On July 25, 2025, the Zhongguancun (Haidian) Bio-Intelligent Manufacturing Industrial Park (Zone B) was officially inaugurated. This marks a significant step by Haidian District in advancing the development of its pharmaceutical and health industry cluster, signifying substantial progress in perfecting the full industrial chain of “R&D–translation–production” and promoting high-quality industrial growth. Over one hundred representatives from government and enterprises, industry experts, and media attended the opening ceremony to witness this important milestone.

At the commencement of the event, Wei Fei, Deputy Director of the Third Division for Industry Promotion under the Administrative Committee of Zhongguancun Science City, extended his congratulations on the opening of the industrial park. He pointed out that Haidian District, as the core area of Beijing’s International Center for Scientific and Technological Innovation, boasts immense potential in the pharmaceutical and health industries, leveraging its top-tier scientific research resources and profound innovation heritage. The completion of Zone B not only reshapes the industrial landscape of the Northern Area of Zhongguancun Science City but also directly addresses the critical challenge in Haidian’s pharmaceutical and health sector—namely, advanced R&D coupled with outsourced manufacturing. By providing a core platform for the commercialization of scientific and technological achievements, it has significantly enhanced industrial agglomeration, innovative capacity, and competitiveness.

Yu Zhiwei, Secretary of the Party Committee and Chairman of Beijing Haidian State-owned Assets Investment Group Co., Ltd., emphasized in his speech that Zone B is a key component of the 960,000-square-meter pharmaceutical and health industry ecosystem in northern Haidian. It will collaborate with the fully operational Zhongguancun (Haidian) Bio-manufacturing Industrial Park (Zone A), the Haixing Pharmaceutical and Health Innovation Park (Zone C), and the under-construction Zhongguancun Science City International Medical Valley, covering the entire industrial chain from R&D incubation to large-scale production. This layout has initially realized the original planning goal of “specialization and clustering,” forming a strategic upgrade from innovation sourcing to industrial commercialization. In the future, Haidian State-owned Assets Investment Group will further deepen collaborative innovation, strengthen full-cycle services, and expand cluster effects, supporting Haidian in building an “internationally first-class demonstration zone for interdisciplinary innovation in medicine and engineering.”

As a representative of the first batch of enterprises to settle in, Wu Liangbing, Deputy General Manager of Zenovii (Beijing) Medical Technology Co., Ltd., stated that the company specializes in CDMO and regulatory registration consulting services for high-end medical devices, which aligns closely with the park’s focus on innovative drugs and medical devices. He was deeply impressed by the park’s modern R&D and production spaces, comprehensive industrial chain support, targeted policy incentives, and “concierge-style” services. He looks forward to collaborating with all parties on this high-starting-point, high-standard, and high-specification development platform to jointly promote industrial upgrading and regional economic growth.

Precise Positioning, Focusing on Frontier Fields. The park focuses on high-end R&D and intelligent manufacturing in the biopharmaceutical sector, with core development directions centered on frontier fields such as innovative drug discovery, high-end medical devices, and cell and gene therapy (CGT). Leveraging Haidian District’s advantages in scientific research resources and talent concentration, it prioritizes the construction of a full-chain industrial ecosystem encompassing R&D office spaces, pilot-scale validation, CDMO/CMO services, and intelligent production. It is committed to becoming the core engine driving the “intelligent manufacturing” transformation in the biopharmaceutical industry.

Premium spaces, tailored to your needs. The park covers an area of approximately 33,400 square meters, with a total floor area of 59,600 square meters, comprising five production workshops and one service-support building. The five pilot-scale production facilities are designed with “flexible adaptability” as the core principle; their layout—consisting of three semi-detached and two standalone buildings—allows for customizable spaces to meet the diverse needs of biopharmaceutical enterprises in pilot R&D and production. Based on its M4 industrial land designation, the park features workshops with a maximum ceiling height of 6 meters and a maximum load-bearing capacity of 1,000 kg/m². These specifications accommodate personalized, high-standard renovation requirements for GMP-compliant cleanrooms and specialized laboratories, providing a solid and reliable platform to support the transition of biopharmaceutical innovations from pilot-scale testing to industrialization.

Vibrant Ecosystem, Cultivating Fertile Ground for Development.Adhering to the landscaping philosophy of “Green Ecology, Shared Vitality,” and set against the backdrop of the biopharmaceutical industry with the “Tree of Life” as its thematic thread, the park’s landscape constructs a three-dimensional ecological tableau featuring “One Core, Two Axes, Three Scenes, and Five Courtyards,” emerging as a lush ecological gem in northern Haidian. The “Central Reception Hall” provides enterprises with a shared social platform, while the “Sunshine Lawn,” “Four Seasons Courtyard,” and “Fitness Trail” create a vibrant work-life environment for employees. Furthermore, in terms of service systems, the park operator, Beijing Haixinyu Urban Renewal Group Co., Ltd., deeply integrates resources from surrounding research institutes and enterprise parks to build a collaborative innovation network, facilitating the efficient flow and precise matching of innovative elements such as technology, talent, and capital. Meanwhile, it has established a one-stop service platform and regularly organizes industry exchange events to integrate professional resources, addressing challenges across the entire process from R&D to mass production for enterprises, and actively fostering an open and dynamic innovation ecosystem.

It is reported that the Zhongguancun (Haidian) Bio-Intelligent Manufacturing Industrial Park (Zone B) has already attracted significant attention and favor from numerous leading enterprises and top-tier talents. In the future, as these high-quality resources continue to converge, the park will generate a powerful industrial agglomeration effect, driving innovation breakthroughs and the commercialization of scientific achievements, thereby contributing sustained “Haidian strength” to the construction of a world-leading science and technology park and the development of new quality productive forces!
