Neutech Group's City-Level Smart Elderly Care Platform Launches in Shenyang, Advancing Its 'Education-Medical-Elderly Care-Wellness-Tourism' Strategy

In April 2024, the General Office of the Ministry of Civil Affairs and the Comprehensive Department of the National Data Administration jointly released the “Public Notice on the Proposed List of Regions Selected for the Pilot Program of the Integrated Platform for Basic Elderly Care Services,” proposing to designate 48 regions, including Tianjin Municipality, as pilot areas for the integrated platform for basic elderly care services.

In June this year, the Shengqing Kangyang Shenyang Basic Elderly Care Services Comprehensive Platform (hereinafter referred to as the “Shengqing Kangyang Platform”) was officially launched.

As the ecosystem operator of the platform, the launch of the city-level smart elderly care platform also marks another implementation of Neusoft Ruixin Technology Group’s “Education, Medical Care, Elderly Care, Rehabilitation, and Tourism” strategy. Its innovative concept and practical achievements in “education-driven aging prevention and technology-enabled elderly care” have provided new insights for the industry.

The Essence of Elderly Care Is Comprehensive Rehabilitation of Life Status

The elderly care services market is continuing to expand.

According to data from the National Bureau of Statistics, China’s total population stood at 1.40828 billion at the end of 2024. Among them, the population aged 60 and above reached 310.31 million, accounting for 22.0%, while those aged 65 and above numbered 220.23 million, representing 15.6%. As the aging of China’s population intensifies, demand for elderly care services has further increased.

“Blue Book on the Silver Economy: Report on the Development of China’s Silver Economy (2024)” shows that in 2023, the scale of China’s silver economy was around RMB 7 trillion, accounting for approximately 6% of GDP; by 2035, the scale of the silver economy is expected to reach RMB 30 trillion, representing 10% of GDP.

In this market with significant growth potential, the pilot implementation of long-term care insurance policies has prompted a wave of institutions to enter the elderly care service sector, offering services such as in-home care. However, while the industry focuses on providing care for the elderly, particularly those who are disabled or semi-disabled, it often overlooks the fact that “aging” is a dynamic and evolving process.

Neusoft Ruixin Technology Group proposes that the elderly care industry should shift from passive caregiving to proactive aging prevention, build a comprehensive product and service system, and ultimately achieve a leapfrog upgrade from “subsistence-based elder care” to “value-oriented elder enjoyment.”

This is attributable to Neusoft Ruixin Technology Group’s profound insights into the elderly population and the industry—

On one hand, the mindset of the elderly population is undergoing a transformation. Currently, individuals born in the 1960s are gradually entering retirement. Compared to traditional elderly cohorts, this “post-1960s” generation holds markedly different consumption attitudes: while possessing substantial purchasing power, they are reshaping the value logic of the silver economy by embracing a more youthful lifestyle characterized by health management, fashionable consumption, and social entertainment.

On the other hand, aging is a phased process, and the needs of the elderly also exhibit stage-specific changes. For the elderly population, individuals can be broadly categorized into two groups based on their physical condition, with 75 years of age as the dividing line: the "active elderly" and the "disabled or semi-disabled elderly." The primary need of the active elderly is "prevention of aging," which requires extending the period of vitality to delay the aging process. In contrast, the disabled and semi-disabled elderly focus more on "elderly care," necessitating the provision of caregiving services.

New Infrastructure for Urban Elderly Care Is Poised to Emerge

How can we better meet the diverse needs of elderly populations across different age groups? The answer is self-evident: by integrating elderly care service resources to achieve the highest possible degree of demand-supply matching.

In view of this,Neusoft Ruixin Technology Group proposes to build a city-level smart elderly care service system centered on model innovation, platform empowerment, and data-driven strategies, creating a “Platform + Ecosystem” framework. By integrating resources from the government, enterprises, communities, and other stakeholders, it aims to support the development of new urban infrastructure for elderly care. In June this year, the Shengqing Kangyang Platform, jointly developed by the Shenyang Civil Affairs Bureau, Neusoft Corporation, Neusoft Ruixin Technology Group, and Shenyang Shengjing Financial Holdings Investment Group, was officially launched.

Relevant data show that by the end of 2024, Shenyang’s registered elderly population reached nearly 2.34 million, accounting for 30.6% of the city’s total registered population, with severe population aging becoming a prominent feature of Shenyang’s economic and social development. With the launch of the Shengqing Health and Wellness Platform, it will center on the needs of 2.34 million elderly individuals, adopt a scenario-driven approach, and cover 30 core elderly care scenarios—including home-based services, in-home medical and nursing care, a renewal marketplace, and universities for the elderly. By aggregating more than 700 elderly care service providers nationwide and in Shenyang, the platform aims to establish a new model of smart elderly care that provides full coverage across home, community, and institutional settings; integrates online, offline, and delivery processes; and offers comprehensive support spanning education, healthcare, and wellness.

At the inaugural Northeast Asia International Silver Economy Expo, Professor Wen Tao, Executive Director, CEO, and President of Neusoft Ruixin Technology Group, further emphasized that “the Neusoft City-Level Smart Elderly Care Platform, as new urban infrastructure in the era of aging, has established an elderly care service system characterized by ‘government guidance, platform support, data-driven operations, and industrial collaboration.’”By activating the urban elderly care service market, we will drive the transformation from the traditional “people seeking services” model to a “services seeking people” model, achieving intelligent, efficient, and personalized upgrades in elderly care services. This will also promote deep integration and coordinated development within the elderly care industry, injecting digital-intelligence momentum into the urban elderly care ecosystem.

From the government’s perspective, by establishing an elderly care data space, Neusoft Ruixin Technology Group will further assist the government in forming data assets, enabling real-time monitoring of citywide elderly care service dynamics and fostering new development under precise guidance. In the future, on one hand, the government can achieve precise regulation by supervising service quality and monitoring fund flows in real time; on the other hand, it can make precise decisions to support the planning of elderly care facilities, policy optimization, and industrial guidance.

From an industry perspective, by identifying target demographics, constructing precise digital profiles of elderly consumers, and conducting in-depth demand analysis, Neusoft Ruixin Technology Group will better facilitate the customization of elderly care services, thereby enhancing the overall industry standard. Specifically, industry enterprises can explore markets at lower costs to develop products and services that align with market demands; further reduce service thresholds by addressing the most critical rigid needs; and create scenario-based solutions through the excavation of associated needs.

From the user’s perspective, platform services will enable access to intelligent health management and more personalized care. Whether it involves daily living assistance, emotional support, health management, or safety monitoring, the platform can provide corresponding services. Furthermore, as users engage with the platform, AI-driven capabilities will deliver an increasingly personalized experience.

More importantly, users can access integrated medical and elderly care services, cultural and recreational activities, and professional support all on one platform—with the final choice left to them. Users can select the services best suited to their individual needs based on their current life stage and financial situation.

A Sustainable Elderly Care Service Ecosystem Built on the Foundation of "Education + Technology"

In the past, service platforms targeting the elderly population tended to focus on providing care services. Today, the Shengqing Kangyang Platform represents a further evolution from basic elderly care to comprehensive elderly care services. These services are no longer limited to seniors with partial or total disabilities but also extend to active seniors, leveraging resources such as education to further prolong their vitality.

This is closely aligned with the philosophy of Neusoft Ruixin Technology Group: “Education Drives Aging Prevention, Technology Empowers Elderly Care.”

As early as 2024, Neusoft Ruixin Technology Group targeted the needs of the aging population, leveraging seniors’ ample leisure time and addressing their personalized demands in learning, social interaction, and health. The group pioneered a distinctive “LIFECARES” model for elderly education, integrating enjoyment, care, medical services, learning, and purposeful engagement.

Addressing the medical and elderly care needs of seniors, Neusoft Ruixin Technology Group leverages its healthcare resources—including Dalian Ruikang Cardiovascular Hospital, Dalian Ruikang Zhuomei Stomatological Hospital, Ruikang Home Elderly Care Center, and six Yunshe Hotels nationwide—to fulfill these requirements. To meet the spiritual and psychological needs of the elderly, the Group has established Neusoft Phoenix Academy. Drawing on the accumulated health education resources from its three full-time higher education institutions (Dalian College, Chengdu College, and Guangdong College), and centered on the “LIFECARES” nine-dimensional empowerment model, the Academy has developed 106 courses across three categories: “AI and Artistic Creation,” “Health and Rehabilitation,” and “Mental Wellness Travel.” Coupled with a smart learning platform that enables health data tracking and community interaction, this initiative helps seniors navigate this new stage of life in the digital era.

Neusoft Ruixin Technology Group has gradually established its corporate development strategy of “Education, Healthcare, Elderly Care, Rehabilitation, and Tourism.” The launch of the Urban Smart Elderly Care Service Platform now marks another strategic milestone for Neusoft Ruixin Technology Group within this “Education, Healthcare, Elderly Care, Rehabilitation, and Tourism” framework.

“Currently, the wave of population aging is sweeping across the globe, and traditional elderly care models are facing dual challenges in efficiency and quality. The emergence of the Shenyang Shengqing Kangyang Platform leverages digitalization to further stimulate the development of the silver economy.”Liu Jiren, founder of Neusoft and Chairman of Neusoft Ruixin Technology Group, pointed out, “The platform will integrate the entire industrial chain encompassing elderly health, cultural tourism, rehabilitation nursing, and smart home solutions. By enabling data sharing and scenario integration, it will construct a closed-loop ecosystem for elderly care. It will not only create a large number of job opportunities but also attract global technological and service resources in the field of elderly care to converge in Shenyang, transforming the city into an innovation hub for future elderly care.”

In summary, the platform’s development is undeniably dependent on ecosystem building. Currently, the platform has aggregated more than 700 elderly care service providers, offering over 30 types of services.Neusoft Ruixin Technology Group has also invested in establishing the joint venture Shenyang Shengqing Kangyang Industry Co., Ltd. to operate the “Shengqing Kangyang” Urban Smart Elderly Care Platform. By integrating home-based, community, institutional, government, corporate, and various other services, it aims to create a new ecosystem and data space for the silver economy, thereby driving innovative development in this sector. At the press conference, the Shenyang Civil Affairs Bureau and Shenyang Shengqing Kangyang Industry Co., Ltd. signed the "Strategic Cooperation Agreement on the Shenyang 'Shengqing Kangyang' Smart Elderly Care Service Integrated Platform." Meanwhile, Shenyang Shengqing Kangyang Industry Co., Ltd. also entered into agreements with representatives of ecosystem partners from elderly care service institutions and the silver economy sector.

“Building an elderly care ecosystem is a systematic project requiring multi-party collaboration, involving the linkage of diverse stakeholders such as the government, elderly care service providers, consumer goods companies for seniors, as well as the elderly themselves and their families.” Wen Tao, Executive Director, CEO, and President of Neusoft Ruixin Technology Group, also expressed his hope that more enterprises in the elderly care sector would join the Shengqing Kangyang Platform, “to jointly fulfill this promise concerning the future of hundreds of millions of seniors, inject inexorable momentum into the prosperous development of China’s silver economy, and add more vibrancy to the golden years of Chinese elders!”
