No one would deny that now is a prime time for China’s innovative pharmaceutical and healthcare companies to seek opportunities in Saudi Arabia.
Since 2016, the Saudi Ministry of Health has launched multiple public-private partnership initiatives and lifted foreign ownership restrictions in the following year, aiming to expand and improve healthcare services through domestic and international private investment. In 2020, the Saudi government allocated approximately $44.5 billion in its budget, with the goal of privatizing 295 hospitals by 2030 while enhancing medical education and digital transformation. Meanwhile, Saudi Arabia has introduced various preferential policies to encourage biopharmaceutical technology transfer, investment, and localized manufacturing.
The driving force behind this is Saudi Arabia’s “Vision 2030,” launched in 2016, which aims to reduce oil dependence and achieve economic diversification. In the pharmaceutical and healthcare sector, Saudi Arabia seeks to build a comprehensive domestic industry chain and localize its biotechnology supply chain. This requires the introduction of more emerging, cutting-edge pharmaceutical and healthcare resources.
Since 2013, China has been Saudi Arabia’s largest trading partner, a position it has maintained to this day. For Saudi Arabia, which stands at the starting point of economic diversification, Chinese enterprises are partners it is eager to attract. This is evident:The 2024 Riyadh Global Medical Biotechnology Summit (RGMBS), set to open on November 10, has newly added the “East Meet West Forum.” The innovation forum is co-hosted by the China Pharmaceutical Innovation Promotion Association and AstraZeneca., will engage in in-depth dialogues with leading and innovative enterprises in China to promote bilateral cooperation.
Expanding overseas is a complex endeavor. For Chinese pharmaceutical and healthcare innovation partners seeking to gain a multidimensional perspective on the Saudi market, it is not enough to merely understand macro trends through high-quality conferences; they must also maintain a sustained, deep local presence to access the most authentic market demands. Based on this,The China Pharmaceutical Innovation Promotion Association and AstraZeneca are jointly hosting this Saudi Arabia market expansion exchange event. Beyond the summit agenda, a series of in-depth activities will be meticulously planned to explore the Saudi Arabian pharmaceutical and healthcare markets, thereby continuously advancing cross-border cooperation and exchanges in pharmaceutical and health innovation.

Robust policy support and a high-growth market landscape have endowed the Middle East’s pharmaceutical and healthcare industry with abundant opportunities. However, to truly strike gold amidst the tide, companies must navigate challenges related to safety and compliance, cost control, local integration, technical support, and localized operations.
Some companies enter and leverage local markets by partnering with localized enterprises, which serves as an effective approach for rapid global expansion and market entry. Furthermore,"Enterprises forming alliances to build a comprehensive overseas ecosystem is also a way to break through."This means that market experience in global expansion can be mutually referenced and replicated; companies with extensive experience in the Middle East market can provide support and guidance to later entrants.
“Taking Chinese Innovations Global” is the current strategic focus of the China Pharmaceutical Innovation Promotion Association and AstraZeneca.
The China Pharmaceutical Innovation Promotion Association (PhIRDA) is one of the most influential associations in China’s biopharmaceutical sector. It serves as a platform promoting the industrialization of pharmaceutical innovation, comprising innovative R&D-focused pharmaceutical enterprises, scientific research institutions, clinical research organizations, innovation service providers, and pharmaceutical investment firms. PhIRDA currently has 186 member units and has evolved into a new type of social organization conducting multi-dimensional work across the entire innovation chain—including policy research, drug and medical device R&D, clinical studies, industry regulation, investment and financing, international exchange and cooperation, and digitalization—playing a significant role in advancing the development of China’s pharmaceutical industry. As a member of the International Federation of Pharmaceutical Manufacturers & Associations (IFPMA), PhIRDA actively promotes in-depth international cooperation and exchange in the pharmaceutical industry, facilitates the global expansion of Chinese pharmaceutical companies, and builds an international communication platform for the industry.
To support Chinese innovative drugs in expanding into international markets, particularly those of the “Belt and Road” countries, the Policy Research Center of the China Pharmaceutical Innovation Promotion Association has launched a special project titled “Research on Technical Pathways for the Global Expansion of Chinese Innovative Drugs.” This initiative aims to promote the introduction of policies favorable to the overseas expansion of domestically produced innovative drugs, advance consensus on technical pathways and standards for drug regulatory registration, and establish communication and cooperation mechanisms with key countries ranging from multilateral to bilateral frameworks. A series of studies have been conducted, yielding substantial results and forming a set of recommendations on technical pathways to facilitate the global expansion of Chinese innovative drugs.
AstraZeneca has long been committed to advancing the integrated innovation of traditional Chinese and Western medicine through R&D, business model, and ecosystem innovations, thereby benefiting more patients in developing countries and around the world. As a strategic partner in Saudi Arabia’s healthcare sector, AstraZeneca also leverages its industry strengths to accelerate the expansion and local implementation of Chinese innovative enterprises in the Middle East.
In September 2023, AstraZeneca facilitated visits to the Middle East for 13 Chinese enterprises, enabling in-depth exploration of the region’s pharmaceutical and healthcare policies, regulations, market demands, and cooperation opportunities. In 2024, the King Abdullah International Medical Research Center (KAIMRC) of Saudi Arabia visited China and, together with AstraZeneca, announced a China-Saudi healthcare collaboration. This initiative aims to promote the development of a China-Saudi Healthcare Industrial Park, build an enabling platform for Chinese innovations to go global, and help ensure that innovative achievements from China benefit more patients worldwide.
Both are increasingly engaging with Saudi Arabia. In November 2024, the China Pharmaceutical Innovation Promotion Association and AstraZeneca will attend the 2024 Riyadh Global MedTech & Biotech Summit as key partners, organize a series of market exploration activities, and invite external partners to participate jointly.Add.
For Chinese innovative pharmaceutical and healthcare enterprises, this presents an excellent opportunity to join the China-Saudi Arabia healthcare industry cooperation ecosystem and expand into the Saudi Arabian healthcare market. We sincerely invite partners from all sectors to join us!
