At the Boao Forum for Asia World Health Conference held in Qingdao, MSD announced the signing of a memorandum of cooperation with Pingan Medical Health Management Co., Ltd. to launch a strategic partnership. The two parties will jointly create a replicable commercial insurance model, known as the “Qingdao Model.”
The aim is to effectively expand Chinese patients’ access to innovative medicines, enabling more patients to use these therapies while ensuring that costs remain affordable.

Meanwhile, the “Qingdao Model” will provide training to physicians at primary healthcare centers and share professional medical resources on chronic disease management, aiming to enhance the diagnostic and treatment capabilities of primary care physicians and better serve local patients.
Such a strategy, which leverages joint insurance mechanisms to achieve competitive advantage in an increasingly crowded pharmaceutical market—particularly the oncology drug sector—has indeed proven to be a sound choice. It has helped alleviate patients’ out-of-pocket medication costs to some extent and has been instrumental in capturing market share.
