Notice of the Hubei Provincial Department of Science and Technology on Holding the “Yao” Jingchu · 2025 Hubei Province Medical-Engineering Interdisciplinary Innovation and Development Competition

To all relevant entities:

To promote the integration of technology, talent, and capital in the medical-engineering interdisciplinary industry, and to drive the transfer and commercialization of scientific and technological achievements as well as the high-quality development of the sector with an application-oriented approach, the Hubei Provincial Department of Science and Technology has decided to host the “Medical Brilliance in Jingchu” · 2025 Hubei Province Medical-Engineering Interdisciplinary Innovation and Development Competition. The relevant matters are hereby notified as follows:

Hubei Technology Exchange

1. Medical institutions, universities, research institutes, technology enterprises, and other entities, teams, and individuals in the field of medical-engineering interdisciplinary collaboration located in Hubei Province or intending to start businesses in Hubei.

2. MainFocusing on high-end medical equipment, high-value medical consumables, efficient in vitro diagnostics, smart healthcare, brain-computer interfaces, and more.Interdisciplinary Fields of Medicine and Engineering.

3. Technically novel, advanced, creative, and possessing a certain degree of maturity.

4. Possesses promising market application prospects, with anticipated favorable economic and social benefits.

5. Possess independent intellectual property rights with no ownership disputes.

6. The team responsible for the original achievements possesses technical R&D capabilities and is committed to commercializing these results to achieve industrialization.

7. Projects that have already received the highest award in national-level innovation and entrepreneurship competitions, or have been selected as one of the Top Ten Medical-Engineering Interdisciplinary Innovation Achievements in previous editions of Hubei Province, are ineligible to register for this competition.

(I) Project Registration

1. Self-registration. Relevant organizations shall log in to and register on the "Kehui Network" platform (existing accounts may be used as normal), select the "2025 Hubei Province Medical-Engineering Interdisciplinary Innovation and Development Competition" section, complete the required information online in accordance with the content requirements, and upload relevant supporting materials.

2. Recommended Registration. Relevant provincial-level departments, science and technology bureaus of all cities and prefectures, and relevant competition organizers may recommend outstanding medical-engineering interdisciplinary projects for participation, and submit the Summary Table of Recommended Competition Projects to the Provincial Department of Science and Technology.

3. Non-provincial scientific and technological achievement projects intended for implementation and commercialization in Hubei Province must form teams with universities, research institutes, enterprises, or public institutions located in Hubei to participate in the competition.

4．Registration Deadline: June 20, 2025。

(II) Preliminary Review

In early July, a formal review of the registered projects will be conducted, and preliminary assessment and classification will be performed based on technological advancement and maturity for implementation and commercialization.

(3) Preliminary Round

Scheduled for July–August, the event will be conducted through roadshow competitions in diverse formats, with specialized sessions held in collaboration with participating entities from financial empowerment initiatives, including concept verification platforms, investment firms, banks, and funds.

(4) Semifinals

Scheduled for mid-to-late August, the event will select projects advancing from the preliminary rounds through roadshow competitions to enter the finals.

(V) Finals

Scheduled for mid-to-late September, the final round will feature project presentations, expert commentary and defense, and on-site scoring, with an emphasis on the application prospects and investment value of technological achievements. The expert review panel will consist of academicians, experts, heads of top-tier medical institutions, representatives from medical-engineering enterprises, and renowned investors, while the professional review panel will comprise directors of clinical medicine research centers and leaders of prominent investment firms.

(VI) Award Categories

1. Top 10 Medical-Engineering Interdisciplinary Innovation Achievements in Hubei Province, 2025: Selected by expert and professional review panels through weighted scoring across dimensions including technological value, market value, and team value.

2. Most Investable Innovations in Medical-Engineering Convergence: Selected by prominent investors from the medical-engineering convergence sector.

3. Most Application-Valuable Innovation Achievements in Medical-Engineering Convergence: Selected by votes from heads of clinical medical research centers on the front lines of clinical practice.

Adopting a competition-based evaluation approach, projects under the “Top Ten Innovations in Medical-Engineering Convergence” that are organized, implemented, and commercialized by enterprises and institutions based in Hubei Province will be funded as provincial-level science and technology plan projects. Achievements from the competition that are applied and translated within Clinical Medicine Research Centers will receive additional points in the centers’ annual performance assessments. All participating projects will be connected to the financial empowerment services of the Hubei Province Medical-Engineering Convergence Innovation Development Plan. The Provincial Department of Science and Technology will organize professional service teams to collaborate with various financial institutions and provide targeted matchmaking services based on project needs, offering a range of financial solutions including proof-of-concept support, seed funding, industrial investment, bank credit, and science and technology insurance.
