a growth engine in niche sectors such as biologics, modern traditional Chinese medicine (TCM), and high-end medical devices. By implementing targeted strategies to extend, strengthen, and expand the industrial chain, a number of leading projects in the pharmaceutical and healthcare industries have been successfully introduced.
With a pristine ecological environment, the park is embraced by ecological conservation areas. It boasts the Yun Donghai Wetland Park and a natural ecological green core, each spanning over 10,000 mu, along with key ecological landscape nodes such as the Central Water Courtyard and the Southwest River. Together, these elements establish an eco-city pattern of “mountains–lakes–islands–city–river,” creating an ideal setting for living, working, and tourism.
With comprehensive lifestyle amenities, the park is currently constructing key supporting projects—the Sci-Tech Innovation Center and the Neighborhood Center—which will provide integrated commercial, hotel, apartment, community, and incubation services, setting a new benchmark for an industry community that integrates production, living, and ecology.
