May 20, 2026, Beijing — The Beijing–Yangtze River Delta Medical and Health Industry Cooperation Symposium was successfully held in Shanghai. Spearheaded by the Beijing Investment Promotion Center, in collaboration with the Municipal Health Commission, the Municipal Medical Products Administration, and key industrial parks including the Beijing Economic-Technological Development Area, Daxing District, and Changping District, the event facilitated in-depth engagements with leading enterprises in frontier sectors such as innovative drugs, high-end medical devices, AI-driven drug discovery, and cell and gene therapy, to explore new opportunities for cooperation.
At the symposium, relevant departments of Beijing Municipality provided in-depth interpretations of policy support and industrial ecosystem development, which are of paramount concern to enterprises. Beijing has established a comprehensive support system for innovative pharmaceuticals that covers the entire chain from “R&D—approval—manufacturing—application,” offering full-cycle assistance to guide enterprises from the laboratory to the market.
Accelerating Review and Approval to Achieve the “Beijing Speed” for Innovation. Beijing is deepening the project-based management of innovative drugs and medical devices, with a target of including no fewer than 400 innovative products by 2026. Each project will be provided with exclusive, end-to-end services covering R&D, testing, registration, market launch, hospital admission, and health insurance integration. A green channel has been established for supplemental drug application registration testing, reducing the timeframe from 70 working days to 40 working days. Meanwhile, the city aims to approve no fewer than 18 new innovative drugs and medical devices annually, accelerating product launches and ensuring earlier patient access.
Precise Strategic Positioning in Frontier Sectors: Partnering with Enterprises to Explore New Blue Oceans. For three consecutive years, Beijing has rolled out the “32 Measures,” a special policy package for innovative pharmaceuticals. The latest measures, introduced in April 2026, focus on cutting-edge areas such as AI-driven prediction, organoids and organ-on-a-chip technologies, brain-computer interfaces, cell and gene therapy, and immunotherapy. These initiatives are precisely aligned with the R&D pipelines of innovative drug and medical device companies, providing comprehensive support from early-stage research to industrialization.
Bridging the “last mile” between clinical practice and real-world application. We are actively promoting the adoption of innovative surgical robot models in hospitals. A total of 674 innovative drugs included in the national reimbursement negotiations have been directly incorporated into the drug formularies of designated medical institutions, with the “dual-channel” mechanism ensuring their maximum accessibility. The time required to initiate clinical trials has been reduced to 21.6 weeks, a decrease of nearly 11 weeks compared to 2023, providing tangible support for accelerating patient enrollment of products under development and securing a competitive edge.
Further Upgrading Cross-Border Facilitation to Smoothly Integrate Domestic and International Dual Circulation. We have continuously expanded the variety, volume, and hospital-based utilization of temporarily imported drugs for rare diseases. To date, we have facilitated the approval of 29 imported drugs and medical devices, including 21 for rare diseases, providing efficient and convenient port services to support enterprises in establishing their international business operations in Beijing.
At the event, numerous companies were deeply impressed by Beijing’s efficient review processes, clinical resources, and sincere policy support, with many expressing a strong willingness to visit Beijing for further discussions and negotiations on the spot. A representative from the Beijing Investment Promotion Center stated that Beijing will provide end-to-end services for enterprises, from initial matchmaking to project implementation, and sincerely welcomes more pharmaceutical and healthcare companies to invest in and deepen their presence in Beijing, sharing in the strategic opportunities offered by the capital’s growing pharmaceutical and healthcare industry.
