Currently, building a multi-tiered healthcare security system has become the main theme of China's healthcare sector.
Against this backdrop, the synergy between social medical insurance and commercial health insurance, the integration of health insurance with health management services, and the innovation of health insurance products that effectively meet public needs have become critical issues requiring urgent resolution within the industry.
Among these initiatives, Huiminbao (city-specific supplemental medical insurance) serves as a vital component of the current multi-tiered medical security system. While numerous cities are actively launching Huiminbao health insurance products, they are also exploring the integration of Huiminbao with health management services.
According to KPMG China, as of February 2024, Huiminbao (inclusive commercial health insurance) products were in effect across 21 provinces/regions and 142 cities nationwide. Additionally, research by Yuanxin Huibao indicates that by the end of July 2023, a total of 213 Huiminbao products nationwide offered health management services, with clinical trial services, online consultation services, personal health record services, and early screening services for specific cancers being the most prevalent.
As a renowned and uniquely distinctive city within China’s healthcare system, how does Sanming’s health management practice under the Huiminbao framework differ after its healthcare reform entered Version 3.0, which centers on people’s health and emphasizes preventive care?
With this question in mind, VCBeat held a conversation with Chen Jiangzhong, founder of Xiamen Weishu Health Management Co., Ltd. (hereinafter referred to as "Weishu Health").
Founded in 2018, Weishu Health is a health technology company dedicated to the integrated development of health insurance and health management. By building a localized, vertically integrated medical and healthcare service system, it provides customized health management solutions for city-level inclusive commercial insurance and health insurance products.
Weishu Health is the health management service provider for the “Sanming Inclusive Medical Consortium Insurance” in 2024 and 2025. Its service system encompasses five major sectors: medical care services, health management, health prevention, pharmaceutical services, and traditional Chinese medicine wellness, covering 21 specific service items such as medical accompaniment, eye health services, oral care services, and physician follow-up services. It is currently providing health management services to 312,000 insured users of the “Sanming Inclusive Medical Consortium Insurance.”
Beyond routine value-added services for Huiminbao insurance, such as eye health and oral care, what are the distinguishing features of the health management services offered by Weishu Health? We obtained the answer from its founder, Chen Jiangzhong.
Closely integrate with public health initiatives to provide free follow-up examinations for women with abnormal results from breast and cervical cancer screenings.
The close integration with public health initiatives is the defining feature of the health management services provided by Weishu Health under the “Sanming Inclusive Medical Consortium Insurance” framework. Specifically, Weishu Health’s health management services are incorporated into chronic disease screening and management—such as blood pressure and blood glucose monitoring—as well as cervical and breast cancer screening programs for women.
In the area of chronic disease management, Weishu Health has partnered with local medical institutions in Sanming to conduct health education campaigns and community free clinic services, aiming to enhance residents’ health awareness. As of June 2025, Weishu Health had jointly organized 81 community free clinic events, 29 health lecture series, and 86 community public welfare promotional activities, reaching over 30,000 individuals.
On the other hand, Weishu Health has deployed ten blood glucose and uric acid testing devices in Sanming’s urban community health service stations to enable faster, more convenient, and intelligent chronic disease screening and management for local residents. Building on this foundation, Weishu Health will also collaborate with medical institutions to carry out chronic disease intervention and management initiatives.

It is worth noting that, given the considerable distances and limited transportation accessibility among the various townships in Sanming City, Weishu Health has independently procured mobile health examination vehicles equipped with an intelligent health check-up system. This initiative aims to extend the benefits of the “Sanming Inclusive Medical Consortium Insurance” to a broader rural insured population, providing local residents with convenient health screening services, including blood pressure monitoring, electrocardiography (ECG), mobile ultrasound, complete blood count (CBC), and blood biochemistry tests.

Regarding screening for the two major cancers affecting women, Chen Jiangzhong revealed that the state provides free cervical and breast cancer screening services to married women aged 35 to 64. As these free services are available only within a specified period, Weishu Health tracks screening data to identify abnormal results and reminds affected women to undergo follow-up examinations. For residents with abnormal results who are enrolled in the “Sanming Inclusive Medical Alliance Insurance,” Weishu Health offers complimentary follow-up examination services.
As of June 2025, in the areas of health management and early disease screening, Weishu Health has provided value-added services to over 3,000 individuals insured under the “Sanming Inclusive Medical Insurance.”
Strategic Deployment of Patient Assistance Services to Support the Construction of a Multi-Tiered Healthcare Security System
As health management innovations carried out under the framework of Huiminbao (inclusive commercial health insurance), their characteristics are inevitably linked to Huiminbao.
A tangible manifestation of this is that Weishu Health has established “Sanming Inclusive Medical Consortium Insurance Convenience Service Stations” at the 13 district and county general hospitals across Sanming City, providing residents with in-hospital triage guidance, patient escort services, and claims assistance. As of June 2025, Weishu Health had provided claims assistance for the “Inclusive Medical Consortium Insurance” to over 4,600 individuals and delivered in-hospital triage guidance and patient escort services to more than 45,000 individuals.
Furthermore, according to Chen Jiangzhong, given Sanming City’s large elderly population, online information may not be their primary channel for accessing information. Therefore, the “Sanming Inclusive Medical Alliance Insurance Convenience Service Stations” also assume the responsibility of popularizing science and providing public education on Huimin Bao (inclusive supplementary medical insurance).
It is worth noting that during the interview, VCBeat also learned about a new initiative launched by Weishu Health earlier this year: patient assistance. In January, the unveiling ceremony for the National Patient Assistance and Rational Drug Use CPAA Social Work Integration Service Station was officially held, providing medication assistance to its first patient with a serious illness. Weishu Health also played a role behind the establishment of this service station.
Chen Jiangzhong stated that the decision to launch a patient assistance program stemmed from the company’s customer service team providing claims services to numerous patients with critical illnesses in hospitals. This frontline presence allowed them to promptly identify patients’ needs and match them with charitable assistance programs, thereby alleviating their financial burden during medical treatment. This initiative also aligns with the national policy of promoting a multi-tiered supplementary healthcare security system.
In addition to actively expanding patient assistance programs, Weishu Health is also building a chronic disease management platform. On one hand, it provides digital chronic disease management services and evaluates intervention outcomes; on the other hand, it connects users with high-quality health management products for purchase.
Overall, Weishu Health supports health management for city-specific supplementary medical insurance (Huiminbao) and charitable patient assistance programs through hospital-based scenarios. Meanwhile, it actively enhances public awareness of health management through science popularization, education, and early disease screening initiatives.
