National Drug Safety Publicity Week 2025 Kicks Off with Themes 'Drug Safety, Regulation for the People' and 'Safe Cosmetics Use, Science for Protection'

On September 1, the National Drug Safety Publicity Week was launched in Beijing, with the 2025 theme being “Drug Safety: Regulation for the People.” From today through September 7, various drug safety science popularization activities—including public open days, interactive experiences, and outreach programs in communities and schools—will be carried out across China.

 

“During the 14th Five-Year Plan period,” China conducted annual random inspections of more than 20 batches of various drugs, over 20,000 batches of medical devices, and over 20,000 batches of cosmetics. It achieved 100% coverage in inspecting manufacturing enterprises and randomly sampling selected products under the national centralized procurement program. The national drug quality pass rate has remained steadily above 99.4%, and the overall drug safety situation has stayed generally stable. Currently, China’s pharmaceutical industry ranks second globally in scale, with innovative drugs under development accounting for approximately 30% of the global total.

 

It is understood that this Publicity Week focused on the “Eighth Five-Year” Plan for legal education within the drug regulatory system, the review and approval of drugs and medical devices, promoting high-quality development of the pharmaceutical industry, and the safe use of drugs, medical devices, and cosmetics. A series of publicity and implementation activities were centrally carried out, including thematic reporting, policy dissemination, experience exchange, public service advertisements, and public welfare training. Open house events for professional institutions were held, focusing on inspection and testing in the fields of drugs, cosmetics, and medical devices (“two products and one device”), as well as the review and approval of drugs and medical devices, to showcase key measures and achievements in drug regulation. Activities such as green recycling of cosmetic packaging materials, popular science lectures on the safety knowledge of “two products and one device,” and joint efforts to build a drug safety defense line were conducted in communities, enterprises, and campuses, addressing issues such as the governance of excessive cosmetic packaging and safety knowledge related to “two products and one device.” Popular science works, including infographics and videos, were produced around topics such as the safe use of “two products and one device” and policy interpretation. These materials were published on online platforms, including websites and new media matrices. By integrating live popular science broadcasts on new media platforms, innovative approaches to drug safety education were introduced, enriching the content of scientific publicity.

 

In addition, in the cosmetics sector, the China Fragrance and Flavor Industry Association concurrently hosted the 2025 Safe Cosmetics Use Science Popularization Week under the theme “Safe Cosmetics Use, Guided by Science.” Since its inaugural edition in 2019, the Safe Cosmetics Use Science Popularization Week has evolved into a public welfare initiative with broad social impact, providing robust support for public health and the high-quality development of the industry.

 

It is reported that the 2025 Safe Cosmetics Use Science Popularization Week campaign primarily comprises three implementation plans. The first plan is the “Omni-Media Science Popularization Campaign for Safe Cosmetics Use,” themed “Safety Is the Ultimate Premium Power.” Specific activities include, but are not limited to:


First, professional content creation: We will invite industry experts, dermatologists, and regulatory specialists to form an editorial team that produces in-depth science communication articles. Topics will include analysis of cosmetic ingredients, guidance on selecting cosmetics for different skin types, key safety considerations for children’s cosmetics, management of adverse reactions to cosmetics, and emerging trends in green cosmetics.

 

Second, diverse formats are employed: Leveraging the dissemination advantages of media platforms, we collaborate with relevant vertical bloggers and influencers to co-create and publish high-quality, engaging public welfare science popularization content in diverse forms, including videos, animations, and comics. A key focus is placed on producing a series of short educational videos, which are precisely promoted on social media platforms to effectively reach and attract young audiences. Additionally, safety tips for cosmetic use are displayed on product purchase interfaces across e-commerce platforms.

 

Third, enhanced interactive engagement: Online interactive sessions were established, including live Q&A with experts, knowledge quizzes with prize draws, and topic discussions. A discussion on “The Cosmetic Safety Issues I Care About Most” was conducted to gather consumer concerns and questions, followed by targeted science-based explanations.

 

The second implementation plan for the 2025 Safe Cosmetics Use Science Popularization Week is the “Public Welfare Campaign on Safe Cosmetics Use for Consumers,” themed “Beauty Requires a Sense of Security.” Specific activities include cosmetics companies entering campuses and showcasing green concepts. During the publicity week, cosmetics enterprises are encouraged to actively publish their green sustainable development philosophies, demonstrate achievements and experience in green development through specific practical cases, guide the industry toward green and sustainable directions, jointly advocate green cosmetics use concepts, and create a positive atmosphere for active participation across society.

 

The third implementation plan for the 2025 Safe Cosmetics Science Popularization Week is the “Green Action·Empty Bottle Recycling” initiative, themed “Green Heartbeat Project—Empty Bottle Alliance·Sustainable Beauty Action.” In collaboration with shopping malls, cosmetics companies, and environmental organizations, approximately 300 empty bottle recycling points will be established nationwide. Prominent recycling signage and convenient collection containers will be placed in high-traffic locations such as shopping malls, specialty stores, and office buildings. Meanwhile, online promotional content will be enhanced, with cosmetics companies providing activity links on mini-programs, official websites, and other platforms to inform consumers about the initiative’s concept, participation methods, and reward rules. Partnerships with food delivery and express courier platforms will introduce an option for customers to include empty bottles for return during deliveries, offering incentives to both consumers and delivery personnel to improve recycling efficiency.

 

Yan Jiangying, Chairman of the China Fragrance and Cosmetics Association, pointed out that as a key vehicle for consumption upgrading in the national economy and the core engine of the “beauty economy,” the cosmetics industry’s essence of “beauty” is inextricably linked to the baseline of “safety.” She expressed hope that media professionals will leverage their role in guiding public opinion, amplify scientific voices, dispel misconceptions, and jointly foster a positive social atmosphere characterized by “scientific cosmetic use and rational pursuit of beauty.”

 

“As the 2025 Safe Cosmetics Science Popularization Week action plan is rolled out, it will effectively enhance the public’s sense of security and trust in cosmetic safety, foster a favorable social environment for the healthy development of the cosmetics industry, and enable consumers to use cosmetics with greater confidence and scientific awareness,” pointed out Yan Jiangying.
