NHS Announces Interim Expert Review Results for 2025 National Reimbursement Drug List and Commercial Insurance Innovative Drug List

On September 20, the National Healthcare Security Administration released the “Announcement on Querying the Interim Results of Expert Review for Drugs That Passed Formal Examination in the Adjustment of the 2025 National Basic Medical Insurance Drug List and the Commercial Health Insurance Innovative Drug List.”


In accordance with the Work Plan for Adjusting the 2025 National Basic Medical Insurance, Maternity Insurance, and Workers’ Compensation Insurance Drug Catalogue and the Commercial Health Insurance Innovative Drug Catalogue, the National Healthcare Security Administration organized experts to review the drugs that had passed the formal eligibility screening for inclusion in the 2025 National Basic Medical Insurance Drug Catalogue and the Commercial Health Insurance Innovative Drug Catalogue (hereinafter referred to as the “2025 National Basic Medical Insurance Catalogue and Commercial Health Insurance Innovative Drug Catalogue”). The review process has now been completed.


The National Healthcare Security Administration has announced that it plans to hold an on-site communication meeting with enterprises involved in negotiations, bidding, or price consultations in Beijing in the near future (specific requirements and venue will be notified separately). To ensure the smooth progression of the subsequent stages of the catalog adjustment, all applying enterprises are requested not to unauthorizedly release any information regarding this adjustment to the public prior to the official release of the 2025 National Basic Medical Insurance Catalog and the Commercial Health Insurance Innovative Drug Catalog.


The announcement states that relevant applicant enterprises may log in to the National Healthcare Security Administration Service Platform (https://fuwu.nhsa.gov.cn) and access the “2025 Adjustment of the National Basic Medical Insurance Drug List and Commercial Health Insurance Innovative Drug List” module (hereinafter referred to as the “List Adjustment Module”) to inquire about the review results. For drugs whose expert review results are categorized as “Proposed Simplified Renewal,” “Proposed Renegotiated Renewal,” “Proposed Negotiated Addition,” “Proposed Bidding-Based Addition,” or “Proposed Price Negotiation,” the relevant enterprises shall download the corresponding “Confirmation Letter Template” from the “List Adjustment Module,” complete it as required, affix their official seal, and upload it to the “List Adjustment Module” no later than 12:00 on September 23, 2025. The original documents must also be mailed to the National Healthcare Security Administration on the same day, with the postmark date serving as proof of submission.


For drugs confirmed to participate in negotiations (including “negotiated renewal” and “newly added through negotiation”), bidding, and price consultations, relevant enterprises shall download the corresponding “Submission Material Template” from the “Catalog Adjustment Module” and complete and submit it as required. Enterprises must ensure that the submitted data and materials are complete, authentic, and reliable, and shall send one hard copy and one electronic copy on CD (with Volume I materials provided in both Word and PDF formats) to the National Healthcare Security Administration by 17:00 on September 30, 2025 (as evidenced by the postmark). For off-list drugs with review results of “Proposed for Inclusion via Negotiation,” “Proposed for Inclusion via Bidding,” or “Proposed for Price Negotiation,” this indicates that the drugs have been included in the scope of negotiations, bidding, or price consultations for the 2025 National Basic Medical Insurance Directory and the Commercial Health Insurance Innovative Drug Directory, thereby qualifying for such processes. It does not mean that the drugs have already been included in the National Basic Medical Insurance Directory or the Commercial Health Insurance Innovative Drug Directory.
