China's Biomanufacturing Industry Surges by RMB 100 Billion in Three Months; MIIT to Unveil Major Policy with Four Strategic Pillars

Recently, according to information from the Economic Information Daily of Xinhua News Agency,The Ministry of Industry and Information Technology will compile and releaseThe 15th Five-Year PlanDevelopment Plan for Biomanufacturing.

According to the analysis, the development plan will mainly include four key areas:

First, identify flagship products and typical artificial intelligence application cases, cultivate pilot-scale platforms for biomanufacturing, and launch “open competition” initiatives for high-performance bioreactors, thereby striving to advance biomanufacturing into a new stage of development.

It is understood that,12Month19The Ministry of Industry and Information Technology announced three key lists, among which the “List of Selected Units for the High-Performance Bioreactor Innovation Task” includes: Weimei Bio, Institute of Industrial Technology, Dibio,Tofflon, Bio-Link, Truking Technology, etc.

List of Flagship Products in Bio-manufacturing (First Batch) Includes: Clostridium autoethanogenum Protein (Shoulang Biotech), Allulose (Weiyuan Synthesis),Polyhydroxyalkanoates(Microstructure Factory), etc.

“List of Pilot-Scale Capacity Building Platforms for Biomanufacturing (First Batch)” includes: Joinn Bioservices, Bloomage Biotech, Yikelai, WeiKang Probioticsetc.

The three lists precisely construct a complete industrial ecosystem chain of “innovation breakthroughs–translation support–implementation of outcomes.” The shortlisted units for the innovation tasks, selected through the “open competition” mechanism, will become the “vanguard” of industrial upgrading, while the pilot-scale platforms will serve as the “accelerators” for achievement translation. Landmark products will set the “barometer” for high-quality industrial development.

Second, we must clearly define the next steps to strengthen scientific and technological R&D and tackle key innovation challenges, promote the coordinated development of industry, academia, research, application, and finance, solidify the industrial foundation, and expand the range of applied products.

Among them,15th Five-Year PlanDuring this period, efforts should focus on addressing the fundamental scientific challenges and major engineering bottlenecks facing biomanufacturing, strengthening original innovation and breakthroughs in key core technologies, and promoting deep integration between technological innovation and industrial innovation; meanwhile, accelerate the development of a cohort of pilot-scale platforms with strong service capabilities and shared access.

It is reported that the Ministry of Industry and Information Technology will collaborate with the Chinese Academy of Sciences and other departments to carry out research and development of high-performance bioreactors, continuously enhance the integration capabilities and production efficiency of key equipment, and strengthen industrial innovation capacity and development momentum.

Recently, Tan Tianwei, an academician of the Chinese Academy of Engineering and president of Beijing University of Chemical Technology, has also emphasized the importance of foundational technologies.

According to reports, the focus of biomanufacturing lies in designing life, which requires robust foundational capabilities: gene editing tools, strain design algorithms, enzyme engineering technologies, metabolic pathway databases, etc. However, these are currently relatively weak links in China.

Moreover, core microbial strains remain heavily reliant on foreign resources; key enzymes and certain components of bioreactors still need to be imported; and industrial-grade bioinformatics databases have not yet been fully established. To achieve true “intelligent life manufacturing,” it is essential to overcome these fundamental challenges and build a self-reliant and controllable technological foundation.

Third, at the same time, we will leverage the leading and driving role of flagship enterprises, exerting simultaneous efforts across the entire value chain—from upstream variety creation to downstream product applications in food, pharmaceuticals, and bio-based materials.Accelerate the development of product and enterprise matrices in biomanufacturing to drive the growth of the biomanufacturing industryStringing Beads to Strengthen the Chain

Fourth, expand the wide application of biomanufacturing products in fields such as healthcare, new materials, green energy, and aerospace.Enhance the supply capacity of diversified and high-end products, further reduce production costs for mass-consumption goods, continuously meet growing consumer demand, and actively cultivate new growth drivers.

In addition to policy content, data from the Economic Information Daily of Xinhua News Agency also shows that China’s current total scale of the biomanufacturing industry has reached1.1trillion yuan, with the output of bio-fermentation products accounting for the global70%The above.

It should be noted that this year9Month26According to the data released by the Ministry of Industry and Information Technology, the total scale of China's bio-manufacturing industry remains“Approaching1"trillion yuan"

In less than3months, the scale of China's biomanufacturing industry has grown by more than1000100 million.

An analysis reveals that biomanufacturing has emerged as a new industrial frontier attracting strategic investments from multiple stakeholders. For example,Gutter OilThrough a series of processes such as hydrodeoxygenation, it is transformed into aviation fuel; soybeans, through the ingenious conversion by biological enzymes, have become the new favorite in the health supplement market; corn is processed into fuel ethanol, contributing to emission reduction in the aviation industry.……

Behind the scale and production capacity advantages of the industry lies the continuous drive of technological innovation.

Over the past five years, China's major biomanufacturing enterprises have cumulatively reached13680Item,9447items, accounting for of the total historical applications52.2%and63.8%, the pace of technological innovation has accelerated significantly. Currently, China's biomanufacturing industry has achieved global leadership in certain emerging fields.

Li Boyang, Director of the Consumer Goods Industry Institute at the CCID Research Institute, introduced that,14th Five-Year PlanDuring this period, the scale of niche sectors in China, such as bio-based materials and bio-based chemicals, has continued to grow. The output value of biological fermentation is relatively"13th Five-Year Plan"Final Growth20%around,The output of several bulk commodities ranks first in the world; in certain emerging fields such as hyaluronic acid, polylactic acid, and synthetic starch, China has achieved parity with or even surpassed developed nations.

As emerging sectors see accelerated expansion, industrial innovation capabilities continue to strengthen. Data from the Consumer Goods Industry Research Institute of the China Academy of Information and Communications Technology (CAICT) shows that China’s global share of both published papers and patent applications in the field of biomanufacturing exceeds20%, a number of national key laboratories and industrial innovation platforms have been established.

Furthermore, investment and financing activities in the field of biomanufacturing remain active. According to reports,2015Since [year], global investment and financing in synthetic biology manufacturing have maintained approximately30%CAGR,2025Annual projected to reach250around $100 million, equivalent to approximately RMB1757100 million yuan.Studies suggest that15th Five-Year PlanDuring this period, China's bio-manufacturing industry has entered a critical phase of development.
