On February 28, 2013, the State Council approved the establishment of the Boao Lecheng International Medical Tourism Pilot Zone, granting a series of medical opening-up policies. The Pilot Zone is located on both sides of the Wanquan River, between the Jiage Town urban area of Qionghai City and the core area of the Boao Forum. Its planned scope extends from the East Ring Railway in the northwest to Lecheng Island in the southeast, with a north-south distance of approximately 10 kilometers. Covering a total area of 20.9 square kilometers, its planned construction land area is 10.64 square kilometers. It aims to become an international medical tourism destination, a base for cutting-edge medical technology research, development, and transformation, a gathering place for new national medical institutions, a clinical medical center with distinctive features and advanced technology, a traditional Chinese medicine rehabilitation center, an international-standard health examination center, a showcase and follow-up treatment center for internationally renowned medical institutions in China, a clinical medical center for rare diseases, and an international medical exchange center — "three bases and six centers."

Sanofi’s collaboration with the Boao Lecheng Pilot Zone covers multiple areas, including the “Never-Ending Exhibition of Pharmaceuticals and Medical Devices,” pilot implementation of innovative drugs and vaccines, real-world data research, and the Lecheng Global Special Drug Insurance. Both parties will leverage their respective unique advantages to commit to bringing more globally innovative and clinically urgent high-quality medicines to China, thereby enhancing access to premium innovative medical products and services while improving diagnostic and therapeutic quality and healthcare affordability.

Sanofi’s collaboration with Lecheng began more than a year ago. In December 2019, Sanofi established its presence in the Lecheng Pilot Zone, setting up the first real-world study center for a multinational enterprise in Lecheng. Over the past year, Sanofi has implemented multiple projects in Lecheng, including the targeted biologic agent Dupixent for the treatment of atopic dermatitis, which was made available at the Boao Lecheng Super Hospital prior to its official market launch, thereby benefiting Chinese patients at an earlier stage.
