In addition,The “Several Opinions” establish a comprehensive policy support system spanning research and development, clinical trials, production, and market promotion.In the R&D phase, priority support is provided for the early-stage development of innovative drugs and medical devices, as well as for breakthroughs in key technologies; during the clinical trial phase, phased incentive support is offered; and in the production phase, greater support is extended to industrialization projects. Meanwhile, efforts will continue to strengthen ecosystem safeguards in areas such as talent, finance, and market access. Through policy guidance, these measures aim to foster industrial clustering and promote high-quality development of the biotechnology and general health industries.

“The ‘Several Opinions’ further expand the scope of support for innovative drugs and medical devices, increase the amount of support, strive to enable more innovative enterprises to benefit from the policies, ensure that subsidy amounts truly meet the needs of enterprises’ innovative development, and facilitate high-quality enterprise development.” A relevant official from the Beijing Economic-Technological Development Area further explained that, for example, in the area of clinical research on innovative drugs, the scope of policy support has been expanded from the original field of cell and gene therapy to include more areas such as chemical drugs and biological drugs. Milestone-based rewards are provided, offering one-time, deterministic incentives at different stages of clinical trials for Class 1 innovative varieties, with predictable reward levels. Support has also been added for Class 2 improved new drugs and new veterinary drugs, with one-time rewards granted upon completion of marketing authorization and industrial implementation. In the field of medical devices,The “Several Opinions” introduces new incentive policies for obtaining Class II and Class III medical device registration certificates.Encourage enterprises to increase investment in product development and promote the strengthening and expansion of the medical device industry. Regarding credit limit increases, according to the introduction,“The Several Opinions” further raises the upper limit of support for fixed-asset investment, increases support for major new and ongoing projects, and accelerates the implementation of major projects.Meanwhile, leading enterprises such as Bayer, Sanofi, and Sino Biopharm are encouraged to introduce new and blockbuster products, with milestone-based support provided for the output value contributed by incremental products.For major products with annual sales exceeding RMB 1 billion, the maximum support amount over a three-year period can reach up to RMB 75 million.Increase support for CXO platform-based enterprises through innovation vouchers, and continue to provide robust support for product market promotion and corporate internationalization strategies.

We aim to optimize functional layout, accelerate the implementation of industrial projects, enhance regional supporting facilities, and build a globally competitive hub for biopharmaceutical innovation.”

According to the plan outlined in the "Several Opinions," by 2027, Beijing Yizhuang will have basically established a full-industry-chain innovation service system. The industrial output value of the pharmaceutical and health industry is expected to exceed RMB 120 billion, with more than 25 innovative drugs and medical devices approved for market launch.
