Currently, certain segments and core products of China’s biomedical industry chain have advanced to the forefront globally. However, due to the restructuring of global industrial and supply chains and a trend toward reversal in technological exchange and cooperation, China faces “chokepoint” risks in key links of its industrial chain. Against this backdrop, the state is vigorously promoting industrial transformation and upgrading, enhancing the quality of medical services, and deepening reforms of the healthcare security system, with “new quality productive forces” emerging as a prominent buzzword.

 

Guided by national initiatives, industrial upgrading and innovation have become the core drivers of Guangzhou’s development of new quality productive forces in recent years. On April 9, the “10th China Guangzhou International Investment Annual Conference (Huangpu) & 2024 Global Unicorn CEO Conference” was officially held in Guangzhou. The event focused on fostering new quality productive forces and facilitated in-depth dialogues on industry development trends in digital economy, green energy, artificial intelligence, intelligent manufacturing, and biopharmaceuticals.

 

Among them, the Greater Bay Area Biosecurity Innovation Port (hereinafter referred to as “BioGBA”), as one of the sites visited during the conference, drew significant attention from numerous attendees.

 

As a benchmark project for specialized industrial parks in China and a flagship high-end biopharmaceutical cluster development spearheaded by Guangzhou Development District Holding Group Co., Ltd. (hereinafter referred to as “Guangzhou KaiKong Holdings”), BioGBA is leveraging its unique advantages to emerge as a highly promising new hub for the biopharmaceutical industry in Guangzhou Development District and Huangpu District, Guangzhou.

 

The relationship between industrial parks and enterprises is mutually reinforcing. Supporting park services, industrial clusters, carrier platforms, talent pipelines, and policy assistance all contribute significantly to the growth of biopharmaceutical companies. So, what are the advantages of BioGBA, and how exactly does it strategically navigate this landscape?

 

Based on the “Five-One” Strategic Layout, Industrial Linkage Demonstrates Multiple Potentials

According to reports, Guangzhou High-Tech Zone Technology Holding Group Co., Ltd. (hereinafter referred to as “GHTC”), a specialized technology-focused strategic equity investment platform under Guangzhou Development Holdings that concentrates on the life sciences sector, has been deeply involved in the investment and development of the biopharmaceutical industry in Guangzhou Development District and Huangpu District, Guangzhou City. It has established a strategic layout for the life sciences industry characterized by the “Five-One – Dual-Circle Development + Ecological Closed-Loop” model, continuously exerting efforts across five key areas: industrial funds, leading industry projects, financial service systems, specialized industrial parks, and listed companies. Notable achievements include investments in leading industry players such as BeiGene and InnoCare Pharma, ownership of a portfolio of specialized industrial parks, and controlling interest in the listed company Leadman.

 

BioGBA is the representative specialized park within Gaoxin Ke Kong’s “Five-One” strategic layout. Positioned as an R&D and manufacturing base for the biotechnology industry, the park focuses on high-end biologics, advanced medical devices, and related sectors. By providing specialized pilot-scale R&D facilities and essential supporting services, it facilitates the transition of more scientific and technological achievements from the “laboratory” to the “production line,” thereby supporting Guangzhou’s development into a high-quality international hub for scientific and technological innovation and driving industrial upgrading and transformation.

For BioGBA, although it is still in its early stages, it has amassed multiple advantages, including supportive policies, strategic location, robust platforms, and specialized supporting facilities and services. These strengths will serve as the core drivers propelling the biopharmaceutical industry forward.

 

First, in terms of policy, the Guangzhou Development District and Huangpu District of Guangzhou have successively introduced a range of industrial support policies covering multiple dimensions, including corporate operating costs, R&D and clinical research, talent acquisition, industrialization, and economic contributions. These measures aim to optimize the business environment, enhance the efficiency of policy implementation, and maintain regional competitiveness.

 

These include a series of industrial policies such as the “Eight Measures for High-End Biopharmaceuticals” and the “Ten Measures for Biomedicine.” The Measures of Guangzhou Development District (Huangpu District) on Promoting High-Quality Development of the Biomedical Industry, prominently released in April this year, states that strategic emerging industries represented by biomedicine should be vigorously supported, a pilot zone for biomedical policy innovation should be established, a world-class R&D and innovation center should be built, and a world-class innovative biomedical industry cluster should be created.

 

Secondly, BioGBA boasts a highly advantageous location with convenient transportation and logistics. Situated at No. 115 Lianyun Road, Huangpu District, Guangzhou, the park is bordered by the Beijing-Hong Kong-Macau Expressway to the north and the Guangzhou-Shenzhen Coastal Expressway to the south. It provides rapid access to the core road networks of the Pearl River Delta, including Shenzhen, Hong Kong, and Macau. The park is within a 30-minute commute to downtown Guangzhou, 40 minutes from Baiyun International Airport, and within one hour of Guangzhou’s four major railway stations.

 

In terms of logistics and transportation, the industrial park is bordered to the south by the Guangzhou-Kowloon Railway, with a future freight station planned in the vicinity. Furthermore, the park is only a 25-minute drive from Huangpu New Port, and the shipping distance from the Sui-Gang Passenger Terminal in Huangpu District to Hong Kong is approximately 65 nautical miles.

Meanwhile, in terms of specialized service platforms, BioGBA has introduced channels and resources for corporate management, financial services, policy application, and talent scouting, providing high-quality, full-lifecycle support services to enterprises. It has jointly built a digital human resources service platform with the Guangzhou Development District Human Resources Federation. Leveraging the technological financial service capabilities of Guangzhou Kaihua Holdings, it offers one-stop, multi-channel, and multi-option investment and financing services. In the future, BioGBA plans to collaborate with pharmaceutical R&D institutions to establish and co-develop a series of clinical drug research service platforms, addressing the critical pain points of biopharmaceutical companies.

Targeting the Critical Phase of Pilot-Scale Production to Build a Specialized "Super Factory"


It is well known that the research and development (R&D) and production of biopharmaceuticals impose higher requirements on industrial facilities in terms of ceiling height, floor load-bearing capacity, and single-story building area. Generic spaces in conventional industrial parks may not be suitable for the R&D and production needs of the biopharmaceutical industry, particularly for the critical stage of pilot-scale production.

 

For this reason, the availability of customized, high-standard professional facility spaces often becomes a key consideration for biopharmaceutical companies when selecting a park for relocation.

 

In response to this demand, BioGBA has fully taken into account the characteristics of the biosafety industry and has focused on creating specialized pilot production spaces for biopharmaceuticals, featuring high ceilings, wide column spacing, and high load-bearing capacities, thereby more precisely matching the R&D and production needs of technology-driven biopharmaceutical enterprises.

 

For instance, while factory buildings in biopharmaceutical parks typically have ceiling heights of 4.5 to 6 meters, BioGBA’s standard facilities feature a ceiling height of 7 meters. This greater vertical clearance accommodates more large-scale process equipment and easily supports major biopharmaceutical reaction tanks. Moreover, the maximum floor load capacity reaches 12 kN/m² per square meter—approximately 2.5 times that of conventional factories—enabling the support of additional biopharmaceutical production and R&D equipment, thereby earning it the title of a “super factory.”

Moreover, BioGBA’s supporting facilities have been meticulously designed with the unique characteristics of the biosafety industry in mind, ensuring rigorous control across all aspects.

 

For instance, in terms of power supply assurance, BioGBA adopts a 10 kV high-reliability dual-circuit power supply (with a dual-circuit capacity of 23,100 kVA) and two high-voltage systems with one on standby, enabling automatic switchover in the event of a fault to ensure power supply stability.

 

In terms of steam supply and cooling, BioGBA is equipped with a centralized cooling system with a capacity of 11,000 RT and has planned power facilities such as a centralized steam supply system with a flow rate of 41 tons per hour to provide centralized gas supply for enterprises, ensuring stable supply for vaccine production and equipment sterilization.


In terms of wastewater treatment, BioGBA is committed to creating a "green" production environment with biosafety measures. It has planned a centralized wastewater treatment system with a daily capacity of 500 tons, capable of centrally treating wastewater generated from pilot-scale production and discharging it after meeting national uniform standards.

 

For hazardous chemical storage, BioGBA plans to equip a large-scale hazardous chemical warehouse, providing enterprises with facilities for the storage and custody of dangerous goods such as flammable, explosive, toxic, and harmful substances.

 

In the future, BioGBA plans to develop a comprehensive industrial park integrating standardized factory buildings, R&D and incubation towers, talent apartments, commercial podiums, and Class A hazardous chemical warehouses. This facility will meet the full-spectrum needs of enterprises, from innovation and R&D to commercial-scale production. Furthermore, in strict adherence to high-standard construction requirements for biomedical parks, the park features relatively independent traffic flows for production areas versus living and commercial zones, enabling effective separation of personnel from raw materials and biological specimens.

 

Targeting the Upstream and Downstream of the CGT Industry to Help Guangzhou Huangpu Build a New Landmark for Biomedicine

 

Backed by the highly open and innovative Guangdong-Hong Kong-Macao Greater Bay Area, and leveraging the solid industrial foundation and superior business environment of the Guangzhou Development District and Huangpu District, BioGBA has achieved visibly rapid growth under the combined advantages of policy support, funding, strategic location, and specialized platforms and services, and is now poised to enter a brand-new phase.

 

In 2022, BioGBA won the “GBE Office Building Awards – Best Industrial Park of the Year.” In 2023, the park was once again honored as one of the “Top 10 Most Promising Biopharmaceutical Industrial Parks.”

 

In July 2023, BioGBA officially opened. In November 2023, the park welcomed its first batch of tenant companies. Currently, negotiations are underway with more leading biopharmaceutical and high-end medical device enterprises for their relocation to the park.

 

According to reports, the project covers a total planned land area of 104,000 square meters, with Phase I occupying 36,000 square meters. The total gross floor area is 139,000 square meters, and the total investment amounts to approximately RMB 850 million. The project has been completed and put into use.

 

Leveraging its specialized platform layout, BioGBA will next focus on the field of cell and gene therapy (CGT), while centering on core technologies to integrate upstream and downstream high-value industries, including precision medicine, high-end medical devices, in vitro diagnostics, reagents, and medical testing.

 

Looking to the future, BioGBA will collaborate with its parent company, Guangzhou Development District Holdings (Guangkai Holdings), to strategically focus on the biopharmaceutical sector. By leveraging its advantageous industrial chain, BioGBA aims to build a demonstration park characterized by high-quality operations, inject new momentum into the innovative development of the biopharmaceutical industry, and foster a robust industrial ecosystem. This initiative will help the Guangzhou Development District and Huangpu District of Guangzhou accelerate their efforts to secure a leading position in the global biopharmaceutical landscape, establishing a world-renowned new landmark for the biopharmaceutical and health industries.
