After several years of development, Hainan Province has gained a significant voice in the exploration of digital therapeutics innovation.In January 2022, the Health Commission of Hainan Province issued the "14th Five-Year Plan for Digital Health in Hainan Province," which explicitly listed "exploring pilot trials of digital therapeutics" as one of its 24 key tasks. This marked the first time digital therapeutics were included in a provincial-level plan nationwide, firmly establishing Hainan as a pioneer in the field of digital therapeutics.
In October of that year, Hainan Province once again released the “Several Measures for Accelerating the Development of the Digital Therapeutics Industry in Hainan Province,” marking the first time in China and even globally that a comprehensive, systematic, and actionable full-cycle policy support framework for the digital therapeutics industry was introduced. Furthermore, to create a favorable policy environment for the development of the digital therapeutics industry, Hainan Province has leveraged its advantages in institutional integrated innovation to provide support in areas such as commercial insurance, registration review, and primary healthcare.

Academic Director of the Institute of Neuroscience, Chinese Academy of Sciences / Center for Excellence in Brain Science and Intelligence Technology; Director of the Shanghai Research Center for Brain Science and Brain-Inspired Intelligence; Executive Editor-in-Chief of National Science Review. He is an Academician of the Chinese Academy of Sciences and a Foreign Associate of the U.S. National Academy of Sciences. He received his Ph.D. in Biophysics from Johns Hopkins University in 1974 and subsequently held faculty positions at the University of California, Irvine, Yale University, Columbia University, the University of California, San Diego, and the University of California, Berkeley. From 1984 to 1986, he served as Chairman of the Department of Biological Science and Technology at Tsinghua University. From 1999 to 2019, he served as the Founding Director of the Institute of Neuroscience, Chinese Academy of Sciences. He has been awarded honorary doctorates from the École Normale Supérieure (Paris), the University of Lyon, and the Hong Kong University of Science and Technology, as well as the Ameritec Award (USA), the International Scientific and Technological Cooperation Award of the People’s Republic of China, the Outstanding Scientist Award from the Qiu Shi Science and Technologies Foundation, the Collective Award for Outstanding Scientific and Technological Achievements from the Chinese Academy of Sciences, and the Gruber Prize in Neuroscience. He participated in the planning of China’s Major Project “Brain Science and Brain-Inspired Research” under the Innovation 2030 Initiative and the international mega-science project “Mesoscopic Connectome of the Whole Brain.” Mu-ming Poo has made pioneering contributions to the molecular and cellular mechanisms of neural plasticity; he elucidated the fundamental principles governing neuronal growth and synaptic plasticity, particularly the temporal windows and regulatory rules by which electrical activity modifies synaptic transmission efficacy, with broad applications in both neuroscience and machine learning. In recent years, he has vigorously promoted the development of non-human primate research in China, establishing macaque models for studying self-awareness. His team achieved the world’s first successful cloning of macaques using somatic cell nuclear transfer and constructed cloned macaque models with circadian rhythm disorders, ushering in a new era of using somatically cloned macaques as experimental animal models.
