From December 2 to 4, the 2024 Boao Forum for Entrepreneurs series of events was held at the Boao Asia Forum International Conference Center. Themed “New Blueprint for Reform, New Momentum for Development,” the forum brought together more than 1,000 government leaders, experts, scholars, and corporate representatives to discuss new opportunities for reform and chart a new future for development.
Innovation and reform in the healthcare sector constitute a major public welfare initiative impacting millions of households, while also serving as a focal point for the pharmaceutical and health industries. At the “2024 Health Future Forum,” distinguished guests—including Academician Wang Chen, Vice President of the Chinese Academy of Engineering, President of the Chinese Academy of Medical Sciences, and President of Peking Union Medical College; Zhan Jifu, former Director of the Standing Committee of the Sanming Municipal People’s Congress; Xu Shuqiang, President of the China Hospital Development Research Institute; and Zhang Songqi, Vice President of WeDoctor Group and President of WeDoctor Hainan—were invited to attend. They engaged in in-depth exchanges and discussions on innovative development within the health industry and the goal of building a health community.
Digital Intelligence for Efficiency Enhancement: Health Consortia Drive the Implementation of Value-Based Healthcare
Driven by digital and intelligent technologies such as AI, the healthcare industry is undergoing profound transformation. In his keynote address, Zhang Songqi pointed out that “value-based healthcare,” which delivers both social and economic benefits, is poised to become the guiding principle of China’s healthcare reform. The “Health Community” model represents WeDoctor’s innovative practice in implementing value-based healthcare.
In 2015, WeDoctor established China’s first internet hospital, the Wuzhen Internet Hospital. Since 2021, this internet hospital has been progressively upgraded into a smart hospital. Today, by leveraging its self-developed healthcare large language model and the scaled deployment of AI applications—including AI physicians, AI pharmacists, AI health managers, and AI intelligent control systems—WeDoctor has successfully pioneered an innovative path where AI enhances efficiency across the “three medical sectors” (medical care, health insurance, and pharmaceuticals). This approach has not only realized the implementation of value-based healthcare centered on health but also forged a win-win pathway that combines healthcare reform benefiting the public with commercial innovation.

In 2019, WeDoctor first proposed the Digital Health Community model. Starting in 2020, the Tianjin Municipal Government partnered with WeDoctor to launch the “Tianjin Digital Health Community” special healthcare reform initiative. Under the guidance of the Tianjin Municipal Health Commission and the Tianjin Municipal Healthcare Security Administration, Tianjin WeDoctor Digital Intelligence Hospital took the lead in coordinating 266 community health service centers and over 2,000 stations and clinics across the city to jointly establish the Tianjin Primary Care Digital Health Community. By leveraging the “Four Clouds” platform—comprising Cloud Management, Cloud Services, Cloud Pharmacy, and Cloud Diagnostics—the initiative comprehensively enhanced primary healthcare service capabilities. Furthermore, by using diabetes management as an entry point to explore capitation-based global budgeting, it successfully achieved the goals of improving population health indicators, strengthening primary healthcare service capabilities, and reducing the growth rate of healthcare insurance expenditures.
Centered on the AI-enabled Health Community model, Zhang Songqi highlighted WeDoctor’s series of innovative initiatives. He pointed out that the Health Community aims to improve health efficiency by leveraging AI-driven technological innovations and performance-based payment models, thereby achieving integrated coordination among healthcare services, medical insurance, and pharmaceuticals (“the three medical sectors”), ultimately creating a win-win outcome for all stakeholders. Currently, Tianjin’s Digital Health Community has advanced to Phase 2.0, supporting district governments in strengthening close-knit county-level medical consortia, implementing capitation-based global budgeting reforms for family doctor签约 services, and enabling “co-management of multiple chronic conditions.” This model is now being rapidly replicated and deployed across China.
Due to its outstanding achievements, Tianjin’s Digital Health Community was listed among the “Top Ten New Measures for Advancing Healthcare Reform and Serving Public Health” in 2020 and 2023, respectively for its initiatives of “Building the ‘Four Clouds’ Platform to Promote the Development of Grassroots Digital Health Communities” and “Implementing Capitation-Based Global Budget Payment for Family Doctor Contract Services.” The experience of Xiqing District in Tianjin in exploring the development of integrated digital health communities was included in the National Health Commission’s “Typical Cases of Integrated County-Level Medical Consortia Construction (2023)” and promoted nationwide.
Based in the Free Trade Port, Leading the Development of the Digital Health Industry
With the continuous socioeconomic development in China and the steady advancement of the Healthy China Strategy, public demand for multi-level and diversified medical and health services is growing rapidly, imposing new requirements on the development of the medical and healthcare industry and the innovation of health management models.
As a vital window for China’s reform and opening-up, Hainan has entered a critical phase of implementing island-wide customs closure operations. This September, the *Notice on the “Zero-Tariff” Policy for Drugs and Medical Devices in the Hainan Free Trade Port* and the *Notice on Launching Pilot Programs for Expanded Opening-Up in the Healthcare Sector* were successively issued. The *Three-Year Action Plan for High-Quality Development of Hainan Province’s Digital Health System and Digital Health Economy (2024–2026)* sets forth the goal of establishing a nationwide-leading, comprehensive, full-lifecycle digital health system by the end of 2026, thereby attracting upstream and downstream institutions and enterprises from across China’s leading digital health industry chain to cluster and develop in Hainan.
Against this backdrop, leveraging the Hainan Free Trade Port’s unique geographical advantages, natural endowments, and policy benefits, WeDoctor is vigorously advancing its business layout in Hainan around its “Two Hospitals and One Platform” strategy.
“The ‘Two Institutes and One Platform’ refers to the ‘Academy + Hospital’ model and the International Medical AI Service Platform,” said Zhang Songqi. “WeDoctor will fully seize the opportunities presented by the development of the Hainan Free Trade Port, fostering new quality productive forces that feature distinct characteristics and lead innovative industry development.”
On one hand, WeDoctor has conducted in-depth explorations of innovative business initiatives in Hainan. Based on the strategic cooperation agreement officially signed with the Boao Lecheng International Medical Tourism Pilot Zone Administration and the Qionghai Municipal People’s Government on September 12, the three parties will jointly build an international health service platform. By establishing measures such as the Lecheng WeDoctor Internet Hospital and a digital medical consortium, they aim to accelerate the transformation of scientific and technological achievements in fields including innovative drugs, innovative medical devices, and foods for special medical purposes, thereby making global innovative pharmaceuticals and medical devices accessible to more Chinese patients.
On the other hand, Hainan Health Management College, deeply rooted in Hainan, is upgrading into a new type of platform-based health college characterized by “integration of industry and education.” As the “Whampoa Military Academy” of the health management industry, this institution—the first higher vocational college in China specializing in health management, established by WeDoctor Group, filed with the Ministry of Education, and approved by the People’s Government of Hainan Province—adheres to the development path of a platform-based college integrating industry and education. By precisely matching industrial demands and achieving deep integration with the construction of Lecheng WeDoctor Internet Hospital, it will adopt the “College + Hospital” development model to support Hainan in building an International Digital Health Port.
Zhang Songqi stated that, leveraging WeDoctor’s industry-leading digital intelligence capabilities and platform advantages, and guided by the “Double 100,000” initiative, WeDoctor will cultivate 100,000 health management professionals through Hainan Health Management College, providing the entire industry with skilled talent who possess market-demanded, professionally aligned expertise. Meanwhile, by aggregating 100,000 physicians via the Lecheng WeDoctor Internet Hospital and using Lecheng as a strategic hub, WeDoctor will deliver internationally advanced, efficient, and convenient medical and healthcare services to patients across China, thereby providing strong support for the high-quality development of China’s medical and healthcare industry.
