On the one hand, policy support has enabled Hainan Province to lay a solid foundation for innovation in the digital health industry.
In January 2022, digital therapeutics (DTx) were included in a provincial-level plan for the first time, garnering attention and promotion at the provincial level and ushering the industry into a new phase of rapid development. In October of the same year, Hainan once again took the lead nationwide by releasing China’s first—and the world’s first—policy providing full-cycle support for digital therapeutics. The “Several Measures of Hainan Province to Accelerate the Development of the Digital Therapeutics Industry” outlined specific policy details for developing the DTx sector in Hainan, with a plan to transform the province into a global innovation island, a hub for innovative resources, and an industrial highland for digital therapeutics within two to three years.
Among these, a particularly critical component is the exploration of a closed-loop payment system. Hainan is currently actively pursuing product innovations that integrate “digital therapeutics (DTx) with commercial insurance,” including pilot programs to incorporate DTx as a health management service within special drug insurance policies and developing upgraded versions of the Hainan Huiminbao (inclusive commercial health insurance). Furthermore, Hainan encourages the exploration of pricing mechanisms for DTx and models for reimbursement through basic medical insurance. In addition, Hainan is investigating effective approaches to integrate DTx with diagnosis-related group (DRG)-based payment systems.
These practices have undoubtedly made Hainan a fertile ground for innovation in digital therapeutics.
On the other hand, Hainan is also fostering the healthy development of its industrial ecosystem by exploring real-world application scenarios.For example, as a key initiative of Hainan Province’s health sector, the province is promoting the implementation of the “2+3” Health Service Package across Hainan, with digital therapeutics from multiple companies selected for inclusion, significantly accelerating their practical application and deployment.
