2024 National Smart Medical Insurance Competition Officially Launched with Comprehensive Data and Implementation Support from Chongqing

On the morning of April 23, the National Healthcare Security Administration held a press conference for the “2024 National Smart Healthcare Security Competition,” to introduce relevant details about the competition and answer questions from the media.

Yan Qinghui, Deputy Director of the National Healthcare Security AdministrationIn his remarks, he stated that from 2021 to 2022, the National Healthcare Security Administration successfully held the “Smart Healthcare Security Solutions Competition,” with 156 solutions from 133 companies participating. The competition effectively stimulated interest and participation from all sectors of society, especially technology enterprises, in the field of smart healthcare security. Compared with the previous edition, the current “2024 China Smart Healthcare Security Competition” featuresFive Key Features: “Updated” Organization Format, “More Substantial” Data Empowerment, “Broader” Participant Base, “Wider” Competition Tracks, and “More Diverse” Commercialization Measures.

Deputy Director Yan Qinghui specifically pointed out that the competition will adhere to the principle of “open organization.” During the finals, selected insured individuals will be invited to serve as public judges, attending the event in Chongqing to observe the competitions and score the participating teams.


Regarding the original intention of the National Healthcare Security Administration in hosting this Smart Healthcare Security Competition, Deputy Director Yan Qinghui stated that there were mainly three considerations.First, to promote higher-quality and more efficient medical insurance services; second, to continuously stimulate social innovation vitality; and third, to support the development of new quality productive forces.

She stated that, in terms of schedule arrangement, the competition comprises four stages: preliminary round, semi-final, final, and award ceremony. Specifically, the preliminary round adopts a method of online material submission with centralized online expert review; the semi-final features online remote video presentations and defenses, with centralized offline expert review; the final consists of two segments,The first phase is the final preparation stage.. The organizer provides centralized office space along with the necessary hardware and software environment. Teams participating in the finals are required to enter the centralized office space 20–30 days in advance for data integration, system deployment, and hands-on operations.The second stage is the final review round.All finalist teams will conduct on-site demonstrations and defenses during the finals. The competition will ultimately award First Prize, Second Prize, Third Prize, and several Excellence Awards, with the award ceremony tentatively scheduled to be held in Chongqing in September.


As a major highlight of this event, the competition will provide de-identified medical insurance data from Chongqing Municipality and other relevant data as data resources. As one of the organizing entities, the Chongqing Municipal Big Data Application Development Administration will, in response to the specific requirements regarding “practical data operations” set by the Competition Organizing Committee, leverage Chongqing’s “Integrated Intelligent Public Data Platform.” Within a fully physically isolated hardware and software environment, and using bastion hosts as front-end security devices, it will provide finalist teams with de-identified data across multiple categories, including basic natural person data, basic legal entity data, medical insurance business data, medical imaging, and clinical diagnosis and treatment data. Finalist teams may utilize these datasets to conduct joint debugging tests, model training, system demonstrations, and other related tasks.

First,The finals venue is connected to the basic data environment and the big data development environment via dedicated lines. Contestant terminals must be connected through physical network cables and have security admission control software installed.Second,Use a bastion host as the front-end security device for accessing the deployment environment.Third,Conduct operational log audits and destroy data post-event to ensure a "data-in-only, no-data-out" policy, thereby keeping security risks under control.Fourth,De-identify, anonymize, clean, simplify, and annotate the data to ensure that no personal privacy or corporate trade secrets are included.Fifth,Implement strict physical isolation and prohibit any form of Internet access to prevent potential cyberattacks.Sixth,Prohibit the connection of removable storage devices to prevent the spread of viruses or malware.Seventh,Prohibit behaviors that may lead to the leakage of sensitive information, such as downloading, saving, or taking photos of data.


Li Jie, Member of the Party Working Committee and Deputy Director of the Administrative Committee of Chongqing Liangjiang New AreaSubsequently, it also shared how Chongqing Liangjiang New Area, as the host venue for the finals of this competition, can better attract the implementation of outstanding achievements from the contest.

Deputy Director Li Jie stated that the Liangjiang New Area will leverage the Liangjiang Collaborative Innovation Zone as a platform to provide full-lifecycle services—including investment and financing, as well as commercialization of scientific and technological achievements—to facilitate the implementation of outstanding outcomes, thereby accelerating the cultivation of new quality productive forces. In terms of platform aggregation, the Liangjiang Collaborative Innovation Zone has introduced more than 50 new-type R&D institutions established by renowned domestic and international universities and research institutes, built over 150 R&D platforms, and gathered more than 6,000 innovative talents. Regarding the investment system, the Liangjiang New Area has established an industrial investment fund for high-quality development with a total scale of RMB 20 billion, and created a full-lifecycle fund system covering seed, angel, venture capital (VC), and private equity (PE) stages for technology enterprises, fostering a virtuous cycle of “technology–industry–finance.” In terms of the service ecosystem, the Liangjiang New Area has assembled a large number of specialized and market-oriented service agencies focusing on intellectual property rights and technology trading, striving to build a world-class domestic ecosystem for the transfer and commercialization of scientific and technological achievements.


At the end of the press conference,Fu Chaoqi, Deputy Director of the Office of the National Healthcare Security AdministrationIntroduced and provided a live demonstration of the AI assistant developed for this competition to external audiences.

The assistant will provide participating teams with Q&A and inquiry services related to the competition, including event announcements, track settings, and the schedule and format. After successfully answering multiple questions raised by on-site media, the AI assistant also released registration information for the competition to the audience:


“Registration for the competition is conducted online. Participating teams are requested to register by 17:00 on June 2, 2024,”Register via the official competition website (www.chs-ihssc.cn), navigate to the “Registration” page, fill in the basic information, upload scanned copies of the Competition Commitment Letter (template available for download on the “Registration” page) and the Competition Authorization Letter (template available for download on the “Registration” page) to complete the registration. The organizer will provide feedback on the review results within two days after receiving the registration information. Participating teams may check the status by logging into the official website or by reviewing their registered email inbox.


The competition is hosted by the National Healthcare Security Administration and co-organized by the Chongqing Municipal Healthcare Security Administration, the Chongqing Municipal Big Data Application Development Administration, the Administrative Committee of Chongqing Liangjiang New Area, and the Chongqing Academy of Science and Technology. Additionally, the Cyberspace Administration of the Chongqing Municipal Committee and the Chongqing Municipal Public Security Bureau, serving as technical guidance units, will provide technical support for data security and cybersecurity throughout the competition.
