Looking back over the past decade, the “Outline of the ‘Healthy China 2030’ Plan” promulgated in 2016 acted like a “butterfly flapping its wings,” transforming the strategic vision of “Healthy China” into an action agenda. It has built a full-chain policy innovation ecosystem covering R&D, approval, production, and market access, propelling China to become a global hotspot for innovation in the life and health industry.
“Healthy China 2030” has entered the final five-year sprint, drawing significant attention to its trajectory. On one hand, a tripartite integration among the state, industry, and basic research is in place, focusing squarely on original innovation in core technologies, with numerous medical achievements transitioning from laboratories to industrial application. Meanwhile, China remains steadfast in advancing high-standard opening-up and continuously optimizing the foreign investment environment. Multinational pharmaceutical and medical device giants are increasing their investments in China and deepening local collaborations, underscoring the strong “magnetic appeal” of the Chinese market.
Amidst the prevailing trends, more pragmatic issues are coming to the fore: On the path from laboratory discoveries to industrial application of medical achievements, how can we leverage a five-pronged strategy—top-level design, financial empowerment, talent mechanisms, platform development, and equity reforms—to build a closed loop of “basic R&D – technology transfer – industrial implementation”? In the two-way exchange between Chinese innovation and international markets, how will a globalized innovation ecosystem network, integrating government, industry, academia, research, and capital, facilitate innovative diagnostics and therapeutics in China?
