She pointed out that philanthropic forces are not only a key component in supplementing and improving the medical security system but also serve as a bridge connecting the government, enterprises, and all sectors of society. The Shanghai Life Oasis Public Welfare Service Center has successfully assisted numerous families of patients with critical illnesses by providing direct material aid, establishing platforms for matching medical resources, and conducting health education and psychological support activities. In the future, the center will continue to deepen cooperation among various parties and promote the improvement of relevant policies, jointly contributing to the construction and development of the multi-tiered medical security system.

Zhao Zhongxing, President of the Shanghai Changning District Senior Citizens AssociationAt the salon, the focus was on the healthcare security needs of the elderly population, emphasizing the importance of integrating health management with medical insurance. He pointed out that Shanghai has a large elderly population, with the number of residents aged 60 and above approaching 6 million. Although the medical insurance system is gradually improving, there are still unmet needs among the elderly in terms of financial burden from medical expenses, allocation of medical resources, and health management services. To transition from “elderly care” to “enjoying old age,” it requires joint efforts from all sectors of society to explore and improve a multi-tiered medical insurance system.

Market mechanisms are a key driver in advancing the development of a multi-tiered medical security system.Liu Chang, Founder and CEO of iShk AsiaIt is proposed that commercial health insurance serves as a key participant in the Healthy China initiative, a driver of healthcare reform deepening, and both a builder and connector of the multi-tiered social security system. Currently, its share within the system remains relatively low, underscoring an urgent need for it to play a more significant role. Efforts should be made to encourage close collaboration between commercial insurers, medical institutions, and pharmaceutical companies, exploring cooperative models that deliver mutual benefits for all parties. This will further support diversified payment mechanisms for innovative drugs and medical devices, thereby meeting the public’s diverse health needs.
