Jiading Anting Biomedical Industry Achieves Accelerated Upgrading Through Full-Chain Integration of Innovation, Empowerment, and Application

In 2023, Jiading District officially released its Biopharmaceutical Industry Plan, establishing a district-wide spatial layout characterized by “One Axis, One Town, Two Valleys, and Two Zones.” As a key development area within this framework, Anting has developed the Shanghai Anting Precision Medicine Innovation Hub, comprising the International Medical Industrial Park and the Precision Medicine Park. Focusing on four core sectors—cell therapy, medical aesthetics and anti-aging, high-end medical devices, and modern pharmaceutical logistics—the hub is accelerating the aggregation of leading enterprises and chain-dominating players in these niche fields. Leveraging major platforms such as Sinopharm Medical Devices, Fudan Furong Investment, and Fosun Group, it aims to attract more high-quality enterprises from the industrial ecosystem and advance in parallel with global innovation.

Amid the fiercely competitive landscape of domestic biomedical industrial parks, professionalism and differentiation have become key factors for standing out. The Park Provides Full-Lifecycle Services for Enterprises

In terms of policy support, enterprises benefit from a three-tiered framework at the municipal, district, and town levels, which combines the comprehensive biopharmaceutical policies of Greater Zhangjiang with specialized supplementary incentives from Jiading District to foster corporate innovation and development. The Anting International Medical Industrial Park, with a total planned area of 98 mu, serves as a key industrial carrier for the development of the biopharmaceutical sector in Anting Town. It achieves efficient land utilization through “vertical industrialization” and “revitalization of existing assets,” having already put into use nearly 100,000 square meters of high-quality industrial space. Upon full completion, its total floor area will approach 200,000 square meters. Furthermore, the Anting biopharmaceutical industry has reserved 506 mu of carrier space to support mature and large-scale manufacturing enterprises through the secondary transformation of land plots.

The Sinopharm Medical Devices Shanghai Integrated Operations Headquarters Project will leverage Jiading’s high-quality regional resources to establish a first-class, efficient, modern, and intelligent medical device logistics center in China. It aims to set leading national standards for lean material management and big data analytics services in healthcare, extensively promote advanced best practices from across the country, implement the healthcare system reforms in Jiading District, and support the Jiading District “Data Elements × Healthcare” regional platform in achieving cost reduction and efficiency improvement.

The “JunSai Bio New-Quality TIL Cell Intelligent Manufacturing Base,” developed by Shanghai JunSai Biopharmaceutical Co., Ltd. (JunSai Bio), is currently the world’s largest in terms of designed production capacity, the highest in construction standards, and the most intelligent in facilities among tumor-infiltrating lymphocyte (TIL) industrial-scale manufacturing bases. Committed to leveraging its role as a leading enterprise in this specialized segment of China’s biopharmaceutical industry to provide demonstration, leadership, and radiating influence, the base aims to attract further aggregation of upstream and downstream supply chain clusters, establish a full-chain innovation and translation consortium for TIL-based innovative cell therapies and new drug development, and accelerate the cultivation and development of new-quality productive forces in Jiading’s biomedical sector.

At the park opening ceremony in December 2024, JunSai Bio’s new-quality TIL cell industrialization base was officially launched.

As the first independently incubated artificial intelligence enterprise under Fosun, Xingmai has maintained a rapid growth trajectory since its establishment in 2017. It has accumulated a portfolio of over 40 AI disease models and established collaborations with more than 500 medical institutions across China. The microscope all-in-one machine, independently developed by Fosun Xingmai, has facilitated the intelligent upgrade of pathology departments within the Ruibei-Anting Medical Consortium, increasing diagnostic efficiency by 50%. The company plans to extend its coverage to 100 medical institutions in the Yangtze River Delta region by 2025.

In 2024, the “Jiading District Precision Medicine Industrial Cluster,” nominated by Anting Town, was successfully included in the “List of Shanghai Municipal Specialized and Sophisticated SME Clusters.” It became Jiading’s fourth municipal-level specialized and sophisticated SME cluster and the first industrial cluster in Jiading’s biopharmaceutical sector to receive such municipal-level recognition.
