(2) Submission in written form. Written submissions may be directed to the purchaser or the procurement agency as per the information provided in this announcement. The purchaser or the agency shall respond in accordance with relevant regulations.

 

If the supplier disagrees with the handling opinion on the challenge, it may file a complaint online with the Bengbu Public Resource Trading Supervision and Administration Bureau through the Bengbu Public Resource Electronic Trading System within the prescribed time limit.

 

Conditions for Filing Objections and Circumstances for Non-Acceptance:

 

Pursuant to the Government Procurement Law of the People's Republic of China, the Regulations on the Implementation of the Government Procurement Law of the People's Republic of China, and the Measures for Handling Challenges and Complaints in Government Procurement issued by the Ministry of Finance, and other lawsRegulations, the conditions for filing a challenge and the circumstances under which it will not be accepted are hereby notified as follows:

(2) Applications shall not be accepted under any of the following circumstances:

 

① The entity raising the challenge is not a supplier participating in the government procurement project activities;

 

② The time for raising objections exceeds the prescribed time limit;

 

③ Where the submitted materials for challenge are incomplete;

 

④ The challenge contains subjective speculation and other content, and fails to provide valid clues that are difficult to verify;

 

⑤ Where objections are raised regarding the detailed content of other bidders’ tender documents, but no lawful source can be provided.
