As one of the three major economic poles in the Guangzhou-Foshan metropolitan area and the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), Foshan has established industrial advantages anchored by medical devices, traditional Chinese medicine (TCM) proprietary products, and chemical pharmaceuticals, with a strategic focus on biopharmaceuticals and health products. To support the development of the GBA and facilitate the transformation and upgrading of Foshan’s industries, Foshan Construction and Development Group, fulfilling its mission as a state-owned enterprise, takes urban development as its core responsibility. The group continuously expands into industries related to urban construction and public livelihood services. By developing specialized industrial parks, it promotes industry through urban development, creates attractive environments to draw in talent and investment (“building nests to attract phoenixes”), and integrates industry with urban functions. Furthermore, the group vigorously develops the prefabricated construction and green building materials industries, actively undertakes the construction of rental housing, and drives the overall urban upgrade of Foshan.
It is understood that the Foshan Yundonghai Pharmaceutical and Health Industrial Park is located in the core area of Sanshui District, Foshan City, Guangdong Province. With a total planned area of approximately 26 square kilometers and a contiguous planned construction land area of about 11.1 square kilometers (16,650 mu), it is the only dedicated biomedical zone in the Guangdong-Hong Kong-Macao Greater Bay Area with over 10,000 mu of developable land.
The industrial park has pioneered a “government + state-owned enterprise” investment and development model for large-scale industrial parks. Foshan Construction & Development Industrial Park Development Co., Ltd. engages in joint ventures and collaborations with district-level state-owned enterprises in Foshan through various approaches, including investment and construction, joint development, and operational management, to jointly build major industrial parks in Foshan with high quality and provide clustered space for the landing of investment promotion projects.
Chen Yihua, Deputy Director of the Investment Promotion Bureau of Sanshui DistrictDuring the on-site promotion of the Foshan Yundonghai Medical and Health Industrial Park, it was highlighted that the park boasts four core advantages. First, it offers convenient transportation, with a comprehensive network formed by high-speed rail, light rail, expressways, and access to seaports. Second, it features a beautiful ecological environment, encompassing the Yundonghai Wetland Park and a natural ecological green core, each spanning over 10,000 mu, along with key ecological landscape nodes such as the Central Water Courtyard and the Southwest River. This establishes an eco-city pattern integrating “mountains, lakes, islands, the city, and the river,” making it ideal for living, working, and tourism. Third, it has well-developed living amenities; the Science and Innovation Center and Neighborhood Center, currently under construction, will provide comprehensive supporting services including commercial facilities, hotels, apartments, community services, and business incubation, setting a new benchmark for an industrial community that integrates production, living, and ecology. Fourth, as a high-level cooperative park jointly developed by provincial, municipal, and district authorities, it facilitates communication channels between enterprises and government departments at all levels, helping companies accelerate R&D and product launches, share public platform resources, and promote the commercialization of industry-academia-research achievements and talent acquisition.

According to reports, as a pilot zone for comprehensive reform of drug regulation in Guangdong Province, the industrial park has introduced provincial-level public service platforms for drug testing, quality supervision and inspection of medical devices, and drug review and certification, providing professional public service support to the park. In parallel, it is collaborating with the Guangdong Provincial Health Commission to plan and establish the Guangdong Provincial Public Medical Center, creating a one-stop platform for biomedical innovation and translation. At the municipal level, Foshan City has formulated tailored high-quality development support measures to promote the park’s high-quality development.
Currently, the industrial park has adopted a precise approach to investment promotion, building growth engines in niche sectors such as biologics, modern traditional Chinese medicine (TCM), and high-end medical devices. By carrying out targeted investment attraction to extend, strengthen, and expand the industrial chain, it has successfully introduced a number of leading projects in the pharmaceutical and healthcare industries.
In addition, to facilitate communication between participating enterprises and relevant entities in the industrial park, a dedicated Q&A session was held at the conference. Representatives from various companies actively raised questions concerning their needs in areas such as infrastructure carriers, financing, talent acquisition, and supporting facilities. Relevant entities from the industrial park provided detailed responses to these inquiries, thereby bolstering enterprises’ confidence in investing and establishing operations in Foshan.

On-site Q&A with Enterprises
The Q&A session focused on key industrial development factors, including the park’s support policies, talent initiatives, fund resources, and service platforms. Representatives from more than ten enterprises expressed strong interest in leveraging the park’s resources to foster their own growth. Park leaders provided a detailed overview of various preferential policies and support measures, including but not limited to multi-level governmental support at the provincial and municipal levels, a diversified fund structure, talent acquisition programs, R&D subsidies, and one-stop enterprise services.
Through interactive Q&A sessions, not only was an opportunity provided for enterprises to understand the advantages of the Foshan Jianfa Industrial Park, but a platform was also established to explore potential collaborations. The in-depth responses from the park’s leadership further strengthened enterprises’ confidence in the park’s development potential, laying a solid foundation for future cooperation.
